Wilson, Procurement Manager DATE: September 1, 2022 RE: Rejection of All Bids for ITB#2021/2022-A20 On August 12, 2022, Clay County Utility Authority (CCUA) received two (2)bid responses for ITB# 2021/2022-A20 entitled Ridaught Water Treatment Plant (WTP) Ground Storage Tank (GST) Rehabilitation Project. The responses were from Wharton-Smith Inc. and Petticoat- Schmitt Civil Contractors, Inc. Both contractors are engaged under CCUA's Water/Wastewater Infrastructure General Construction Services Continuing Contract 2021/2022-A03. After completing a price analysis of the bid responses, the engineer of record found the pricing submitted were significantly in excess of the opinion of probable construction cost and recommended rejection of bid. ca Based on the bid pricing, staff recommends the Board of Supervisors reject the two (2) bid responses. Owner further reserves the right to reject the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, to not be responsible or the Bidder is behind by 10 percent or more on completing an approved progress schedule for the Owner at the time of advertising the work. A Bid may be found to be irregular or non-responsive by reasons that include, but are not limited to, failure to utilize or complete the prescribed forms, modifying the Bid specifications, submitting conditional Bids, incomplete Bids, submitting indefinite or ambiguous Bids, executing forms or the Bid sheet with improper and/or undated signatures or failure to provide all required information. Other conditions which may cause rejection of the Bids include, evidence of collusion among Bidders, obvious lack of experience or expertise, and failure to perform or meet financial obligations on previous agreements. Owner may also reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder.
