Circuit Breaker for Fleming WWTP

BACKGROUND:
Clay County Utility Authority's(CCUA)Wastewater Treatment Department requires the purchase
and installation of a replacement circuit breaker for the Fleming Island WWTP due to the current
circuit breaker reaching its end-of-life status. Therefore, staff advertised the above referenced
project for purchase and installation of a replacement circuit breaker for the Fleming Island WWTP
in the Florida Times-Union and Clay County Utility Authority (CCUA) Bonfire Procurement
Portal on July 5,2022. At the August 4,2022,Bid Opening, CCUA received two(2)bids from the
following Contractors:
A&J Leggio Enterprises, LLC $9,320.05
MP Predictive Technologies, Inc. $45,906.23
° Staff evaluated the bids for conformance with the solicitation requirements and determined A&J
Leggio Enterprises,LLC did not meet the minimum requirement of the solicitation which required
submitting pricing inclusive of both the specified equipment and installation cost. Therefore, MP
re
Predictive Technologies, Inc., submitted the lowest responsive bid at a total lump sum of
$45,906.23.
BUDGET:
The Wastewater Treatment budgeted an annual amount of$68,670.00.
RECOMMENDATION:
Staff recommends the Board of Supervisors reject the submitted bid from A&J Leggio Enterprises,
LLC based upon the submission not complying with the minimum requirements of the Invitation
to Bid (ITB). Staff respectfully requests the Board of Supervisors' approval of the award for
Electronic Molded Case Circuit Breaker to MP Predictive Technologies, Inc. in the amount of
$45,906.23. Additionally, staff requests approval of the attached Bid Opening documents

All questions, concerns and approved equal requests regarding this Solicitation must be submitted
on the CCUA Bonfire Procurement portal https://clayutility.bonfirehub.com prior to 12:00 P.M.
(EDT) on Wednesday, June 27, 2022. Late questions may be answered at the discretion of
CCUA. All responses to questions will be uploaded to the Portal and issued in an Addendum on
Friday, July 29, 2022.
CCUA reserves the right to change the time and date of the Pre-Bid Meeting, to change the Bid
Due Date and Time,to waive formalities in any Bid,to reject any or all Bids with or without cause,
and/or to accept the Bid or any portion thereof that, in CCUA's sole and absolute judgment, will
be in the best interest of CCUA.
