HomeMy WebLinkAboutEDB SA No. 5 GP Site Civil EXECUTIVE SUMMARY AGENDA ITEM: Proposed Supplemental Agreement No. 5 to Master Contract 2021/2022-A03 for Petticoat-Schmitt Civil Contractors, Inc., to provide construction services for the Governor's Park Water Plant Preliminary Site Civil Work Bid No. 2022/2023-Al 1 Date: December 28, 2022 BACKGROUND: CCUA will construct a new water treatment plant to serve the Governor's Park service territory. Staff is requesting approval of Supplemental Agreement No. 5 to perform the next step in the construction of the plant which is to prepare the site for the forthcoming tanks, buildings, and other related plant elements. This work includes, but is not limited to, clearing and grubbing, grading, and construction of stormwater management infrastructure. Staff previously engaged Ardurra to produce plans and specifications to solicit bids from CCUA's four (4) continuing services general contractors to complete the work. CCUA's Board previously approved the continuing service contract with the four (4) continuing services general contractors to provide general construction services on an as-needed basis for co projects with an estimated value of four (4) million dollars or less. CCUA established these c agreements under the Master Contract 2021/2022-A03. a) o Staff requested bids for the Governor's Park Site Civil Work from the four (4) continuing services general contractors under the continuing services contractors under the continuing services contract. 3 Two(2)of the four(4)submitted a bid by the deadline to submit. The Engineer's Opinion of Probable T Construction Cost(EOPCC) and the results for the bids received are tabulated below. re EOPCC $1,530,000.00 Petticoat-Schmitt Civil Contractors $1,905,000.00 Wharton Smith, Inc. $2,857,000.00 Ardurra's Client Services Manager, David A. Rasmussen, PE, evaluated the bids for conformance with the solicitation requirements and determined Petticoat-Schmitt submitted the lowest, responsive bid at a total lump sum bid price of$1,905,000.00. The Engineer's Recommendation of Award letter is attached. BUDGET: The budget for the Governor's Park WTP is $9,450,000. This is within the scope of that budget. Staff will be updating the budget with information received from the remaining Governor's Park component bids in mid-February. RECOMMENDATION: Staff respectfully recommends approval of Supplemental Agreement No. 5 with Petticoat-Schmitt Civil Contactors, LLC construction services the Governor's Park Water Plant Preliminary Site Civil Work. Additionally, staff requests approval of the attached Bid Opening Documents. Clay County Utility Authority (CCUA) opened the project on the Bonfire Procurement Platform on December 19, 2022. Two bids were uploaded to the Bonfire Procurement Platform on December 19, 2022, at 1 :00 pm. Based on the interest from two contractors, Ardurra Group, Inc. believes the project was well advertised. Two base bids ranged from $1,905,000.00 to $2,857,000.00. The bid tabulation form is attached. Petticoat-Schmitt Civil Contractors, Inc. submitted the lowest base bid for $1,905,000.00. to Ardurra Group, Inc. has reviewed the Petticoat-Schmitt Civil Contractors, Inc. bid package provided by CCUA with the following findings: • The Addendums were acknowledged on the Bid Form. • The Bid Bond was provided, and the Bid Bond surety is licensed in Florida. • Petticoat-Schmitt Civil Contractors, Inc. is not a federally debarred contractor. • Ardurra Group, Inc. ran a Dunn & Bradstreet report on Petticoat-Schmitt Civil Contractors, Inc. which indicated no high-risk concerns for the company. • Ardurra Group, Inc. investigated the Contractor's experience, reputation, performance, past projects, and outstanding projects and finds the Contractor appears capable to perform the scope of work for this project. While the final determination of contractor award will be made by CCUA, Ardurra Group, Inc. believes the bid to be responsive and, based on the findings above, does not take exception to awarding the project to the low bidder, Petticoat-Schmitt Civil Contractors, Inc. for the total contract amount of $1,905,000.00.
