(Four Waters)to the Professional Services Agreement 2018/2019 RFQ No. 3 for Lift Station#4 Upgrades. Date: April 19, 2022 BACKGROUND: Clay County Utility Authority (CCUA) staff requests approval from the Board of Supervisors to design and implement upgrades to CCUA Lift Station #4. To initiate the CCUA Lift Station Rehabilitation Program, staff performed a comprehensive evaluation of over 180 CCUA lift stations. The evaluation included an initial condition assessment of the lift station's pumps,piping, and electrical and control systems. In addition, staff conducted a risk assessment for each lift station that quantified the risk of lift station failure and the consequence of the lift station failure. Results from these evaluations provided staff with a priority listing for the Lift Station Rehabilitation Program. co a Staff considers upgrading Lift Station #4 a top priority identified in the CCUA Lift Station o Rehabilitation Program as the station is nearing the end of its useful life.Four Waters will complete the design of the needed improvements to Lift Station#4 and prepare drawings and specifications r suitable to obtain construction bids. The consultant will develop an estimate of the construction ce cost and provide assistance during the bidding process. The consultant will also provide engineering services during construction sufficient to certify completion of construction in accordance with the approved plans and specifications. BUDGET: Staff has reviewed the proposed consultant fee of$106,310.00 from Four Waters Engineering,Inc. and found it to be reasonable for the level of effort needed to complete the scope of work. Staff budgeted for the rehabilitation of Lift Station#4 in the Capital Improvement Plan(CIP). Staff will update the CIP for FY 22/23 with the construction costs provided by the Engineer. CCNA: CCNA, F.S. s. 287.055, does apply to the use of a consultant under continuing contract. The estimated construction cost for the project does not exceed $4 million. Staff negotiated this Supplemental Agreement in compliance with F.S. s. 287.055. Staff and the consultant negotiated the scope and fee, based on established contract rates, for the professional services at a compensation which CCUA determines is fair, competitive, and reasonable. I RECOMMENDATION: Staff respectfully recommends approval of the Supplemental Agreement No. 9 with Four Waters Engineering, Inc. for$106,310.00 to develop a design for the upgrades of Lift Station LS #4. (4Waters) is pleased to provide this proposal to Clay County Utility Authority (CCUA) for design and construction administration services to rehabilitate and upgrade the wastewater pumping facilities at Lift Station 4 (LS4) located at 1890 Suwannee River Road, Fleming Island. A summary of our understanding of the existing conditions of LS4 is provided below based on to a site visit with CCUA on February 16, 2022 and as-built and site information provided by CCUA. Project Understanding: Project site is 1890 Suwannee River Road, Fleming Island, FL and is the location of CCUA's existing Lift Station 4(LS4). The LS4 is a duplex submersible lift station with valve vault and generator located within a residential neighborhood. No other lift stations discharge directly to LS4, all influent flow is by one (1) incoming gravity sewer with the junction manhole located in the lift station driveway. The existing wet well is 6-feet in diameter, the duplex pumps are 15 Hp, and the station electrical service is 240V, 3 phase. The lift station facilities are aging and are in need of upgrade to bring the facilities up to current CCUA standards. Proposed lift station rehabilitation components are generally anticipated to include: Rehabilitate lift station facilities to CCUA standards including: • Rehabilitate existing 6-feet diameter wet well with new liner/coating system; • Install discharge piping and valves aboveground and remove valve vault; • New duplex submersible pumps and panel per CCUA allowable manufacturers; • New discharge piping and suction piping; • New guide rails, lifting chains, covers/hatches; • Replacement of other accessories and components within wet well; • Replacement of electrical and instrumentation equipment as necessary; • Upgrade electrical service to 480V, if proposed pumps are greater than 20 Hp; • Existing generator will be reused if capacity and condition are sufficient; 324 6th Avenue North I Jacksonville Beach, Florida I www.4WEng.com 1904-414-2400 April 7, 2022 Page 2 • Replace fencing at site. LS4 discharges through a 4-inch forcemain onto a forcemain system on County Road 220. Scope of Services 4Waters in conjunction with our teaming partners, Charles Bassett & Associates, Inc. (CBA) (survey), DRMP (SUE), and W.D. Lassetter, PE (Electrical Engineering), will provide the following scope of services for the design and construction administration of the LS4 replacement. Task 1. Project Initiation and Data Gathering Task 1.1 Project Initiation 4Waters shall coordinate with the CCUA project manager to schedule a kick-off meeting on site to discuss project goals and to allow other team partners to evaluate the site. 4Waters shall prepare an agenda for the meeting and meeting minutes summarizing the meeting. Monthly project management of the project is also included as part of this task. Following the kick-off meeting, 4Waters will initiate the following data collection activities. Task 1.2 Survey