HomeMy WebLinkAboutCA ITB 1819-7 Sewer Wetwell and Manhole Rehab Renewal and Price Increase Request EXECUTIVE SUMMARY AGENDA ITEM: Proposed Approval of Continuing Contract Renewal for Sewer, Wetwell and Manhole Rehabilitation Services (Parts B and C), ITB# 18/19-A7 Date: June 2,2022 BACKGROUND: The Sewer, Wetwell and Manhole Rehabilitation Services Continuing Contract with Vortex Services, LLC (Part B)and Insituform Technologies,LLC (Part C)expires on June 18, 2022. The terms of each contract allow an additional twenty-four (24) month period renewal, contingent upon mutual agreement of both parties. Both firms agreed to renew the contracts with a requested rate increase. Per the contract, CCUA may consider a rate increase in either of the renewal years based on verifiable changes in the marketplace and Consumer Price Index (CPI). Clay County Utility Authority(CCUA) staff compared the rates and have determined the rates to be consistent with market conditions. co cThe Distribution & Collection Department routinely uses the contracts to rehabilitate aging CT infrastructure.Insituform's Cured-in-place Pipe(CIPP)process extends the life of gravity sewer mains, co o while Vortex's manhole repair and lining extends the life of sewer manholes. CCUA typically line E 20,000 linear feet of gravity sewer pipe and 150 gravity sewer manholes. 4- a> lY BUDGET IMPACT: Staff budgeted $1,000,000 for this fiscal year and $1,150,000 next fiscal year. To date, staff spent $263,472.89 of the funds budgeted for this fiscal year. Staff is evaluating if funds budgeted for next fiscal year are sufficient or whether they need to be adjusted. RECOMMENDATION: Staff respectfully requests the Board of Supervisors approve the Contracts for Sewer, Wetwell and Manhole Rehabilitation Services (Parts B and C), ITB#18/19-A7, to be extended for an additional twenty-four(24) month term with rate increase. As not only the installer of CIPP liners, we are also the world's largest manufacturer of CIPP liners and our raw material costs have risen dramatically over this timeframe. We've experienced cost increases in the range of 30 — 80% for certain aspects of raw materials primarily due to shortages of product and global supply chain issues. to Unfortunately, these material cost increases are coming at a time where we're also experiencing dramatic cost increases in many other aspects of our services. Aside from material cost increases, our labor costs have risen in response to the labor shortages and an attempt to retain laborers. Fuel costs, in particular diesel, have increased in this same timeframe severely impacting operating costs on our installation side. Below is a blended summary of cost increase percentages our Company has incurred: • Raw Materials — 18% • Labor— 19.7% • Fuel —40% • Accommodations—44% With this letter, I'm attaching proposed pricing adjustments and letters from some of our material suppliers that we have requested to substantiate these cost increases. The primary drivers for these increases are supply/demand fundamentals and logistic challenges. Beginning in late 2020, as the global economy began emerging from the pandemic, inventories of many petrochemicals were at very low levels due to production slowdowns during the height of the pandemic. The low inventories, coupled with a rapid escalation in demand, left the market tight for many materials. Early last year Winter Storm Uri exacerbated the issue. Most petrochemical facilities located in Texas and Louisiana suffered significant damage from the storm, causing extensive outages.The shutdowns severely disrupted the production and supply of most petrochemicals which resulted in extreme raw material shortages, and in some instances total curtailment (i.e., no availability). The shortages caused rapid and substantial cost increases for these materials. Since that time,the petrochemical market still has not fully recovered from this event. There continues to be very strong demand and periodic supply challenges for materials remain which has continued to support higher prices. Global logistics challenges are also contributing to the increases. Ocean bound freight capacity is tight and rates have escalated rapidly which is hindering imports. This is allowing domestic chemical producers to increase margins. The shortage of domestic truck drivers is also causing rapid freight increases on both raw material and resin deliveries. The combination of all these factors have caused resin prices to continue to increase for Insituform Technologies. The price adjustments in aggregate during the period of October 2020 to April 2022 have increased more than 50%for polyester resins and 87%for vinyl ester resins. Since we priced the Daytona Bid, here are the price increases. Resin Supplies have increased — 32.1 % Liner Material —4.8% Fuel (Gas and Diesel) — 79.0% Labor Cost—33.7% to Accommodations —44.9% To make things worse, shipping costs are also increasing, and the supply chain can not keep up with demand. Undoubtedly, your organization is already aware of these issues and struggling just as we are. We have tried to prevent asking for any price increases for as long as possible as we want to provide the best product at a competitive price. However, the increase in the cost for our materials is getting too great for us to absorb, and we are asking you to consider discussing a slight price increase. The result of those changes and influences has of course caused a rather sharp increase in PP prices. The upward turbulence in the market really started towards the end of 2020 as the U.S.began its initial recovery from the pandemic. A sharp rebound in demand presented a rather significant challenge to a supply base that had throttled back production to match that of previous lackluster consumer and industrial consumption patterns. The result was increased pricing pressure as the market tried to return to a closer balance between supply and demand. Then....at the beginning of that initial demand recovery period,the southern U.S. and more specially the energy producing section of the gulf coast was hit with a major winter storm that crippled a great deal of the countries oil production and refinery capacity. Much of that capacity remained offline for several more months while repairs to the infrastructure were made. The unfortunate result of that relatively high demand vs extreme limitations of polymer feedstocks and polymer itself was a surge in prices by as much as over 70%. We did see some improvement to the imbalance as we moved through Q4 of 2021 but not nearly enough to get the markets back to the pre-inflationary periods that occurred from December 2020 through August/September of 2021. More stabile and declining prices remained prevalent through January but various production asset outages,both planned and unplanned along with severe logistical challenges have lead to another rebound in costs during both February and March. The result of these pressures and changes has left PP prices on average over 40%higher than they were at the end of 2020. Specific PP prices($/LB)can vary greatly depending upon customer volumes, specific producer/ specific producer grades but the attached line graph provides a good illustration of the swings in market values based on data accumulated by the major polymer index reporting entity of IHS.
