(CDM) for Wastewater Treatment (WWT) Department Evaluation Date: August 11, 2022 BACKGROUND: CCUA staff requests approval to engage CDM for an evaluation of the WWT Department.We coordinated the development of a scope of services with CDM similar to the evaluation completed with the Water Treatment Department. CDM will evaluate current standard operating procedures (SOPs), Key Performance Indicators (KPIs) and use of CCUA's Asset Management System. Mr.Richard Newberg is a Senior Operations Management Specialist at CDM with 30+years of experience in water and wastewater utilities management, operations, and maintenance activities. He holds a Class "A"water and Class "A"wastewater treatment plant operator certification in Florida. Mr. Newberg has a wealth of information and a unique perspective from assisting many utilities worldwide. He has provided facility startup, standard operating procedures development,training, and asset management for water and tz wastewater facilities. Mr. Newberg will serve as an extension of staff on a part-time and temporary basis a to assess the needs and recommend improvements in the Wastewater Department. a o Mr. Newberg will evaluate business practices to maximize organizational effectiveness and recommend changes that achieve targeted, measurable improvements. His evaluation will identify gaps in operations 3 and maintenance responsibilities, communication/coordination, process workflows, standardization, documentation, performance measures, staff development and training, health safety and security, re employee management, reporting requirements, and work order management. BUDGET: CCUA staff planned for the evaluation within the Wastewater Department operations budget. Staff considers the fee of$66,960 reasonable and competitive for the scope of services provided. RECOMMENDATION: Staff respectfully requests approval of Supplemental Agreement No. 6 with CDM Smith, Inc., for the Wastewater Treatment Department Evaluation. (CONSULTANT), dated May 28, 2019 hereafter referred to as the Contract. BACKGROUND Clay County is experiencing transformational population growth which will require improvements to the existing utility infrastructure and organization.To maintain the desired level of service to its existing customers and prepare for projected demand growth for services, the AUTHORITY is undertaking a series of tasks to assess its internal reporting relationships and implement some process improvements. Under a separate work order, CONSULTANT is conducting strategic planning activities.To supplement that effort, the AUTHORITY will be conducting a review of each of its major business units and has requested an assessment of the Wastewater Treatment Department operations about Leadership, to Safety, Communication, Coordination, Process Workflows, Standardization, Documentation, Reporting, Performance Measures, and Staff Development and Training. SCOPE OF SERVICES The following tasks describe the scope of services to perform an organizational evaluation of the Wastewater Treatment Department for the AUTHORITY. TASK 1—WASTEWATER TREATMENT PLANT DEPARTMENT EVALUATION CONSULTANT will provide a Florida-licensed Wastewater Treatment Plant Operator to conduct an organizational evaluation of the AUTHORITY's Wastewater Treatment Department. The organizational evaluation will evaluate business practices to maximize organizational effectiveness and recommend changes that achieve targeted, measurable improvements.The evaluation will include the following subject areas: • Operation and Maintenance Responsibilities • Training and Certification Programs • Treatment Processes and Equipment • Health Safety and Security • Reporting Requirements • Work Order Management Evaluation activities will include the following potential activities: • General Data Gathering o Interviews (6 Wastewater Chiefs and 1 Superintendent) o Site visits o Operating policies and procedures o Organizational charts and job specs o Outsourced work, contracts over$100,000 • Review of Organizational Features o Structure o Leadership structure o Staff level o Shift coverage o Staff mix o Workforce statistics o Succession planning • Review Operations and Maintenance Procedures Against Industry Standards o Which exist o Are they up to date? o Are they accurate? o Are they used? o What are missing o Are they sustainable (Integrated Electronic Technical Manuals)? • Review Information Technology Systems to o Cartegraph o GIS/As-builts o Data collection • Training Program Review o Certification requirements o Training material content o Training records o Training frequency CONSULTANT will provide AUTHORITY with written assessment of the Wastewater Treatment Department performance and recommendations for organizational improvements in the form of a technical memorandum.The technical memorandum will include identifications of project components (Employee responsibilities,training, health, safety, security, equipment, employee management, etc.) as well as recommendations for each major program area. TASK 2—PROJECT AND QUALITY MANAGEMENT Activities performed under this task consist of those general functions required to maintain the project on schedule, within budget, and that the quality of the work products defined within this scope of services is consistent with CONSULTANT's standards and AUTHORITY's requirements. Specific activities include project quality review of deliverables, and general administration of this Supplemental Agreement. ASSUMPTIONS 1. The interview and questionnaire results will be reported in aggregate to protect confidentiality. 