CLAY COUNTY UTILITY AUTHORITY
PERSONNEL COMMITTEE
August 2,2022
The Personnel Committee of the Board of Supervisors of the Clay County Utility Authority (the "CCUA") met in the
Board Room at 3176 Old Jennings Road,Middleburg,Florida,on the above-stated date.
Item No. 1 —Call to Order
Committee Chairman Starnieri called the meeting to order at 1:00 P.M.
Item No. 2—Roll Call
Roll Call was taken with Committee Chairman Starnieri, Committee Members Mr. Hodges and Ms. Lebesch,Board Vice-
Chairman Roark, and Mr. Gardella in attendance. Mr. McNees joined the meeting in progress at 1:01 P.M. Also present at
the meeting were Executive Director Jeremy Johnston, Chief Operations Officer Teri Shoemaker, Chief Financial Officer
Jeff Wesselman, Assistant Chief Financial Officer Karen Osbourne, Chief Human Resource Officer Kimberly
Richardson, and Grady H.Williams,Jr.,legal counsel to the CCUA.
Item No. 3—2022/2023 Fiscal Year Budget Presentations and Discussions
Mr. Johnston, Mr. Wesselman, Ms. Osbourne, and Ms. Richardson discussed their presentation regarding the proposed
wage budget in comparison with other Special Districts, other local utilities, and the overall strategic plan for staff
a Committee and Board members shared their thoughts on current and future proposed COLA increases, merit raises,
c market adjustments,benefits, and retirement options for staff

m The Personnel Committee WITHOUT OBJECTION approved the final wage allocation budget which will be included
re within the 2022/2033 Fiscal Year Budget which will be presented to the full Board for their tentative approval during the
Regular Session.

Committee Chairman Starnieri, Mr. Hodges, Mr. McNees, Ms. Lebesch, and Mr. Gardella all thanked staff for their
efforts in preparing for the meeting today.

Committee Chairman Starnieri adjourned the meeting at 1:44 P.M.
