Capacity Modifications

BACKGROUND:
Clay County Utility Authority (CCUA) staff requests approval from the Board of Supervisors to
execute Amendment No. 2 to RFQ No. 2020/2021-A14 with Ardurra for design and construction
services for interim capacity modification of the PCPP.
CCUA is in the process of designing a new Regional Water Reclamation Facility (RWRF) in the
combined Peters Creek and Governor's Park service territories to serve extremely large future
tz developments in those areas. The Engineer of Record(EOR)for that work,Ardurra,won the work
c through competitive solicitation in July of 2021. Following the contracted preliminary engineering
a and alternatives evaluation stage, Ardurra recommended, and CCUA agreed through Board

✓ approval, to combine the wastewater service territories of Peters Creek and Governor's Park to be
3 served by the expandable Peters Creek plant, and a lift station and associated piping to convey
sewage from Governor's Park. Detailed design of these new regional facilities is now in the 90%
re stage and is expected to bid in October, 2022. Construction will commence in calendar year 2023
and the regional plant is expected to be in service by January 2025 barring supply chain
disruptions.
Service is currently provided in the Peters Creek region by a 0.20 million gallons per day (mgd)
permitted steel ring package plant. The package plant has capacity to be rerated to 0.25 mgd via
permitting modification, and this is being accomplished by Ardurra in the existing scope of work
for the new regional plant.
Development interest in the area continues to grow, so CCUA engaged Ardurra to conceptually
evaluate the ability to increase capacity of the package plant as an interim measure until the new
regional plant is commissioned. Ardurra provided analysis indicating that capacity of 0.3 mgd or
greater can be accomplished with minor modifications to the package plant. The purpose of the
work is to offer increased compliance assurance, operations flexibility and capacity assurance
during a period of supply chain uncertainty while the regional plant is being built. The proposed
and attached scope of work authorizes Ardurra to undertake detailed design, bidding, engineer of
record, and construction administration services for that work.
BUDGET AND SCHEDULE:
The engineer's total lump-sum fee proposed for Tasks 1 through 5 of this amendment is
$76,960.80. Estimated costs for the modifications, including engineering and services during
construction, are approximately $400,000. The work consists predominately of some tank and
piping modifications. The modifications are expected to be operational on or before August 2023.
Ardurra will prepare a final Opinion of Probable Construction Cost (OPCC) for all facilities
(package plant interim mods, pump station, new regional plant and connecting pipelines) in
September prior to finalization of the bid-sets. The current budget for the Peters Creek WRF
currently stands at roughly$43 million. The project budget will be updated at the time of the final
OPCC and after receipt of bids for this work.
CCNA:
CCNA, F.S. s. 287.055, does apply to the use of a consultant under continuing contract. This
project was competitively procured per CCNA requirements. Staff and the consultant negotiated
the scope and fee, based on established contract rates, for the professional services at a
compensation which CCUA determines is fair, competitive, and reasonable.
RECOMMENDATION:
Staff respectfully recommends approval of Amendment No. 2 to RFQ No. 2020/2021-A14 with
Ardurra Group, Inc. for Professional Services for Peters Creek Wastewater Treatment Package
Plant Interim Capacity Modifications.

Scope of Services
for Professional Engineering Services for the Peters Creek
Wastewater Treatment Package Plant Interim Capacity
Modification PROJECT
Purpose:

All services will be provided as described in the scope of services below.
Scope of Services:
CONSULTANT will perform necessary tasks to complete Final Design Phase,Bid Phase, and
Construction Phase Services for the PROJECT as defined in the Technical Memorandum Peters
Creek WWTF Capacity Increase included as Attachment B in this Scope of Services.
The work associated with these engineering services is separated into the following tasks:

Task 1. Project Management and Coordination
Subtask 1.1 Kickoff Meeting
• Conduct a project kickoff meeting with key stakeholders. Provide an agenda and
distribute meeting minutes.
Subtask 1.2 Develop Basis for Design
• Draft a Basis for Design document that includes the design criteria used for rerating the
PC WWTF.
Subtask 1.3 Organize, Attend and Document Design Phase Meetings
• This includes two (2) total meetings. a kick-off meeting and a 60-Percent Design Review
Meeting. The preparation of meeting minutes is included in this task.
Task 2. 60% Design Document Development
Subtask 2.1 Prepare 60% Design Drawings
Subtask 2.2 Prepare 60% Specifications and Perform Calculations
Subtask 2.3 Perform QA/QC for the 60% design submittals
Subtask 2.4 Permit Modification
• Prepare and submit Florida Department of Environmental Protection(FDEP)
wastewater permit revision and respond to Request for Information.Attend and support
any necessary permitting meetings.

TASK ORDER-PETERS CREEK WASTEWATER TREATMENT PACKAGE PLANT INTERIM CAPACITY MODIFICATION PROJECT
• Task includes bid documents,addendums (if required), drawings, details,contracts,
specifications,and special requirements. Also includes preparation of up to four (4)
conformed contract sets.
Subtask 4.2 Coordinate and Attend Procurement Related Meetings
• Includes one (1) Pre-bid Meeting and one (1) bid opening.
Subtask 4.3 Procurement Assistance
• CONSULTANT will respond to questions from bidders,verify the winning bidder
meets solicitation requirements, and make recommendation of award.
Task 5. Engineering Services During Construction
Provide construction phase services for the PC WWTF Modifications PROJECT.
Subtask 5.1 Coordinate and Attend Construction Meetings
• CONSULTANT will attend periodic construction progress meetings throughout the
construction period serving as the clients Construction Administration representative,as
well as engineer of record responsibilities.
Subtask 5.2 Log and Review Contractor Submittals and provide formal response

° • CONSULTANT will attend periodic site visits to ensure compliance with the contract
documents.
Subtask 5.4 Review and respond to RFIs
• CONSULTANT will provide design engineer's expertise and formally track and
respond up to four (4) RFI's.
Subtask 5.5 Review and Approve Pay Applications
Subtask 5.6 Review Change Orders
Subtask 5.7 Project Closeout
• CONSULTANT will prepare final punch list for contractor,perform final walkthrough
with Contractor,and review As-Built drawings from contractor.
Assumptions:
The following assumptions were used in the development of this task order agreement.
• CCUA will pay FDEP permitting fees
Compensation Provisions:
As compensation for providing the services described within this Task Order, CCUA shall pay

CONSULTANT,based on the estimated completion of the Project. The total lump-sum fee
proposed for Tasks 1 through 5 is$76,960.80 which shall not be exceeded without a revision to
this Agreement. A breakdown of the proposed fee is provided as Attachment A.
Period of Service:
The work included in this task order will be completed within six (6) months of Notice to
Proceed.
Authorized Representatives:
The Authorized Representatives designated below are authorized to act with respect to this
Task Order. Communications between the parties shall be through the Authorized
Representatives.
