HomeMy WebLinkAboutEDB1- ITB 21-22-A11 CCUA Administrative Building EXECUTIVE SUMMARY AGENDA ITEM: Proposed award of contract to KBT Contracting Corporation for the Clay County Utility Authority (CCUA)Administration Building Expansion Phase 1 Bid No. 21/22-All Project No. 4020-004 Date: June 16, 2022 BACKGROUND: In 2019, Bhide and Hall Architects, P.A. (BHA)presented to the Board of Supervisors an outline for the CCUA Facility Campus Master Plan. With that effort, BHA and staff evaluated the future growth of operations, storage and maintenance areas, administrative office space and other needs of the utility. The maintenance storage building is currently under construction with scheduled completion in December 2022. On July 30, 2021, the Board of Supervisors approved a supplemental agreement with BHA for professional services to expand the administration building. BHA completed design and prepared vo bid documents for the project. m a Staff advertised the project on CCUA's Bonfire Procurement Platform and Florida Times Union ° on April 7, 2022. At the May 27, 2022, Bid Opening, CCUA received five (5) bids from the c following Contractors: re Blackwater Construction Services, LLC $ 3,962,487 KBT Contracting Corporation $ 4,600,705 D.E. Scorpio Corporation $ 4,607,007 E. Vaughan Rivers, Inc. $ 4,730,703 Thomas May Construction $ 5,030,864 BHA and staff evaluated the bids for conformance with the solicitation requirements and determined Blackwater Construction Services,LLC did not meet the minimum requirements to be a Florida Certified General Contractor. Therefore, KBT Contracting Corporation submitted the lowest responsive bid at a total lump sum of$4,600,705. BUDGET: BHA's construction cost estimate in July 2021 was $2,483,978. Due to supply chain disruptions, cost increases, and market volatility, BHA's estimate was $3,000,000 in final design and $4,000,000 when bidding the project. CCUA budgeted $4,000,000 in the draft proposed Capital Improvement Plan (CIP). Staff will update the project budget from CIP contingency in FY 2022/2023. //AW(Author) //AW,AB, TS (Review) //TS (Final) RECOMMENDATION: Staff respectfully requests the Board of Supervisors' approval of the award for Administration Building Expansion Phase 1 to KBT Contracting Corp. in the amount of 4,600,705. Staff recommends Board of Supervisors reject the submitted bid from Blackwater Construction Services, LLC. based upon the submission not complying with the minimum requirements of the Invitation to Bid(ITB). Project No.: 202135 Dear Ms. Wilson, This letter summarizes the construction contract bids received for the New Administration Building Expansion and Site Improvements Project. Clay County Utility Authority (CCUA) opened the project on the Bonfire Procurement Platform on May 27, 2022. Five bids were uploaded to the Bonfire Procurement Platform on or before the deadline of May 27, 2022, at 2:00 pm. Based on the interest from the five contractors, Bhide & hall Architects, P.A. believes the project was well advertised. Five bids were received, of which 4 were qualified. Those base bids ranged from $4,613,705.00 to $5,046,144.00. Our bid tabulation form is attached for reference. Please note that we believe one bidder (Blackwater Construction Services) has submitted an unqualified bid. We recommend that this bid be rejected on the grounds that they do not meet the minimum bid requirements to be a Florida Certified General Contractor. KBT contracting corporation submitted the lowest qualified base bid of$4,613,705.00. We accept the identified Alternate 1 deduction of$13,000 bringing KBT's bid to $4,600,705.00. Bhide& Hall Architects, P.A. has reviewed the KBT Contracting bid package provided with the following findings: • The Addendums were acknowledged on the Bid Form. • One Bid Alternate price was provided and accepted for Pac-Clad Snap-Clad Roofing Panels, as described in Addendum 1 (5/12/22). • The Bid Bond was provided, and the Bid Bond surety is licensed in Florida. • KBT Contracting is not a federally debarred contractor. • Bhide & Hall Architects, P.A. has investigated the Contractor's experience, reputation, performance, past projects, and outstanding projects and believes that the Contractor appears capable to perform the scope of work for this project. While the final determination on the selection of contractor for the project will be made by CCUA, Bhide &Hall Architects, P.A. believes the bid to be responsive and we do not take exception to their selection.
