Proposed Approval of Contract Renewal for CLX Chlorine Analyzer and JAW Reagent Contract

BACKGROUND:
The CLX Chlorine Analyzer and JAW Reagent contract with Lazenby & Associates, Inc., is
scheduled to expire on June 20, 2022. However,the terms of this contract allow for the renewal of
an additional one-year term, contingent upon mutual agreement of both parties. Lazenby &
Associates, Inc., has expressed interest in renewing the contract with a requested rate increase of
12% for both the CLX Chlorine Analyzer and for the JAW Reagent. Per the Contract, if both
parties agree to renew the agreement,CCUA may consider a price increase in either of the renewal
years based on verifiable changes in the marketplace. Staff compared the rates and have

determined the rates to be consistent with the marketplace.
BUDGET IMPACT:
Based on purchases under the existing contract, CCUA's expected cost for CLX Chlorine

Analyzers and JAW Reagents would increase by $7,700 annually. Staff calculated the increase
based on expenditures in the water department in the past fiscal year.
RECOMMENDATION:
Staff respectfully requests the Board of Supervisors approve the contract renewal for the CLX
Chlorine Analyzer and JAW Reagent Contract, ITB #20/21-A7 to be extended for an additional
one-year term with rate increase.

The above referenced contract is scheduled to expire on June 20,2022. However,the terms of this contract
allow for the renewal of an additional year,contingent upon the mutual agreement of both parties. The new
contract period will continue from June 21, 2022, through June 20, 2023. If you wish to continue the
contract under the current terms,please sign, date, and return this letter to us by May 20,2022, and we will
consider this confirmation of acceptance of the current terms as stated above.

Subject: Bid Pricing Extension Contract No. 20/21-A8 CLX Chlorine Analyzer
HF scientific, inc., a division of Watts, is the manufacturer and sole source supplier of the HF scientific CLX
chlorine analyzer, HF scientific also is the sole manufacturer of the JAW DPD reagent packaged for both the HF
scientific CLX analyzer and for competitive devices with bottles appropriate for the competitive device.
The above referenced contract is with our exclusive representative in Florida and not with HF scientific, inc. HF
scientific, inc. has agreed to support our local representative in the extension of the contract referenced above for
another year with the pricing as outlined below. Costs of raw materials, labor and transportation have been rising
dramatically since the contract was originally let, there have been 3 product price adjustments since this contract
was first under consideration which were not passed along to the county. This extension assures the county of
holding the 2022 pricing through the middle of 2023.
