Johnston, MBA, PE, Executive Direct 40. 111/ DATE: August 28, 2023 RE: Preparation for potential impacts from Tropical Storm/Hurricane Idalia We continue to closely monitor Tropical Storm Idalia. We understand the current forecast predicts the storm will strengthen to a major Hurricane.The latest forecast also predicts a storm track close to our service area. Based upon this information,I am directing all department managers to begin emergency storm preparations. We strongly encourage all CCUA employees to take the time to prepare their homes and families for related impacts and remain informed of our Hurricane Response Policy. The 2023 Hurricane Preparedness and Storm Recovery Manual can be located on the FileMaker Dashboard. For those = needing time to prepare your homes and families for the approaching storm,please coordinate with ayour supervisors. Please ensure the Human Resources Department has your current personal o contact information. c We currently expect the storm to pass near our area on Wednesday,August 30,2023. The General ce Superintendents with Distribution and Collection and Water Treatment will coordinate schedules and responsibilities with the essential field staff. We also began coordination with the office staff who will also be deemed essential personnel for support through the storm event. We encourage everyone to continue to monitor the development of this storm event. We anticipate direct impacts to Clay County Utility Authority's (CCUA) service area. The National Hurricane Center (NHC) predicts Tropical Storm Idalia will develop to a major hurricane by 1 A.M. Wednesday prior to making landfall on Wednesday, August 30, 2023 (August 28, 2023, 7 a.m. update). Based upon the information above, I am activating Emergency Preparations beginning Monday, August 28, 2023. I will coordinate directly with David Rawlins, General Superintendent Distribution and Collection as he serves as the Assistant to the Chief Operations Officer, for the execution of safe storm preparation duties. Dennis Ragosta, Public and Governmental Affairs Liaison, and Darrell Damrow, Senior Service Availability Engineer, will serve as CCUA's representatives at the Clay County Emergency Operations Center (EOC). In addition to these emergency preparations, I will begin communications with each of the Board of Supervisors, so they are aware of these directions, preparations, and intended actions. DATE: August 28, 2023 RE: Preparation for potential impacts from Tropical Storm/Hurricane Idalia Follow-up We continue monitoring the development of Tropical Storm Idalia. The latest information from the National Hurricane Center indicates the storm will likely strengthen to a major hurricane. The current forecast path is just west of our service area. The likelihood of sustained tropical storm force winds and hurricane force gusts remains high. The forecast also indicates a likelihood of over 3" to 5" of rain on Wednesday associated with this storm event. We continue to recommend everyone pay attention to the advisories related to this storm event. • National Hurricane Center https://www.nhc.noaa.gov/ • Clay County Emergency Management https://www.clavcountygov.com/community/emergency-management Based upon the information we currently have, we will close CCUA's offices beginning at noon on Tuesday, August 29, 2023. CCUA offices will remain closed on Wednesday, August 30. We intend to reopen CCUA offices for regular hours on Thursday, August 31, 2023. Non-essential staff will be compensated during the office closure as stated in CCUA's current Emergency Pay Policy. For non-essential staff, we recommend following the evacuation orders of the local Clay County Emergency Management officials. The department leaders will coordinate with their respective essential staff. We will provide additional information to the essential staff shortly. The additional information will include an estimate of Hurricane Idalia's projected path, timing, Emergency Response Teams, Emergency Recovery Teams, and our anticipated start of System Emergency Operations. A northward motion is expected through tonight, followed by a fast north-northeast motion on Tuesday and Wednesday. On the forecast track, the center of Idalia is forecast to pass near or over western Cuba tonight, over the extreme southeastern Gulf of Mexico by early Tuesday, and reach the Gulf Coast of Florida on Wednesday. Maximum sustained winds are near 65 mph. Idalia is forecast to become a hurricane later today and a major hurricane over the northeastern Gulf of Mexico by early Wednesday. System Emergency Operations responding to Hurricane Idalia The National Hurricane Center (NHC) predicts Hurricane Idalia will strike Florida as major hurricane sometime at roughly 8 a.m. on Wednesday, August 30, 2023. The NHC update also indicates the earliest reasonable arrival of tropical storm force winds for Clay County is roughly 3 a.m. Wednesday. This update also shows the potential for sustained tropical storm force winds in Clay County. In advance of this storm event and the severe weather conditions anticipated, I directed the closure of CCUA offices beginning at noon,August 29, 2023. I chose noon for the office closure to allow time for non-essential staff to evacuate the area if necessary. My selection of a noon office closure also aligned with the Clay County office closures as stated in the Clay County Emergency Management Situation Report from Monday, August 28, 2023, at 3 p.m. (1500). Based upon the information above, I am activating System Emergency Operations beginning at 3 a.m. on Wednesday, August 30, 2023. I attached the list of essential personnel who will serve on the Emergency Response and Recovery Teams. As of 11:00 AM EDT, Idalia is located about 15 miles south-southeast of Valdosta, GA,165 miles southwest of Savannah, GA, and is moving north-northeastward at 20 mph. A turn toward the northeast is expected later today, followed by an east-northeastward to eastward motion Thursday. Maximum sustained winds have weakened to 90 mph, making Idalia a Category 1 hurricane. On the forecast track, the center of Idalia will move across southeastern Georgia today, near the coast of South Carolina tonight, and just offshore the coast of southern North Carolina on Thursday. Idalia is then expected to move east-southeastward over the western Atlantic on Friday. Idalia will continue to weaken now that the center is inland; However, Idalia is likely to still be a hurricane through this afternoon and evening while moving across southern Georgia and southern South Carolina. Idalia is forecast to weaken to a tropical storm while moving near the coasts of northeastern South Carolina and North Carolina tonight and on Thursday.
