Date: August 2, 2022 BACKGROUND: Clay County Utility Authority (CCUA) staff requests approval from the Board of Supervisors to execute Supplemental Agreement No.4 with Carollo Engineering,Inc.to provide design,permitting, bidding, and construction administration services for improvements to the Meadowbrook Water Treatment Plant. Meadowbrook Water Treatment Plant(WTP)serves the Orange Park grid of the CCUA service area. co The facility receives groundwater from four(4)wells that is treated using cascade aeration for sulfide a removal and sodium hypochlorite for disinfection. Storage is provided by ground storage tanks ca (GST) and hydropneumatic tanks. Treated water is pumped into the hydropneumatic tanks and the 0 distribution system by a high service pump station. L aThe facility is experiencing issues with oxidized sulfur deposits on equipment downstream of cc disinfection and throughout the distribution system infrastructure.In addition,there are infrastructure repairs and upgrades required at the facility due to age. On August 16, 2021, the Board approved a Supplemental Agreement with Carollo to evaluate alternatives to improve aging treatment plant infrastructure and provide recommendations for total sulfide treatment. The results and recommendations from the evaluations along with an estimate of the cost to construct the improvements are provided in the Basis of Design Report (BODR) dated July 2022. Supplemental Agreement No. 4 will allow Carollo to prepare final designs, construction documents, bidding assistance and construction administration services for implementation of improvement as recommended in the July BODR.These improvements include replacement of two(2)ground storage tanks, new high service pumps, modifications to the yard piping and associated electrical and site/civil work. Final design is scheduled to be completed within 240 days from receipt of the Notice to Proceed. BUDGET: Staff budgeted sufficient funds in the FY22 Capital Improvement Program(CIP)to fund this phase of the project. The proposed FY 23 CIP includes funds for the construction of these improvements in FY 23 and 24. Staff budgeted$4M for the project. We will update the project during the design process. CCNA: CCNA,F.S. s.287.055,does apply to the use of a consultant under continuing contract. The estimated construction cost for the project does not exceed $4 million. Staff negotiated this Supplemental Agreement in compliance with F.S. s. 287.055. Staff and the consultant negotiated the scope and fee, based on established contract rates, for the professional services at a compensation which CCUA determines is fair, competitive, and reasonable. RECOMMENDATION: Staff respectfully recommends the Board of Supervisors' approval of Supplemental Agreement No.4 with Carollo Engineering, Inc. for the design, permitting and services during construction for improvements to the Meadowbrook Water Treatment Plant for the total lump sum amount of $415,060.70 ATTACHMENTS: Supplemental Agreement No. 4 Carollo Engineering, Inc. PROJECT BACKGROUND Meadowbrook Water Treatment Plant(WTP) has a design capacity of 8.78 mgd and serves the Orange Park grid of Clay County Utility Authority(CCUA).The facility receives groundwater from four wells that is treated using cascade aeration for total sulfide removal and sodium hypochlorite for disinfection. Storage is provided by ground storage tanks (GSTs) and hydropneumatic tanks.Treated water is pumped into the hydropneumatic tanks and the distribution system by a high service pump station.This facility is experiencing issues with oxidized sulfur deposits on equipment downstream of disinfection and throughout the distribution system infrastructure. In addition,there are infrastructure repairs and upgrades required at the WTP. Carollo Engineers, Inc. (CONSULTANT) prepared a Basis of Design Report (BODR)to evaluate alternatives to improve aging infrastructure and provide treatment solutions for total sulfide removal. CCUA and CONSULTANT collaborated to determine the design criteria for the to Meadowbrook WTP upgrades for the final design, which was presented in the BODR and accepted by CCUA.The improvements to the WTP will include removal of the three existing GSTs and two existing hydropneumatics tanks and construction of two new pre-stressed wire-wrapped concrete GSTs. One of the GSTs will include a ventilation system for additional total sulfide treatment and the second tank will be utilized for 4-log virus inactivation.The design will also include improvements to the yard piping to accommodate the new GSTs, replacement of the existing high service pumps with new horizontal split-case pumps, and related electrical improvements. The scope of services for this project includes tasks for preliminary design,final design, bidding, and construction phase services. Rehabilitation and repair work required for the wells and well pumps are outside of this scope of services (to be completed by others) but will be coordinated for inclusion in this project. Certain assumptions have been made in preparing this document.To the extent possible,they are stated herein, and are reflected in the attached project budget. This work will be performed under the terms and conditions of the existing contract between CCUA and the Consultant titled Civil and Environmental Engineering Professional Services RFQ 18/19 No. 3. II. SCOPE The scope of services to be provided as part of this project is summarized by the following tasks: 2 Task 1—Project Management