and Subsurface Utility Exploration CBA shall provide the following noted survey services and DRMP shall provide the following subsurface to utility exploration (SUE) services: - A topographic survey(data points across noted areas on 10-ft grid) in accordance with current CCUA standards shall be performed in the noted areas. o CCUA 0.032 acre site (06-05-26-014260-002-75) o Suwannee River Road ROW fronting LS4 site O 5 feet wide area to north of LS4 site O 10 feet wide area to west and south of LS4 site - Survey shall include the following: O Full width site and areas noted on north, west and south sides of LS4 site o ROW, easement, and parcel boundary lines o Locate existing trees and determine the size and species of existing trees (> or equal 6 inch). o Include existing street addresses on parcels identified during the surveying process o Establish Vertical Datum in NAVD 88 and set and post a benchmark every 1000 feet o Reference survey to NAD83, Florida State Plane Coordinate System and expressed in United States Survey Feet horizontally. A horizontal control pair set every 1000 feet o Locate any visible above ground improvements, sanitary and drainage structures with inverts and sizes if obtainable, overhead utility lines and poles, utility structures, buildings,trees, vegetation, sidewalk, roadway center line, curb and gutter, driveways, mailboxes, valves,fire hydrants, guardrails, fencing, signs, etc. • Existing wet well including top, bottom, and all pipe inverts o The survey will also include gathering the location and identification of underground utilities (Level B designations to be provided by DRMP). 324 6th Avenue North I Jacksonville Beach, Florida I www.4WEng.com I 904-414-2400 April 7, 2022 Page 3 o Level A test holes (up to 5) (to be conducted by DRMP) data collection after review of survey is conducted o Prepare a final AutoCAD survey meeting the standards set by CCUA and 4Waters. 4Waters will review the survey and verify onsite. CBA will address any review comments. Task 2. Conceptual (30%) Design Analysis Task 2.1 LS4 Proposed Pump and Existing Wet Well Assessment This proposal has been prepared based on the understanding that CCUA will provide the preferred pump flow rate and corresponding total dynamic head condition(s) for the LS4 rehabilitation design. Based on information provided by CCUA, the existing lift station pumps operate for less than one hour per day each and no significant growth is anticipated within the lift station sub-basin. Accordingly, no hydraulic evaluation, evaluation of historic pump run time data, draw down information, water usage, or inflow and infiltration analysis will be conducted for the LS4 design. 4Waters will adjust the total dynamic head condition(s)as necessary to account for piping changes for the LS4 rehabilitation. We will utilize the pump flow rate and adjusted total dynamic head condition(s) to coordinate with representatives of CCUA approved pump vendors to develop the pump selections. The design flows and pump selections will also be utilized to evaluate the existing wet well's capacity to provide suitable storage volume. to Task 2.2 Conceptual(30%) Layout and Basis of Design Report The existing site elevations and FEMA flood zone information will be reviewed in conjunction with the recommendations of ASCE 24 (Flood Resistant Design and Construction) publication to develop recommended wet well top slab, control panel, and generator elevations for the lift station and compare with existing elevations. The civil/mechanical and electrical evaluations of the site will be utilized to develop a conceptual site layout. The conceptual plan view layout of the lift station site will include rehabilitation of existing wet well and new pumps, pipes, valves, connection to the existing forcemain, control panel, generator (if necessary), electrical and SCADA improvements, as necessary, and fencing, in accordance with CCUA standards or noted preferences. A brief basis of design report (BODR) will be prepared to summarize the findings of the conceptual design and analysis including the hydraulic evaluation, pump selections, plan view layout, and recommendation. The BODR will include: o Project understanding, existing conditions, data gathering, and civil/mechanical and electrical assessments; o Summary of: ■ pump selection; ■ wet well capacity evaluation; ■ electrical improvements and recommendations; ■ recommended wet well and equipment elevations; o Cost estimate for proposed improvements 324 6th Avenue North I Jacksonville Beach, Florida I www.4WEng.com I 904-414-2400 April 7, 2022 Page 4 o Anticipated permitting requirements o Appendices with SUE Level A test hole reports 4Waters will provide an electronic version (pdf) and four(4) hard copies of the BODR and the full size (24x36) site layout and electrical plans. 