Expiration of the COVID-19 Protection Pay Policy

BACKGROUND:
Beginning early spring 2020 COVID-19 began presenting various challenges for Clay County
Utility Authority"CCUA". We have made every attempt to protect staff from the virus as well as
mitigate the hardship associated to U.S. Centers for Disease Control and Prevention CDC
quarantine requirements. Our efforts to protect staff and incentivize vaccination included COVID-
19 protection pay policies which will expire at the end of this month.
On April 6, 2021, staff presented, and the Board of Supervisors approved the request to extend the
COVID-19 protection pay consistent with the Families First Coronavirus Response Act (FFCRA)
through September 30, 2021. As a reminder, the FFCRA provided up to 80-hours of paid sick for
eligible employees.
On September 03, 2021, staff requested, and the Board of Supervisors approved the continuation
of the COVID-19 protection pay to staff under revised guidelines through September 30, 2022.

c CCUA would provide COVID-19 protection pay(maximum 80-hours),unless otherwise required
=' by state or local law, only to employees who meet the following criteria:

L 1. staff who are vaccinated and experiencing a breakthrough infection; or
a 2. taking time to receive the COVID-19 vaccine (maximum 1-hour per occurrence); or
re 3. recovering from any injury, disability, illness, or condition related to such vaccine.
Currently, CCUA continues to follow guidelines provided by the CDC and the Florida Department
of Health.
RECOMMENDATION:
IAt this time CCUA will not be submitting any additional request in relation to this policy. The
provisions will expire, effective September 30, 2022. Staff will be provided notification
accordingly(attached).

RE: Expiration of COVID-19 Protection Pay
I would like to express my sincere gratitude once again to each of you. COVID-19 impacted all
of us personally, professionally, or both. Although the virus continues to present unique
challenges, I am proud of the manner in which we have continued to operate Clay County Utility
Authority"CCUA". I know it has not been easy, but as a team we persevered.
On September 03, 2021, staff requested, and the Board of Supervisors approved the continuation
of the COVID-19 protection pay to staff under revised guidelines through September 30, 2022.
This policy will expire at the end of this month.
Effective October 1, 2022, CCUA will no longer provide COVID-19 Protection Pay to
employees. However, if you are sick, please be respectful to your colleagues and notify your
immediate supervisor and stay home.If you test positive for COVID-19 you will not be permitted
to return to work until you have complied with the CDC guidelines, as it pertains to "Isolation
and Precautions for People with COVID-19". Supervisors remain authorized to send someone
home if they are either exhibiting signs or complaining of symptoms associated with COVID-
19. The most up-to-date guidelines can be found https://www.cdc.gov/ and
https://floridahealthcovidl9.gov/. Non-compliance to this guidance will be considered a
violation to the Infectious and Communicable Diseases policy referenced in the CCUA Safety
Manual.
Additionally,per CCUA policy,you will be required to utilize paid time off"PTO"for time spent
away work during your regularly scheduled shift. If you have questions regarding paid time off
refer to the Attendance and Leave of Absences section of the Employee Handbook.