and Coordination. Task 2—Preliminary Design Report(30-Percent Design). Task 3—Final Design (90-and 100-Percent Design). Task 4—Permitting Phase Services. Task 5—Bidding Phase Services. Task 6—Construction Phase Services. TASK 1— Project Management and Coordination Task 1.1: Project Management CONSULTANT will administer and provide overall management of this project. CONSULTANT will coordinate closely with CCUA staff during project implementation to share information, coordinate schedules and ensure CONSULTANT's understanding of CCUA expectations. CONSULTANT will administer invoicing and manage progress payments. CONSULTANT's Project Manager will manage the project team and project activities. CONSULTANT's Project Manager will prepare and provide CCUA monthly progress reports that identify work performed during the month.These reports will be delivered as part of the monthly progress payment request. CONSULTANT will prepare and deliver a project work plan that will include the project purpose and objectives, scope of work, an organizational chart, major project deliverables, project delivery schedule, and project flow chart. Task 1.2: Kickoff Meeting to CONSULTANT staff will attend an in-person kickoff meeting after issuance of NTP.The kickoff meeting and will include the following: • Preparation and distribution of a kickoff meeting agenda by the CONSULTANT. CONSULTANT will provide the agenda to CCUA ahead of the meeting for review. • Preparation and distribution of summary meeting minutes by the CONSULTANT in digital format via email. • Confirm facility information and design criteria for the facility upgrades. • Confirm CCUA preferences for proposed improvements. Task 1.3:Quality Assurance and Quality Control(QA/QC) CONSULTANT will perform peer reviews at the 30-and 90-Percent design phases. CONSULTANT will perform internal QA procedures to ensure all peer review comments are appropriately addressed at each design phase. Task 1 Deliverables • Monthly progress reports included with invoice(digital PDF format). • Kickoff meeting agenda (digital PDF format). • Kickoff meeting minutes(digital PDF format). 3 TASK 2— Preliminary Design Report (30-Percent Design) Task 2.1: PDR CONSULTANT will prepare a PDR that will include the below components. • Introduction and purpose. • Design criteria including: o Civil,site,and stormwater design criteria. o Hydraulics and hydraulic design criteria. o Process mechanical design criteria including calculations for CT required for 4-log virus inactivation credits. o Structural design criteria. o Electrical design criteria. o Instrumentation and control design criteria. • Draft geotechnical investigation report. • A written description of the materials and equipment to be incorporated into the Project. • Finalization of pump selection for the high service pump station rehabilitation. • List of CCUA Standards to be utilized for this Project. • List of required permits. • Preliminary drawings, including: o Civil demolition plan. o Civil site geometry plan. o Civil yard piping plan. to o Civil paving,grading, and drainage. o Hydraulic profile. o Process flow diagram. o Mechanical plan view drawings for ground storage tanks and high service pump station. o Structural plan view drawings. o Preliminary Electrical single-line diagrams. o Preliminary Process and instrumentation diagrams for the proposed improvements. • A list of the proposed design specifications. • An updated description of the sequence of construction for maintenance of existing plant operations. • Engineers estimate of probable construction costs After submittal of the Draft PDR, CONSULTANT will attend one (1)workshop to review the document.The Draft PDR will be updated to address CCUA comments and submitted as Final. The Final PDR will be updated to include the 90-percent drawings and relevant changes made during final design, and will be included with the FDEP permit application. Task 2.2:Geotechnical Investigation A geotechnical investigation will be performed by the geotechnical subconsultant.The geotechnical investigation will include on-site standard penetration borings(SPT) at the following 4 locations.The geotechnical investigation/report will include foundation recommendations.A draft report will be developed based on the findings of the geotechnical exploration and submitted as a part of the PDR. Test Location Test No.and Type Test Depth Below Ground Surface(ft) Ground Storage Tanks 3 SPT 60 Task 2.3:Subsurface Utility Engineering The consultant will utilize existing site survey information and will augment this information by having subsurface utility engineering(SUE) performed at key connection points and along primary proposed piping and conduit alignments.The purposes of this SUE work will be to confirm connection points and to minimize unforeseen conflicts with buried utilities and structures. A total of ten (10) utility test holes will be performed to determine the location, depth, and material of the pipes that will be affected. Task 2 Deliverables • Draft Preliminary Design Report, including Geotechnical report and SUE information (digital PDF format,via email). • Review meeting agenda and PowerPoint slides(digital PDF format,via email). • Review meeting minutes(digital PDF format,via email). • Written responses to review comments(digital PDF format,via email). to • Final PDR(digital PDF format,via email)at 90-percent design phase. TASK 3— Final Design (90- and 100-Percent Design). Upon acceptance of the PDR and comment responses