BACKGROUND:
Clay County Utility Authority (CCUA) is required to inspect GSTs every five (5) years in
accordance with Florida Department of Environmental Protection regulations. To complete the
recommended maintenance resulting from the inspections, the Board of Supervisors approved a
continuing contract with FAUC at the November 5, 2019, meeting. FAUC can repair CCUA's
glass fused-to-steel GSTs.

CCUA budgeted for this operating expense. The pricing FAUC provided in the attached quote is
consistent with the continuing contract between CCUA and FAUC.
RECOMMENDATION:
Staff respectfully recommends the Board of Supervisors' approval of Supplemental Agreement
No. 5 with FAUC in the amount of$46,323 for the Maintenance and Repair of Tanglewood WTP
Ground Storage Tank No. 1.

Rehabilitation Continuing Contract Bid No. 18/19-All and all provisions of the Agreement will
apply hereto. All provisions, terms, and conditions of the existing Agreement will apply to this

Aquastore) model tank.
Date of Report: January 7, 2022
to On January 6, 2022 an exterior and interior visual inspection of the Fusion water storage tank
mentioned above was performed by Mr. Cedric Tomlin, a certified field superintendent for Florida
Aquastore & Utility Construction, Inc. The purpose of the tank inspection was to establish the current
condition of the tank, determine any deficiencies in the tank coating, tank appurtenances, and bolt seam
sealer (the panel edge coating). The inspection was limited to visual observation and does not include
examination of areas hidden from view which would require disassembly or material removal to expose.
Florida Aquastore's inspection is limited in scope and does not include any evaluation of the structural
integrity of the tank or its foundation. The recommendations contained in this report are solely based
on the visual inspection and our experience with the manufacturer's maintenance requirements. The
Owner can seek the services of a competent structural engineer to evaluate the structural integrity of
the tank to assure that the tank can continue to be safely utilized.

A. Exterior Sealer condition
Overall, the exterior sealer fillets were in fair condition with more than 50% of the sealer having
corroded. A total outside reseal of the seams is recommended at this time. The common root causes
of the exterior sealer degradation are aging of the sealant and weathering from the elements. The
sealer provides the coating protection for the panel edges and maintenance of the sealer fillet is critical
to the extended life of the tank. As the sealer degrades, corrosion along panel edges may become
evident. A maintenance re-caulk service should be performed as the exterior sheet edges become
exposed.
B. Exterior Glass coating condition
The condition of the glass coating on the overall panel surface is good. No visible glass damage was
noted. Care should be exercised around the tank to avoid future chips, such as chipping caused by
stones thrown by mowing or other impact damage. Newly chipped glass should be touched up with

Manus Bond 75am sealant as soon as possible. The glass coating on the tank panels was in generally
good condition. Pressure washing and minor touch ups in some areas is needed with sealer.
C. Exterior bolts, bolt caps, accessories, and decals
Bolts and bolt caps appear in good condition and no replacements are needed at this time. The bottom
manway appears in good working condition, but the gasket needs replacement at this time. Ladders
and associated accessories are in good condition and appear in good working order. The tank does
not currently have a liquid level indicator or overflow pipe installed. Nozzles have rust forming on them
and should be cleaned and coated with CIM. All decals should also be replaced.

INTERIOR TANK
D. Interior Sealer Condition
Overall, the interior condition of the tank was in poor condition. The sealer on the interior of the tank
has degraded more than 90%. The sealer provides the coating protection for the panel edges and
maintenance of the sealer fillet is critical to the extended life of the tank. As the sealer degrades,
corrosion along panel edges may become evident. A full maintenance re-caulk service using CIM
should be performed as the interior sheet edges are exposed.

E. Interior Glass Coating Condition of TANK
The condition of the glass coating on the overall internal panel surface is in generally good condition.
No visible metal loss was noted but the top horizontal seam has some rusting around the bolts and
vertical seams which should be addressed. Newly chipped glass should be coated with CIM sealant as
soon as possible. Pressure washing and minor touch ups in some areas as needed.

F. Concrete Tank Floor Interior
The interior concrete floor is in good condition with no cracks noticed.
G. Roof Exterior
The roof of the tank is a geodesic aluminum dome and appears in good condition. No repairs were
noted for the roof walkway or guardrails. The sealer along the batten strips and around the gusset
covers appeared in good condition with only 25% erosion noted. It is recommended that a full reseal of
the exterior roof be completed within 6-8 years.
The roof manway is in good working condition, but the seal tape between the hatch and base needs to
be replaced immediately.
The gravity vents are in good condition.
There are two (2) electric roof ventilation fans that are not working and need to be replaced.

H. Cathodic Protection
An inspection of the Cathodic Protection showed that the anodes are intact and do not appear to need
replacement at this time.

RECOMMENDATIONS
The tank needs to be resealed inside and out. The glass-fused-to-steel has handled the environment
extremely well.
We recommend the following service:
• Power Wire brush clean and re-caulk all interior panel edge bolt seams with 2 component
Urethane (CIM or equal)
• Power Wire brush clean and re-caulk all exterior panel edge bolt seams with Manus Bond Sealer.
• Exterior nozzles should be cleaned and recoated with two component urethane (CIM or equal)
• Clean corrosion deposits and touch-up chipped glass on interior and exterior with urethane
sealer as needed.

• Replace 2 roof fans
• Replace roof manway seal tape
Following the maintenance service, a periodic tank maintenance plan should be followed to monitor the
performance of the panel edge sealer fillets on the tank interior and exterior. By monitoring the
performance of the sealer, whenever the sealer has reached the end of its serviceable life, either partial
or complete reseal can be performed before metal loss especially along panel edges and bolt seams
becomes significant, costly panel replacement can be avoided. Resealing of the panel edges and bolt
seams when needed is critical to the continued structural integrity of the tank.
We recommend that Florida Aquastore be employed to perform the continued inspection service at
appropriate intervals. In typical applications such as this for the water storage service, the tank interior
should be visually inspected every 5 years, more often for more aggressive and corrosive stored liquids.
