HomeMy WebLinkAboutEDB BoS Document Final - Jones Edmunds SA 10 EXECUTIVE SUMMARY AGENDA ITEM: Proposed Supplemental Agreement No. 10 to the Civil and Environmental Engineering Professional Services Agreement 2018/2019 RFQ No. 3 for Jones Edmunds & Associates, Inc., to provide feasibility analysis and costing services for a new master lift station serving Clay County Fairgrounds and adjoining service territory. Date: February 2, 2023 BACKGROUND: CCUA's Service Availability department received preliminary plans for proposed improvements to the Clay County Fairgrounds water distribution and wastewater collection systems. The improvements include abandonment of the septic system and construction of a gravity collection system and lift station to convey flow to CCUA's manifold forcemain transmission and treatment system. During plan review the County and CCUA began exploring the potential of CCUA owning and maintaining the new lift station. Based upon discussions with Clay County staff, both mutually agreed that analysis of a larger project to better serve the County Fairgrounds and surrounding area is necessary to accomplish this objective. Staff requests to engage Jones Edmunds and Associates to CO evaluate a new master lift station project serving the Fairgrounds and surrounding area. c °' Staff requested the attached Scope and Fee proposal from Jones Edmunds & Associates, Inc. to o perform a feasibility and costing analysis.The anticipated result of this work will be recommendations for placement of the station to maximize value and an opinion of probable construction cost for the c preferred layout. For a fee of$5,727.00, Jones Edmunds can provide these deliverables within three r (3) weeks of receiving a notice to proceed. If found to be mutually agreeable, the results of this analysis will be used to confirm terms of an interlocal agreement between Clay County and CCUA. CCUA would then proceeed with design prior to June 2023. Anticipated construction of this project would not begin until May 2024, following the 2024 fair. Staff anticipates construction would be completed by January 2025. BUDGET: This project was not anticipated when the capital improvement program projects and budgets were established for fiscal year 2022/2023. Staff is establishing an initial project budget of$100,000 for this feasibility study and initial design efforts. The initial budget funds for this effort will be transferred from the CIP contingency for this fiscal year. Staff will update the CIP budgets based on the initial efforts for review and approval during the regular budget review process. CCNA: CCNA, F.S. s. 287.055, does apply to the use of a consultant under continuing contract. The anticipated cost of the study do not exceed$500,000.00. Staff negotiated the Supplemental Agreement in compliance with F.S. s.287.055. Staff and the consultant negotiated the scope and fee for the professional services at a compensation which CCUA determines is fair, competitive, and reasonable. RECOMMENDATION: Staff respectfully recommends approval of Supplemental Agreement No. 10 with Jones Edmunds and Associated, Inc., for consulting services to study the feasibility of a new master lift station serving the County Fairgrounds and surrounding area. We understand that you are seeking an engineering consultant to review the feasibility of the proposed project, including an engineer's estimate of probable construction costs. to We understand that CCUA will use the output of this phase of work as a basis for potentially entering an interlocal agreement with Clay County. If CCUA and the County agree to proceed, CCUA plans to engage Jones Edmunds on sequential phases to complete design of the system, bidding services, and services during construction. That additional work will be scoped at a later time. Jones Edmunds appreciates the opportunity to be your engineering partner on this important project. SCOPE OF SERVICES CCUA provided Jones Edmunds with a conceptual layout. They also provided: ■ Existing sewer transmission system layout, ■ Existing water mains, ■ Proposed development ERCs surrounding the Fair Grounds, ■ Proposed roadway improvements on Springbank Road, ■ Previously designed improvements to existing pump station 162 on site. The proposed improvements include: ■ Abandoning pump station 162, ■ Constructing a new pump station in the vicinity of the Fair Grounds which allows for maximum future connections and is economically prudent, 800.237.1053 1 JONESEDMUNDS.COM Darrell Damrow, PE February 1, 2023 Page 2 ■ Constructing a new gravity sewer system connecting pump station 162 to the new pump station including stub outs for future connections for anticipated improvements and developments, ■ Constructing a new force main to connect to the existing CCUA system on SR16 (note: a new 16-inch force main on Springbank Road may be constructed by others creating a closer connection point). TASK 1 - FEASIBILITY REVIEW Gravity System Review Jones Edmunds will evaluate the elevations at the Clay County Fair Grounds and the proposed development sites adjacent to the Fair Grounds to estimate gravity system elevations. We will use readily available LiDAR elevations to expedite this review. For the purposes of our review, we assume all gravity sewers will be 8-inches and no deviations from minimum slope standards are allowed. Pump Station Review Jones Edmunds will review the proposed pump station location to confirm the site is suitable for a CCUA standard pump station. We will estimate the wet well depth based on the gravity to system review described above. We understand that CCUA requires a wet well depth of no more than 30-feet. Overall Layout Review Jones Edmunds will review the proposed layout and provide recommendations for more efficient layouts if our analysis identifies those. Additionally, we will meet with CCUA (virtually) to review the findings of our reviews. If we propose changes to the initial layout provided to Jones Edmunds, we will use the review meeting to mutually agree on a final layout. Engineers Opinion of Probable Construction Costs (EOPCC) Jones Edmunds will provide an EOPCC based on the final layout. We will use our understanding of CCUA bid history and the local construction market to complete the EOPCC at a Capital Improvement Plan budgetary level. The EOPCC will be an Association for the Advancement of Cost Engineering International's Cost Estimate Classification System class 4 estimate. The anticipated accuracy range of a class 4 EOPCC is +50% to -30%. Deliverables Jones Edmunds will provide a project description that includes quantitative estimates developed during the feasibility review. We will provide CCUA with the EOPCC detailed breakdown. Additionally, we will provide CCUA with any GIS maps generated during the review or presented at the review meeting. Darrell Damrow, PE February 1, 2023 Page 3 SCHEDULE AND COMPENSATION Jones Edmunds proposes to complete this scope of services for a lump-sum fee of $5,727 and complete this assignment within 3 weeks of NTP. PROPOSAL CLARIFICATIONS/EXCLUSIONS ■ Field Data collection and design services are excluded. ■ Engineering calculations completed during this review will be based on best available data and we anticipate exact elevations and lengths will change when finalized with site specific data. ■ EOPCCs are based on 2023 dollars. EOPCC unit costs are based on current market conditions and anticipated market changes based long-term market trends. Significant changes in market prices can occur due to supply chain challenges and material price inflation.