by CCUA, CONSULTANT will prepare final design documents which will include 90%and 100%design documents. Final design will include the development of drawings and specifications(the "Construction Documents")which describe elements, details, components, materials, and other information necessary for construction of a complete and operational Project.The Final Design will include the following: General Design. General design includes cover, index of drawings, general notes, process flow diagram of the WTP and the WTP hydraulic profile.General drawings and specifications will be prepared as a part of final design. Civil Design. Civil design includes demolition, layout of the proposed facilities, yard piping, paving,grading, and drainage. Yard piping sections will be provided for connections to existing yard piping. Civil drawings and specifications for the civil work will be prepared as a part of final design. Structural Design. Structural design includes structure foundation for the new pump equipment pads. Structural drawings and specifications for the structural work will be prepared. Mechanical Design. Mechanical design includes demolition, ground storage tanks (with 5 ventilation system), disinfection injection point, high service pumping,and required mechanical piping. Mechanical drawings and specifications for the mechanical work will be prepared. Electrical Design. Electrical design includes the analysis of power requirements for the WTP improvements,variable speed drive analysis and required improvements, and design of electrical motors. Electrical drawings and specifications for the electrical work will be prepared. Instrumentation and Control Design. Instrumentation and control design includes development of process and instrumentation diagrams for the proposed improvements and control system architecture required for future SCADA implementation. Instrumentation and control drawings and specifications will be prepared. The various final design phases are described below. Task 3.1:90-Percent Design The drawings and specifications will be developed to 90-percent completion for the 90-Percent Design submittal. The final geotechnical report will be submitted as part of the 90-Percent Design. The 90-Percent Design Documents (drawings, specifications, final geotechnical report, and asset management spreadsheet)will be submitted to CCUA electronically in .pdf format. After submittal of the 90-Percent Design Documents, CONSULTANT will attend one (1) workshop to review the documents. Any comments on the 90-Percent Design by CCUA will be incorporated to into the 100-Percent Design. Task 3.2: 100-Percent Design The drawings and specifications will be developed to 100-percent completion for the 100- Percent Design submittal. The 100-Percent Design Documents (drawings and specifications) will be submitted to CCUA electronically in .pdf format. Any comments on the 100-Percent Design by CCUA will be provided to CONSULTANT electronically and incorporated into the 100-Percent Design. Hard copies of the 100-Percent Design will be produced after final acceptance of the documents by the CCUA. It is assumed that no workshop will be held for the 100-Percent Design submittal. Task 3 Deliverables • 90-Percent drawings and specifications (digital PDF format,via email). • 90-Percent design level updated Opinion of Probable Construction Costs. • 90-Percent review meeting agenda and PowerPoint slides(digital PDF format,via email). • 90-Percent review meeting minutes(digital PDF format,via email). • Written responses to the 90-Percent review comments(digital PDF format,via email). • 100-Percent drawings and specifications (digital PDF format, via email). 6 TASK 4— Permitting Phase Services CONSULTANT will prepare and submit the following permit applications for the Project. It is assumed that all application fees will be paid by CCUA. CONSULTANT will respond to a maximum of two Requests for Additional Information (RAIs) for each permit. • Florida Department of Environmental Protection (FDEP) Permit to Construct Potable Water System (PWS) Components. • FDEP Environmental Resource Program(ERP) Permit. • Clay County Development Review Committee(Building/Zoning/Stormwater Management/Erosion Control/Traffic/Landscape). As part of the assistance the CONSULTANT will provide the following services in the preparation of obtaining the above-mentioned permits: • Pre-application meetings and meetings with permit authorities as needed for necessary approval (assumed one meeting for each permit). • Submittal of draft permit applications for CCUA to review for each application. • Submittal of the final signed and sealed package for each application. • Response provided for up to two RAIs as part of the permit application submittal processes. • Close out documentation upon completion of construction activities. Task 4 Deliverables to • Draft permit application packages for CCUA to review(digital PDF format,via email). • Final permit application packages to each respective permitting agency(digital PDF format,via email, or permitting agencies' submittal process). • RAI responses(as needed)for permit applications to each respective permitting agency (digital PDF format,via email,or permitting agencies'submittal process). TASK 5— Bidding Phase Services It is assumed that CCUA will prepare the front-end bid documents (Division 00), advertise for bids, coordinate, and lead the pre-bid conference, maintain the bidders log, review/submit addenda,and review and receive the