2. For budgeting purposes,three days of site visit per week for a total of eight weeks (up to 200 labor-hours). TIME OF COMPLETION/SCHEDULE It is anticipated that the work will take 24 weeks to complete, starting within two weeks of receipt of a formal notice to proceed (NTP).The technical memorandum will be delivered within four weeks of the conclusion of field activities. COMPENSATION AND PAYMENT CONSULTANT will complete the work described in in this Supplemental Agreement on a time and materials basis not to exceed $66,960. Invoices will be submitted monthly based on labor hours at the contractual billing rate plus other direct costs, as shown in Exhibit A. Newberg — Senior Operations Specialist Mr.Newberg has more than 30 years of environmental,utility management,operations and maintenance(O&M),business,asset management,laboratory development, construction experience with 18 years of global experience as a project manager. Education During his employment with CDM Smith,he was an integral part of the team developing BS-Business Science,University and implementing the management,operation and maintenance initiatives in the U.S., of Maryland,2007 Europe and South Pacific with government and private entities.He has successfully used AA-Computer his analytical and problem-solving skills to effectively train,manage and optimize utility Science,Seminole operations staff,helped clients and contractors reach agreement on complicated Community College, international issues.Mr.Newberg is a trainer for EPA's asset management program. 1979 City of Neptune Beach-Utility Management Support Certifications Mr.Newberg provided utility management support when several of the City's staff left Class A Drinking Water Treatment unexpectedly.He managed the wastewater division and process,helped the City resolve a Plant Operator: consent decree and worked with Public Works Director to develop the plan of action going Florida to ensure future compliance.He developed analytical key performance indicators as part of Class A Wastewater the plan that the remaining staff instituted. Ministry of Environmental and Water Resources(MEWR) Singapore-Study on Cost Carolina Efficiency of Water Facilities in Singapore Grade 4 Wastewater MEWR NEWater utilizes wastewater a source water to make drinking water utilizing Treatment Plant membrane technology.The NEWater system is comprised of four treatment facilities with Operator:Arizona average size of(860,000 m3).The project examined in detail the operational costs of water Grade 2 Water facilities in Singapore; develop cost efficiency indicators for the assessment;Benchmark Treatment Plant water facilities both internally(across similar water facilities in Singapore)and externally operator:Arizona (with equivalent water facilities overseas);Identify if there are areas that could potentially NASSCO-PACP, LACP,and MACP yield greater cost efficiency;and Provide recommendations for cost efficiency in Certified "greenfield"plants. EPA-"Asset Senior Operations Specialist,(Santa Fe,New Mexico) Mr.Newberg provided onsite Management" O&M support for the new 15 -mgd(56,781 m3) Buckman Direct Diversion Water CUPSS Certified Trainer Treatment System.The treatment system utilizes the Rio Grande River as the source of water and an advanced water treatment facility.During this transition,there are pretreatment systems,including silt removal system,at different elevations.His services include the development of training modules,review of the facility's O&M manual and acting as the O&M PM in his absence. Smith Richard K.Newberg Senior Operations Specialist,Tampa Bay Surface Water Treatment Facility,Tampa Bay Water,Tampa,Florida,Mr.Newberg was an integral member of the team that developed the Startup plan,Transition plan and O&M manual for the 120-mgd(454,249 m3)Tampa Bay Surface Water Treatment Facility.Mr.Newberg provided onsite support for the startup and commissioning of the new treatment systems at the surface water treatment plant. Senior Operations Specialist,(EURAFSWA Italy and Greece) -Mr.Newberg was an integral part of a team that developed a comprehensive Asset Maintenance Program for each treatment plant using Maximo.He entered and populated all necessary plant equipment records to support the management of plant maintenance work using Maximo. Mr.Newberg provided ongoing oversight of the operations,maintenance,and treatment practices at all water and wastewater treatment plants for the Utilities Energy Manager, Public Works Officers,and Environmental Staff at NAVFAC EURAFSWA.Mr.Newberg identify emerging operational and compliance issues and provide analysis of possible solutions.He provided on site-specific planning,guidance,SOPs and documentation for trouble shooting,including testing,process modifications,and plan of action and miles (POAM)that provides a road map for the commands to follow.
