Professional Development & Training Program Plan Document
Program Summary
The Professional Development and Training Program(PDTP)is a voluntary program in which
participants are provided meaningful, relevant, and on-going opportunities for professional
growth that will contribute towards a professional and highly skilled workforce. Clay County
Utility Authority(CCUA)is committed to improving the professional growth of its employees
by offering a wide variety of professional development opportunities that support both the
organization's strategic goals and the personal professional goals of its employees.
CCUA plans for and provides eligible employees with opportunities for continued professional
growth and development consistent with CCUA's mission and strategic goals. Partnerships
between CCUA and various institutions have been formed to provide relevant and up-to-date
educational material amalgamated into job related, skill-based, 6-month modules.
Objectives
• Empower participants to be active in their professional and career development
• Foster a culture of ongoing competency, skill, and knowledge development
• Foster a learning community committed to collective development and support
• Provide the tools to help participants develop their professional identity and leadership
skills
Selection and Placement of PDTP Participants
Module values may be modified to accommodate existing staff, at variable rates of pay, who
wish to participate in the PDTP. Credit shall only be given for completion of coursework,
licensure, and/or certification specific to the PDTP Outline. The PDTP Committee shall
conduct a thorough review and provide recommendation to the Human Resources (HR)
Department regarding the participant's proper placement within the program.
Timely Progression & Advancement Requirements
Participants shall agree to advance through each module and obtain licensure as stated in the
PDTP. Communication of progress toward stated goals or impediments is key to the success
of the PDTP. CCUA defines timely progression as satisfactory(score of 80%or better, or Pass,
except where notated) and sequential completion of each module within the permitted
timeframe.
Performance Reviews
The participant's immediate supervisor shall conduct regular performance reviews consistent
with the PDTP Outline. Participants who fail to achieve timely progression as outlined shall
receive an unsatisfactory rating and deemed ineligible to receive the associated incremental
pay increase for the specified review period. Additional reviews will not be permitted, and
progress will not be re-evaluated until the end of the next regularly scheduled review date.
Compensation
Participants who receive a satisfactory performance review rating will be awarded an increase
to their base compensation consistent with the amount provided in the PDTP Outline.

Participants shall not be eligible for promotional or annual merit increases. Adjustments to a
participant's rate of pay shall be made effective the next regularly scheduled payroll following
the satisfactory performance review.
Participant Reimbursement
Participants shall be reimbursed for coursework as provided in CCUA's Tuition and Expense
Reimbursement policies.
Participant Removal from Program
Participants may be removed the PDTP due to unsatisfactory personal performance. The
criterion for removal is listed below:
• Failure to perform the responsibilities outlined in the job description
• Failure to demonstrate acceptable behaviors as identified in the CCUA Employee
Handbook
• Failure to progress through modules as stated in the PDTP
Roles and Responsibilities
The roles and responsibilities of all those involved in the PDTP are as follows:
Participant
• Perform the duties as stated in the participant's job description
• Complete modules as outlined in the PDTP and within the stated timeline
• Communicate progress toward stated goals or impediments with participant's
immediate supervisor
• Submit all applicable documents related to the successful completion of each module
or obtainment of licensure as outlined in the PDTP
Immediate Supervisor
• Motivate and coach program participants to perform their job duties in accordance with
CCUA policies, standards, and specifications
• Conduct regular performance review(s)within the timeline stated in the PDTP
• Retrieve documentation related to the completion of PDTP modules and obtainment of
licensure and certification(s) and submission to Department Head
• Maintain the integrity of the PDTP by administering the policy fairly and equitable
amongst all eligible participants
PDTP Committee
• Monitor to ensure the PDTP is administered in accordance with CCUA policy
• Evaluate content,structure,and effectiveness of the PDTP on a biannual basis to ensure
material is relevant and within industry standards and provide recommendations to the
HR Department
• Review participant performance evaluations
• Submit documentation related to the completion of PDTP modules and obtained
licensure and certification(s)to the HR Department

Human Resources
• Design and maintain all documentation relevant to the PDTP to include but not limited
to policy revisions, outlines, etc.
• Ensure the CCUA leadership (departmental and senior) team receives proper
communication and education regarding the PDTP
• Track and administer compensation increases and ensure all requests are consistent
with the PDTP
• Evaluate, review, and report program effectiveness to the Executive Director and
Senior Leadership Team annually

During this course you will be introduced to different strategies employed during the budgeting process,
the techniques and tools that are commonly used to make budgeting forecasts, the components of a basic
operating budget, and how businesses make certain decisions that may impact their budgeted amounts.

This program is designed to provide utility staff with a deeper understanding of SCADA, control systems,
their essential components,as well as keeping an eye trained on safety. It will provide water and wastewater
utility staff the fundamental knowledge of SCADA including SCADA controls, and safety issues to
understand how such systems can be used to increase system performance.

Unidirectional Flushing Workshop TREED In-Person 1 Day
Periodic flushing of the water distribution system is one of the best methods a utility can use to ensure that
the system is operating at peak efficiency and water supplied to customers is plentiful and good quality.
This class will include basic distribution system hydraulics, flushing program objectives, tool and
equipment requirements, valve, and hydrant operation, flushing program design, data collection, customer
relations and dichlorination techniques.

This course meets the prerequisites of the Florida Department of Environmental Protection (FDEP)
Operator Certification Program (OCP) for taking the Level 3 (entry level) and Level 2 (mid-level) Water
Distribution System Operator state exam.
Water Distribution Systems Pipes and Valves TREEO In-Person 1 Day
This course is designed to give the student an overview of how to identify and maintain the pipes and valves
commonly found in a water distribution system. Subjects covered include piping dynamics, types of pipes
and fittings, pipe joining methods, types of valves, proper valve operation, basic valve maintenance and
troubleshooting techniques.

the Clay County Utility Authority, hereinafter referred to as "CCUA" have read and understand the
provisions of the CCUA Professional Development&Training Program"PDTP"and voluntarily agree to
enter the PDTP for the position, effective the
day of
I understand that my entry into the PDTP is voluntary and requires that I progress through,and successfully
complete all training modules as required within the timeframe outlined in the attached document. I
understand that I will be given opportunities as provided in the PDTP to receive counseling, remedial
training, and other assistance appropriate to facilitate my success. I further understand all adjustments to
my compensation shall be consistent with the PDTP and I will no longer be eligible to receive merit

I understand failure to progress through and successfully complete all training as required will result in my
removal from the PDTP as a participant and shall be just cause for disciplinary action up to and including

CCUA hereby agrees that it will make a good-faith effort to ensure that all appropriate training and
measures as defined in the attached PDTP will be provided to Participant. Should it be impossible or
impracticable,in the opinion of the PDTP Committee and Chief Human Resources Officer,to complete the
PDTP within the scheduled timeframe for reasons not attributable to the employee, the timing of the
Program will be adjusted as appropriate to facilitate continued participation and success in the Program by
the employee. CCUA reserves the right to change the content of this program as appropriate so as
determined by PDTP Committee and the Chief Human Resources Officer to comply with changes in
processes, responsibilities, or technologies, or with external directives, or factors (i.e., changes in legal
standards or requirements). CCUA shall use its best efforts to minimize any adverse employment actions
resulting from such changes.
