MINUTES
CLAY COUNTY UTILITY AUTHORITY
WORKSHOP SESSION
December 6, 2021
The Board of Supervisors of the Clay County Utility Authority (the "CCUA") met in Workshop Session at the
Administrative Facility located at 3176 Old Jennings Road at 8:00 A.M. for the purpose of an informational tour.
Item No. 1 —Tour
Vice-Chairman Roark and Supervisors Gardella, McNees, and Stamieri were in attendance. Supervisor Hodges
joined the tour in progress. Also present on the tour were the following members of CCUA's staff; Executive
Director Jeremy Johnston, Chief Operations Officer Teri Shoemaker, Chief Engineer Paul Steinbrecher, Chief
Financial Officer Jeff Wesselman, Chief Human Resources Officer Kimberly Richardson, Distribution & Collection
Department Superintendent David Rawlins,and Customer Service and Billing Manager Diana Strickland.
Attendees viewed presentations outlining CCUA's Asset Management-Predictive Maintenance Approach, Fleet
Maintenance and Tracking System, Customer Outreach and Regional Network Interface, and Information Systems
Risk and Resiliency. A tour was also conducted of CCUA's Maintenance Facility.
The Workshop Session was recessed at 9:20 A.M. and reconvened at 9:39 A.M. at the Meadow Lake Water
Treatment Plant. The tour of the plant included an explanation of the water treatment process and staff conducted a
demonstration of the sewer collection system maintenance process using a Vac-con and Cues TV truck adjacent to
the plant on Bass Court.
The Workshop Session was recessed at 10:24 A.M. and reconvened at 10:30 A.M. at the Glenhaven Wastewater
Pump Station where staff conducted a tour of the station and explained its operation. Staff also reviewed the history
of the Mid-Clay Reclaimed Water Rapid Infiltration and Recovery Basins and their importance to CCUA's reuse
program.
The Workshop Session was recessed at 10:58 A.M. and reconvened at 11:02 A.M. at the future location of the
Potable Reuse Pilot Project where staff explained the treatment process alternatives and provided a handout showing
the proposed layout of the facility which will be built on the site.
The Workshop Session was recessed at 11:20 A.M. and reconvened at 11:26 A.M. at the Mid-Clay Regional
Wastewater Treatment Facility where staff provided a tour of the plant and explained its operation and the
wastewater treatment process.
Vice-Chairman Roark left the tour in progress at 11:37 A.M.
No action was taken during the workshop session. The tour was conducted to familiarize the attendees with CCUA's
daily operations and plant functions.
The Workshop Session ended at approximately 11:57 A.M.
