Shoemaker, P.E, Chief Operations Officer .- DATE: March 31, 2022 RE: Customer Water Demand, February 2022 We completed our analysis of the February 2022 billing data and Water Treatment Plant (WTP) pumping records.Based on that review,we offer the following observations: • Water conservation for the month of February was 19.39%(see Chart 1)and fiscal year-to- date water conservation was 22.13%(see Chart 2). • Historically,customer demand decreases in the month of February. The total water demand for February was 317.1 million gallons (MG). The total demand for water decreased from the prior month by 24.1 MG. Chart 3 shows the total water pumping over time with seasonal variations. • Total WTP pumping has decreased 46.4% from the 2008-2009 base years even though the number of active residential customers has increased. • Based upon our analysis of the February 2022 residential billing data, we conclude the following items: o Tier 1 customers account for 71.9%of total residential customers. o Tier 1 and Tier 2 customers account for 94.8%of total residential customers. o Tier 1 customers use an average of 103 gallons per day(gpd). o Tier 4 customers use an average of 847 gpd, which is approximately eight(8) times the usage rate of Tier 1. • In the month of February,CCUA delivered 90.539 MG of reclaimed water to our customers. Customer total reclaimed water demand decreased by 24.401 MG from the previous month. In February, 39.17% of reclaimed water customers had zero usage. The average reclaimed water demand per customer account was 216 gpd. Data from the National Weather Service (NWS) at the Jacksonville International Airport (JIA) indicates rainfall during February was 2.09", which is 0.77"below normal. The mean temperature for the month of February was 1.3°F above normal.