4Waters will meet with CCUA staff to review the BODR and layout and gather any review comments or concerns. Task 3.1 -3.2- 90%and Bid Construction Contract Documents The 4Waters team will continue with the design of the LS4 rehabilitation project utilizing the conceptual site layout prepared under Task 2.2 and any CCUA requested or recommended modifications. Given the level of evaluation which will be conducted duringthe 30%design,the design process will move directly to the 90% milestone with preparation of detailed design for 90%followed by Bid Construction Contract Documents. The project drawings will build from the 30% documents and will include cover page; general notes; plan view drawings of the existing conditions; demolition plan with profile as appropriate; proposed site plan including wet well layout, influent gravity sewer, discharge piping,electrical components,gate and access, paving, bypass pumping layout(as necessary) and potential construction sequence; plan and profile layout of wet well improvements; electrical site plan, schedules, diagrams, and details; detailed maintenance of traffic (MOT) plans; erosion and sediment control plans; and construction details. to A brief technical memorandum will also be provided for the 90% milestone deliverable to summarize and explain any modifications from the previous design submittal; an Engineer's Opinion of Construction Cost Estimate; engineering specifications to supplement CCUA standard specifications; updated calculations, as appropriate; and any questions or issues requiring CCUA determination or additional information. An itemized Bid Form will also be provided with the 90% and Bid Construction submittals. 4Waters will assist with the front end documents for the project using CCUA standard documents. 4Waters will meet with CCUA staff to review the 90%submittal and will revise design documents based on CCUA feedback. 4Waters will provide an electronic version (pdf) and four (4) hard copies of the documents and the full size (24x36) plans. Task 4.0 - Permitting 4Waters will provide the permitting services in support of the project as identified in Task 4.1. Dewatering is not anticipated to be necessary for the proposed project construction and such permitting and groundwater analysis has not been included in this proposal. Any other necessary permits, such as right-of-way permits or building permits, will be the responsibility of the contractor. All permit fees will be provided by CCUA. Task 4.1 - Florida DEP Wastewater Collection/Transmission System Permitting - CCUA Delegated Review The permit requirements for installation of a wastewater pump station are dictated by 62-604.600, FAC. Per 62-6O4.6OO(2)(a) replacement of any facilities with new facilities of the same capacity at the 324 6th Avenue North I Jacksonville Beach, Florida I www.4WEng.com I 904-414-2400 April 7, 2022 Page 5 same location as the facilities being replaced do not require a collection system permit. The design pump rate will not be determined until the conceptual design is underway, accordingly, the requirements for pump station permitting have been included. This task will not be invoiced, if a wastewater collection/transmission system permit is not necessary. CCUA maintains delegated review authority for wastewater collection and transmission systems 12- inches or less within their service area. If the pumping capacity of LS4 is altered,the proposed facilities will be permitted with CCUA Permit Application Form for Wastewater Collection/Transmission System The permit application requires certification by the Professional Engineers in responsible charge of the preparation and production of the engineering documents which includes the mechanical/civil engineer and electrical engineer. 4Waters will prepare the permit application package and all requests for additional information (RAls) for the project as necessary to secure the permit. Any permit fees are not included in the proposal and shall be paid for by CCUA. Task 5.0 - Bid Services The 4Waters team will provide any necessary support during the bid period to include attendance at pre-bid conference, preparation of responses to contractor Requests for Information and addenda, bid certification, recommendation of award letter, and addending construction documents, as necessary. to Task 6 -Construction Administration Services The 4Waters team will provide the following services during construction. The construction period is assumed to be 6 months (-180 days)from contractor Notice to Proceed per the CCUA schedule. Task 6.1 Pre-Construction Meeting: Attend and participate in pre-construction meeting. Assist with meeting agenda and meeting minutes. Task 6.2 Shop Drawing Review - Review and approve shop drawings submitted by the contractor.Any materials or items included in CCUA's Approved Materials Manual should be acknowledged with the appropriate CCUA forms. Task 6.3 Status Meetings/Site Visits -Attend biweekly status meetings/site visits. Assume six hours per meeting/site visit for EOR, which includes four hours for the meeting and site visit and two hours for assistance with agenda and meeting minutes for each meeting, and attendance by Principal Engineer at 5 meetings. Assume 11 status meetings/site visits over the 6 month construction period. Site visits will be a critical part of the understanding of the contractor's construction schedule, progress, and potential RFIs. Task 6.4 RFI's and Clarifications - Respond to the Contractor's RFIs and Requests for Clarifications and modify the construction documents as necessary.Assume two per month and four hours to review and respond to each and two hours each for half of the RFI's and Clarifications for drawing modifications or details. 