HomeMy WebLinkAboutEDB ITB 21 22-A02 Saratoga Springs WTP Executive Summary Attachments EXECUTIVE SUMMARY AGENDA ITEM: Proposed Award of Contract to Petticoat-Schmitt Civil Contractors, LLC, for the Saratoga Springs Water Treatment Plant(WTP),Reclaimed Pumping Facility(RPF),and Potable and Reclaimed Water Distribution Main Project. Bid No. 21/22-A02 Plant Project No. 1128-002 Date: January 4,2022 BACKGROUND: Staff considers the Saratoga Springs WTP, RPF and Potable and Reclaimed Water Distribution Main Project mission critical to provide additional potable water and reclaimed water service capacity in the Lake Asbury and Sandridge Road service area. Currently, CCUA provides service to this area with one potable water plant located near Lake Asbury and one reclaimed water pumping station at the Mid-Clay Water Reclamation Facility. The project received grant approval from the St. Johns River Water Management District(SJRWMD)in the amount of$900,570. a CCUA staff procured the construction bid through a pre-qualification selection process to narrow the field d of potential contractors to highly experienced firms. The Board approved of the pre-qualification process - at the July 5,2021,Board meeting. Staff received and reviewed six(6)Request for Qualification Submittals o from contractors and submitted a list of four(4) qualified contractors for the Board's approval on October E 5,2021.The four contractors pre-qualified for the construction bid were Garney Companies,Inc.,Wharton- m Smith,Inc.,Petticoat-Schmitt Civil Contractors,LLC, and Sawcross,Inc. ce Due to a potential deficit of adequate volume of reclaimed water to customers, staff provided a financial incentive to expedite early delivery of the reclaimed portion of the project. The goal of the incentive is to deliver the reclaimed project two(2)months earlier than the 14-month base schedule.The incentive amount is $6,000 for each day the reclaimed portion of the project is not delivered prior to 14-month(substantial completion) date. Staff capped the total incentive amount at $360,000 (equivalent to 60 days). Should the contractor not deliver the reclaimed portion of the project by the base 14-month substantial completion date,they will lose $6,000/day. Staff also capped the loss at$360,000. Staff advertised the above-referenced project on CCUA's Bonfire Procurement Platform to the four(4)pre- qualified contractors on October 30,2021. At the December 21,2021,Bid Opening, CCUA received three (3)bids from the following pre-qualified Contractors: o a ump um Base Bid Amoun Petticoat-Schmitt Civil Contractors,LLC $13,469,000 Wharton-Smith,Inc $14,737,000 Sawcross,Inc. $15,985,000 Staff and the Engineer of Record(EOR) from CDM Smith, Inc., evaluated the bids for conformance with the solicitation requirements and determined Petticoat-Schmitt Civil Contractors, LLC, submitted the lowest responsive and responsible bid at a total lump sum bid price of$13,469,000. BUDGET: The following table summarizes the status of our FY 21/22 Capital budget related to this project. The FY 21/22 capital budget for this project is $10,290,049. To date $2,153,420.00 has been spent leaving a remaining budget of$8,136,629.00. Based on construction starting in January 2022, staff has estimated the funds needed for this project for the remainder of FY 21/22 to be $9,321,115.00. An additional $1,184,486.00 will be required from capital reserves for the remainder of FY 21/22. These funds will be budgeted for Board approval as part of the FY22/23 CIP budgeting process. Staff is implementing an annual CIP process to update cost of existing projects listed on the approved CIP. This process considers consumer price index information as well as market conditions.This effort will improve CIP budgeting. RECOMMENDATION: Staff respectfully requests the Board of Supervisors'approval of the contract award for the Saratoga Springs Water Treatment Plant (WTP), Reclaimed Pumping Station (RPS), and Potable and Reclaimed Water Distribution Main Project to Petticoat-Schmitt Civil Contractors, LLC. Staff also requests the Board of Supervisors' approval of deductive change orders and owner direct purchase orders for the express purpose of saving sales taxes on major materials and equipment, as authorized by the Executive Director, or his designee, and as recommended by the Chief Engineer. In addition, staff respectfully requests approval of the attached Bid Opening Minutes. Sawcross Inc $15,985,000 The Engineer's Opinion of Probable Cost of construction (OPCC)was approximately$15,755,274 including general conditions,permits,bonds,contingency, and escalation. CDM Smith evaluated the information submitted by the lowest bidder, Petticoat-Schmitt Civil Contractors, LLC.All the required documentation was submitted. Refer to the attached Bid Evaluation Table 1 that provides a checklist of the required documentation submitted with the bids by the three bidders. CDM Smith did a comparison of the bids submitted.The difference in the bids was within approximately 19%for the three bids submitted. Details of this comparison are shown in the attached unit cost comparison table (Bid Evaluation Table 2 attached).
