BACKGROUND:
Clay County Utility Authority (CCUA) staff requests approval from the Board of Supervisors to award
contract for the construction of the Potable Reuse Demonstration Facility to Wharton-Smith, Inc.
As a One Water Utility, CCUA strives to explore and implement full reuse and other alternative water
supplies to expand the water portfolio in serving the community's growth. As part of its alternative water
supply initiative, CCUA staff has been working with Carollo Engineers, Inc., (Carollo) to evaluate
reclaimed source waters and to screen and ultimately select a treatment alternative. Carollo then performed
detailed design services for a pilot demonstration facility to be constructed near CCUA's Mid-Clay Water
Reclamation Facility. CCUA intends to use the demonstration facility for regulatory approvals for a
potential future full scale plant,to train operations staff, and for public engagement and education.
cCarollo recently completed the design of demonstration facility and staff advertised the project on CCUA's
a Bonfire Procurement Platform and Florida Times Union on June 23, 2022. At the August 5, 2022, Bid
as Opening, CCUA received three(3)bids from the following Contractors:

The Engineer of Record (EOR) from Carollo evaluated the bids for conformance with the solicitation
requirements and determined Wharton-Smith, Inc. submitted the lowest responsive and responsible bid at
a total lump sum bid price of$4,540,000.
BUDGET:
The Engineer's Opinion of Probable Construction Cost estimated construction cost of$3.96M. The excess
funds for construction are budgeted in the CIP and will be transferred from Capital Contingency.
RECOMMENDATION:
Staff respectfully requests the Board of Supervisors' approval of the contract award for the Potable Reuse
Demonstration Facility to Wharton-Smith, Inc. In addition, staff respectfully requests approval of the
attached Bid Opening Minutes.

Dear Greeting: Ms.Wilson
This letter summarizes Carollo's recommendation for the bids received on the Potable Reuse Demonstration
Facility Project. Clay County Utility Authority(CCUA)opened the project bidding period on the Bonfire
Procurement Platform (Bonfire)on June 23,2022.Three bids were uploaded to Bonfire before the bid
opening deadline of August 5, 2022 at 2 pm.
As the engineer of record,Carollo has reviewed all of the bid documents received from each contractor.All
of the bids are considered complete with all required documentation.Wharton-Smith, Inc.submitted the
lowest bid of$4,540,000. In addition to submitting the lowest bid,Wharton-Smith, Inc.demonstrated the
most relevant water and wastewater treatment reference projects, has designated a highly experienced
to project manager, has a significantly higher bonding capacity of any of the bidders(i.e., available resources),
and has included the treatment equipment vendors required by the Specifications.
