Wilson, Procurement Manager DATE: January 12, 2022 RE: Rejection of All Bids for ITB# 2019/2020-A08 On December 15, 2021, CCUA received two (2) bid responses for ITB#2019/2020-A08 entitled Spencer's Crossing Wastewater Treatment Facility(WWTF) Clarifier No. 1 Foundation Stabilization from Consel Construction Specialty Services, Inc., and PBM Constructors Inc. All CCUA solicitations require each responder to complete the Non-Collusion Affidavit to ensure fairness in the competitive bidding process. a After reviewing both bid responses, Staff found that each Prime Contractor used the other Contractor as a Subcontractor. CCUA and public procurement policies encourages competitive = bidding absence of the appearance of collusion. r ce Therefore, Staff has rejected all bids to eliminate the appearance of collusion in the event Staff selected either bidder.
