BACKGROUND:
CCUA staff requests to continue the engagement of CHA for CUP renewal services. CHA maintains a
team of experts in water supply planning and permitting. CHA's team of professionals prepared and
provided the CUP support services to date.
CCUA owns and operates twenty-three (23)water treatment plants to supply drinking water to its 55,000
co customer accounts in Clay County. Groundwater withdrawals for these existing facilities along with
future facilities are governed byseveral St. Johns River Water Management District SJRWMD

E CCUA's permits contain numerous conditions,including a special condition dealing with Minimum Flows
and Levels(MFLs)requiring CCUA to meet provisions of any SJRWMD approved recovery or prevention

plan. Staff continues to progress with a permit consolidation and renewal process for these permits.
On August 3, 2021, the Board of Supervisors approved Staff's recommendation to engage CHA
Consulting to provide CUP Permitting support services for that consolidated renewal application. We
progressed with that work. We will submit detailed responses to a SJRWMD issued Request for
Additional Information(RAI). The RAI response will complete the original scope of work. We anticipate
additional hydrogeological modeling and technical support for the legal team may be needed to complete
the permit renewal as post application activities.
BUDGET:
Staff budgeted $100,000 in the FY 2023/2024 operating budget for these activities. Staff requested the
attached general scope of services from CHA to perform the budgeted work.
RECOMMENDATION:
Staff respectfully requests approval of Amendment No. 1 to Supplemental Agreement No. 4 with CHA
Consulting to perform continued CUP additional support services.

CONSUMPTIVE USE PERMIT RENEWAL ADDITIONAL
SUPPORT SERVICES
A. BACKGROUND AND OBJECTIVES
Clay County Utility Authority (CCUA), based in Middleburg, Florida, maintains utilities for potable
water, wastewater, and reclaimed water service to its customers. With a dedication to conservation and
community, CCUA serves almost 54,000 customer accounts (169,000 people) using 1,500 miles of
pipelines and other utility infrastructure. CCUA owns and operates twenty-three (23) water treatment
plant (WTPs) to supply drinking water to its customers in nine (9) different grids (service areas). The
withdrawals for these existing facilities along with proposed future facilities are governed by several St.
Johns River Water Management District(SJRWMD)consumptive use permits (CUPs)as follows:

In July 2021, CCUA entered into an agreement with SJRWMD (Black Creek Agreement) to address
impacts to the Lake Brooklyn and Geneva minimum flows and levels (MFLs). As part of that agreement,
CCUA applied for a CUP renewal to align its CUPs with the terms of the Black Creek Agreements.
In August 2021, CHA was contracted to develop a CUP renewal application for CUP 416 and CUP
51227. As part of this effort, CUP 137335 is being consolidated with CUP 416. The CUP application
has been submitted and the first request for additional information has been received. It is anticipated that
additional support will be required from CHA as the application process continues. This scope of service
is to provide additional support, on an as-needed basis.
B. SCOPE OF SERVICES
This scope of services includes as-needed services related to the post application regulatory requirements
of the CUP renewal. The scope of services to be provided by CHA Consulting, Inc. (CHA)herein defines
the tasks, deliverables, schedule, and budget for this project as follows:

Task 1 —As-Needed Services
CHA will provide as-needed services for CCUA to assist with post application regulatory requirements of
the CUP renewal. Assistance may include:
• Meetings with SJRWMD
• Responses to request for additional information(RAIs)
• Draft permit reviews
• Attendance of governing board meetings
• Planning
• Modeling
• Other assignments as directed
C. SCHEDULE
The duration of the project shall be for 12 months from receipt of the notice to proceed.
D. COMPENSATION
For the professional services set forth in this scope of services, CCUA shall compensate CHA as
approved on a work assignment basis and will be either time and materials or lump sum as instructed by
CCUA via email,up to a not to exceed limit of$100,000.
