BACKGROUND:
The below Continuing Contracts for the Geotechnical Engineering and Testing Professional
Services RFQ 17/18 No. 5 are scheduled to expire on September 30, 2022.
• ECS Florida, LLC
• Meskel &Associates Engineering, PLLC
• Universal Engineering Sciences, Inc.
• Wood Environment& Infrastructure Solutions, Inc.
The terms of the contracts allow for the renewal of one(1)additional one(1)year term,contingent
upon the mutual agreement of both parties. Staff contacted the parties to determine the interest to
co renew the contract. All firms are interested in renewing the contract. ECS Florida, LLC, Meskel
c &Associates,PLLC.,and Universal Engineering Sciences,Inc.has requested a rate increase. Staff
compared the rates to the Consumer Price Index and have determined the rates to be fair and
.2 reasonable. The remaining firm have not requested price increases.

Staff respectfully requests the Board of Supervisors approve the Continuing Contracts for the
Geotechnical Engineering and Testing Professional Services,RFQ#17/18 No. 5 to be extended for
an additional one (1) year term and ECS Florida, LLC., Meskel & Associates, PLLC., and
Universal Engineering Sciences, Inc., rate increase.
