CLAY COUNTY UTILITY AUTHORITY
April 19, 2022
The Board of Supervisors of the Clay County Utility Authority (CCUA) met in Workshop Session in the
Board Room at the Clay County Utility Authority, 3176 Old Jennings Road, Middleburg, Florida to
review the information acquired during the Rate Study performed by CDM Smith
Item No. 1 - Call to Order
Chairman Davis called the Workshop Session to order at 12:09 P.M.
Chairman Davis, Vice-Chairman Roark, Mr. Gardella, Mr. Hodges, Ms. Lebesch, Mr. McNees, and Mr.
Starnieri were in attendance.
Also present at the meeting were Executive Director Jeremy Johnston, Chief Operations Officer Teri
Shoemaker, Chief Financial Officer Jeff Wesselman, Assistant Chief Financial Officer Karen Osbourne,
Public & Government Affairs Liaison Dennis Ragosta, Administrative Assistant Operations Alicia Baker,
and Grady H. Williams, Jr., legal counsel to the CCUA.

a Mr. Johnston provided a brief introduction regarding CCUA's overall Strategic Plan and how the Rate
o co Study will be used as an important part of the process relating to the future growth of the utility.

Item No. 3 - Presentation by the CDM Smith team

Joseph Ridge and Lisa Sterling of CDM Smith reviewed the presentation entitled CCUA Rate Structure
Evaluation and Alternatives which was prepared by their firm.
Item No. 4 - Discussion with Board of Supervisors
No action was requested or required at this time; however, it was the consensus of the Board there should
be consistency and equity used in setting the rates for CCUA's residential and commercial customers.
Item No. 5 -Adjournment
Chairman Davis adjourned the Workshop Session at 1:32 P.M.