324 6th Avenue North I Jacksonville Beach, Florida I www.4WEng.com I 904-414-2400 April 7, 2022 Page 6 Task 6.5 Change Order Requests - Review Change Order Requests submitted by the Contractor and prepare engineer's recommendation for CCUA. Coordinate with Contractor for revisions and prepare documentation for approved Change Orders. Assume three Change Order Requests. Task 6.6 Pay Application Review - Review pay applications for conformance with project construction. Coordinate with contractor for required revisions. It is assumed six pay applications during construction and a final pay application at project final completion. Task 6.7 Substantial and Final Completion - Engineer of Record (EOR) will attend and document the on-site review meetings for substantial and final completion of the construction efforts. At substantial completion the contractor will have completed the project to the point of beneficial operation by CCUA and will have presented their letter requesting reduction of retainage along with the list of items to be completed prior to final completion. The EOR will conduct the substantial completion inspection and prepare a punch list of items to be completed before the final completion meeting. The final completion inspection will verify completion of the punch list items and clear the way for the acceptance of the Contractor's final pay request. This task also includes final project closeout including request for clearance of lift station (if permitted with CCUA/DEP) and termination of other project permits as necessary. Task 6.8 As-Built Drawings and Documentation - The Contractor is responsible for gathering the necessary survey information and "as-constructed" data and preparing the As-Built drawings and documentation in accordance with CCUA As-built Specifications Standards Manual. 4Waters will review the As-Built documentation prepared by the Contractor and provide review comments for to incorporation. Upon completion of the As-Built Drawings, 4Waters will coordinate with CCUA regarding review and approval. Schedule 4Waters shall provide the services as outlined in Tasks 1 through 4 above within six (6) months of Notice to Proceed. Professional Service Fees 4Waters is available to being work under the terms of our current(May 28, 2019) contract with CCUA upon receipt of a Supplemental Agreement and notice to proceed.We appreciate this opportunity to work with CCUA and have attached detailed fee summary sheet for the project. This proposal does not include anything that is not specifically mentioned in this proposal. We propose to provide a Topographic and Boundary Survey of the existing LS4 lift station site located at 1890 Suwannee River Road, Fleming Island. The survey limits for Parcel ID# (06-05-26-014260-002-75) are approximately 0.032 acres. The following is our proposal: SCOPE OF SERVICES to PART I SUBSURFACE UTILITY DESIGNATIONS & GPR SCAN DRMP will provide designation of subsurface utilities for the above referenced project. The limits of the designation areas are based on a scope from Four Waters Engineering received on March 6th, 2022 and illustrated on attached plot. Designation shall include all utilities on the subject property, which is a CCUA property containing "Lift Station 4"with a twenty foot overlap in all directions, and to include the full width of the adjacent ROW of Suwannee River Drive. Designation flags will contain information on utilities such as type of facility, size, material and identification mark that will need to be attributed to the survey data collected. Efforts will be performed in accordance with Section 472.027, Florida Statutes Underground Facility Damage Prevention and Safety Act, Chapter 556, Florida Statutes. All work shall conform to ASCE 38 -02 utilizing quality level B. Please note, Ground Penetrating Radar is effective in identifying subsurface disturbances, however OFFICES there are limitations. The depth, range and thus clarity of the returned image are limited by the Boca Raton,Florida electrical conductivity of the ground. Optimal penetration is achieved in drier,sandier soils. All work shall conform to Cl/ASCE 38 -02 utilizing quality level A and B. DRMP will NOT provide survey information for this project. PART III COMPENSATION SUMMARY AND TERMS The following summarizes the fees and billing terms as proposed by DRMP for the Scope of Services as presented herein. Please note billing terms for direct expenses. All additional meetings as requested by the Client will be invoiced hourly. If the minimum number of test holes is not authorized then a mobilization fee will be charged equal to the amount of four (4) test holes minus the amount of approved test holes. PART IV SCHEDULE We anticipate availability to begin this work within ten (10) business days from receiving notice to proceed. If Four Waters Engineering, Inc. desires to change or expand upon these proposed services, an additional fee shall be negotiated. This renegotiation shall be accomplished prior to commencing the additional work,and may be necessary for any of the following services which are not a part of this contract: Certifications other than shown above, additional section work, excessive title review and plotting of easements, response to any comments by a third party (i.e., buyer's attorney, lender's attorney, title personnel), digging or locating buried utilities, or any request for additions to be made to the survey such as wetland locations, offsite sketches, tree location, etc., will be performed as an extra cost on a time and material basis, per our current hourly rates on exhibit"A". The cost of any required permits will be the responsibility of the client prior to obtaining permit.
