BACKGROUND:
CCUA staff received the attached financing request from Mr. Dennis Horner, who is
requesting the Board of Supervisors' approval to finance the Developer Agreement charges of
$8,500.76 for wastewater service at the above-referenced property, under our normal financing
arrangements, for a period of ten (10) years. As stated in the request, Mr. Horner is retired and
on a fixed income and is unable to afford such a large expense in one lump sum payment.
RECOMMENDATION:
Due to limited risk, staff respectfully recommends approval of Mr. Horner's request to finance
the Developer Agreement charges of $8,500.76. CCUA has granted similar terms to other
property owners. In addition, CCUA has lien rights as Mr. and Mrs. Horner (as Trustees) hold
title to the subject property. This assures CCUA will recover the principal and accrued interest
in the event of a default.
