AGENDA ITEM:
Proposed Supplemental Agreements to Professional Surveying Services Agreement 17/18 No. 6
with Clary&Associates,Inc. Supplemental Agreement No. 2 and for Southeastern Surveying and
Mapping Corporation Supplemental Agreement No. 3 for the preparation of legal descriptions and
maps of easements for Clay County Utility Authority's Service Availability Department.

BACKGROUND:
On November 7, 2018, the Board of Supervisors approved staff to engage Clary and Associates,
Inc. ("Clary"), a professionally land surveying firm contracted within CCUA's continuing service
agreements. To provide professional land surveying support services for the preparation of legal
descriptions and maps of easements for CCUA. The support is used to handle high workload times
due to the time sensitively of easement requests.
Staff has previously exclusively used Clary since November 2018, for these types of requests. To
continue to meet overflow needs for this work, and to increase reliability using the continuing
services vehicle. CCUA is requesting to continue engaging Clary and to add Southeastern
Surveying and Mapping Corporation ("SSMC"), within CCUA's continuing service contract to

c provide professional land surveying support services on an as-needed basis.

o CCUA staff will issue specific assignments to Clary and SSMC through a purchase order that will
be billed against the total authorized not-to-exceed amount of$25,000.00 each ($50,000 total).
z The approved purchase orders for each assignment will include the number of hours for each
assignment which will be billed at the agreed upon rates provided in the Master Continuing

Services Agreement. These services typically vary by the size of the parcel.
BUDGET:
CCUA staff budgeted a not-to-exceed amount of $50,000.00 for professional land surveying
support services for preparation of legal description and maps of easements.
RECOMMENDATION:
Staff respectfully recommends Board of Supervisors' approval of the attached Supplemental
Agreement No. 2 with Clary &Associates, Inc., with a not-to-exceed amount of$25,000.00 and
Supplemental Agreement No. 3 with Southeastern Surveying and Mapping Corporation
with a not-to-exceed amount of $25,000.00 for professional land surveying services associated
with the preparation of legal descriptions and maps of easements for CCUA.

Department. CCUA staff will issue specific
assignments to Clary & Associates, Inc. through
approved purchase orders that will be billed against
the authorized not-to-exceed amount of this
Supplemental Agreement. The approved purchase
order of each assignment will include the number of
hours for each assignment which will be billed at
to Clary&Associates,Inc.'s agreed upon rates provided

Total Cumulative Cost Not-To-Exceed: $25,000.00
The Contract time shall commence on January 28, 2022, and shall terminate when the contracted funds
herein have been exhausted. This document shall become an amendment to the Agreement and all
provisions of the Agreement will apply hereto.