bids. CONSULTANT's bidding phase services will include the following tasks. Task 5.1:Attend Pre-Bid Conference CONSULTANT will attend the pre-bid conference. CCUA will coordinate and lead the pre-bid conference. CONSULTANT will provide technical support of the project and assist in responding to technical questions associated with the conference. Task 5.2: Respond to Bidder Questions and Bid Evaluations CONSULTANT will respond to questions related to the technical sections of the documents submitted by potential bidders. CONSULTANT will provide drawings and specification updates as needed for issuance of addenda. It is assumed that CCUA will compile, coordinate, and issue all 7 addenda for the project bidding. CONSULTANT will evaluate the submitted bids to confirm conformance to the contract documents. Task 5.3:Prepare Conformed Documents The CONSULTANT will prepare conformed drawings and specifications "Issued for Construction" by compiling bidder questions and addendums. It is assumed that CCUA will coordinate and distribute the conformed documents as part of the construction contract. Task 5 Deliverables • Pre-bid meeting minutes(digital PDF format,via email). • Written responses to bidder questions(digital PDF format,via email). • Conformed drawing set(digital PDF format digitally signed and sealed,via email). TASK 6—Construction Phase Services CONSULTANT will provide limited construction phase services. It is assumed that CCUA will provide the on-site activities to observe general conformance of the construction with the conformed documents. The following tasks are the anticipated CONSULTANT services. Task 6.1:Pre-Construction Meeting The CONSULTANT will participate in one on-site pre-construction meeting with CCUA and the awarded contractor. It is assumed that the contractor will conduct the meeting and develop to meeting minutes. CONSULTANT will respond to technical items or questions and provide to CCUA for distribution to the attendees. Task 6.2: Review Shop Drawings The CONSULTANT will receive, review, evaluate, and distribute shop drawings as submitted by the awarded contractor.An estimated 50 shop-drawing submittals are anticipated.This amount includes submittals and re-submittals. The CONSULTANT's review shall be for conformance with the design documents and compliance with the contract documents. Such review or other action shall not extend to means, methods, sequences,techniques, or procedures of construction selected by the awarded contractor, or to safety precautions and programs. CONSULTANT shall receive and review(for general contents as 8 required by the contract documents) operation and maintenance manuals,guarantees, and certificates of inspection which are to be assembled by the awarded contractor. The CONSULTANT will review and return shop drawings within 14calendar days of receipt of the shop drawings. Task 6.3:Attend Monthly Construction Progress Meetings The construction for the proposed system improvements is assumed to be completed within 18 months.The CONSULTANT will attend monthly on-site construction progress meetings and perform a subsequent site visit after each meeting. It is assumed that the contractor will conduct the meetings and develop meeting minutes. A total of 18 progress meetings are budgeted for this task. Task 6.4: Requests for Information The CONSULTANT will receive, review, evaluate, and distribute Requests for Information (RFIs) from the awarded contractor.The CONSULTANT shall issue necessary interpretations and clarifications of the design documents. Responses to a total of 20 RFIs are budgeted as part of this task. Task 6.5:Substantial and Final Completion Walk-Throughs CONSULTANT will participate in substantial and final completion walk-throughs. It is assumed that the CONSULTANT will provide attendance for each discipline to meet on-site and walk through to establish the awarded contractor's completion and develop a deficiency list during to the substantial completion walkthrough. For the final completion walkthrough,the CONSULTANT will have each discipline attend and confirm completion of the deficiency list developed during the substantial completion walkthrough. Task 6.6: Review of O&M Manuals The CONSULTANT will review the equipment O&M manuals. It is assumed that a total of ten manuals will be reviewed as part of the scope of services. Task 6.7: Preparation of Record Drawings The CONSULTANT will use the awarded contractor's as-built and red-line drawings for development of the record drawings.The CONSULTANT will produce the record drawings and provided the final drawings to CCUA. Task 6 Deliverables • Shop drawing reviews, O&M manual reviews, RFI responses, meeting minutes, and walkthrough deficiency lists (digital PDF format,via email). • Record drawings(digital PDF format and ACAD *.dwg format,via email). III. SCHEDULE 9 The following list outlines the schedule of major deliverables for this Project.All days in this schedule are based on calendar days. • Kickoff Meeting will be completed within 21 days after NTP. • The PDR(30-Percent)will be completed within 90 days after NTP. • 90-Percent Design Documents will be completed within 90 days after CCUA acceptance of the Final 30-Percent Design Document(PDR). • 100-Percent Design Documents will be completed within 60 days after CCUA acceptance of the 90-Percent Design Document. V. PAYMENT FOR SERVICES The total estimated lump sum basis for the services in this scope document is$415,060.70 A detailed fee breakdown is included in Exhibit B.
