(Constantine) for Civil and Environmental Engineering Professional Services Agreement 2018-2019 RFQ No. 3 to provide Professional Services for Staff Support to Assist with Project Management of FY 23 Capital Improvement Program(CIP) Projects. Date: October 18,2022 BACKGROUND: CCUA staff requests approval from the Board of Supervisors to execute Supplemental Agreement No. 11 under the above-referenced contract for engineering staff support services. CCUA continues to accelerate the pace of CIP delivery to meet critical growth and renewal needs. Staff proposes to meet transient high project management workload needs by augmenting CCUA staff with support from our continuing consulting contracts until the demand for capital projects normalizes. Constantine will perform project management services in support of various projects,working as an extension of CCUA staff. This agreement provides for Project Management Services by Constantine for electrical upgrades, ground storage tanks,pipelines and other CIP projects as assigned by CCUA. Constantine will provide the services ra -a described herein and detailed in their proposal for a fee not to exceed $135,660.40. c a> ; BUDGET: 0 c c Projected expenditures for the staff support services are within the CIP budget and will be allocated to the ruspecific capital projects the consultant manages. The agreement will be structured as an hourly contract with a not to exceed limit. CCNA: CCNA, F.S. s. 287.055, does apply to the use of a consultant under continuing contract. The estimated construction cost for each individual project does not exceed $4 million. Staff negotiated this Supplemental Agreement in compliance with F.S. s. 287.055. Staff and the consultant negotiated the scope and fee, based on established contract rates, for the professional services at compensation that CCUA determines is fair, competitive, and reasonable. RECOMMENDATION: Staff negotiated the attached Scope and Hourly Fee Proposal not to exceed $135,660.40 and respectfully recommends the Board of Supervisors approve the attached Supplemental Agreement No. 11 with Constantine Engineering, LLC. for Engineering Services for Staff Support to Assist with Project Management of FY 23 CIP Projects. Purpose: The purpose of this Scope of Services is to authorize and direct CONSTANTINE ENGINEERING, LLC. (CONSULTANT) to provide general engineering support services related to CLAY COUNTY UTILITY AUTHORITY (CCUA) Capital Projects Plan (CIP) projects. CCUA has requested that CONSULTANT perform project management services in support of these various projects, working as an extension of CCUA staff. This Task Order provides for Project Management(PM) services by CONSULTANT for electrical upgrades, ground storage tanks and pipelines CIP projects. Article B. Scope of Services: This project consists of providing supplemental project management(PM)services for managing CCUA's Engineers of Record designing electrical upgrades, ground storage tanks and pipeline CIP projects. Task 1 - Project Management Task 1.1: Project Initiation Kickoff Meeting - CONSULTANT will lead the "PM Support Services" project Kickoff Meeting (which is specific to this Work Order with the CONSULTANT) including development and distribution of agenda and meeting minutes. Discussions at the Kickoff Meeting will include topics such as roles and responsibilities, scope, schedule, deliverables, budget, safety, quality, assumptions, logistics, work conditions and schedule (remotely and/or in-person), and confirmation of CCUA's goals for the Task Order. The Kickoff Meeting will be attended by 2 of CONSULTANT's professionals. Task 1.2:Project Management, Planning, and Scheduling CONSULTANT will manage staff;task includes monitoring progress of work on this Task Order and submitting a work summary with each month's pay request. CONSULTANT will provide an experienced engineer for assisting the CCUA in managing projects on behalf of CCUA. Roles for the supplemental PM will be as designated and delegated by the CCUA Assistant Chief Engineer.Specific tasks will be determined upon project assignment and will result in managing the design and/or construction of projects as an extension of the CCUA PM team. Supplemental PM to be assigned to the project is budgeted for 12 hours per week for a period of 50 weeks during FY23. 1 TASK ORDER-CLAY COUNTY UTILITY AUTHORITY PROFESSIONAL ENGINEERING SERVICES FOR STAFF SUPPORT Provide supervision and coordination of the supplemental PM assigned to this task, review and submission of project billings,and general project administration. The types of services that CONSULTANT may provide under this task include a variety of activities which have been grouped by category.These examples of project management support services/ duties to be performed are not intended to be subtasks,rather to illustrate the breadth of services that are offered under this task. a. Undergo training on the CCUA Project Management Manual and applicable CCUA systems,policies and procedures. b. Coordinate/ correspond with multiple contractors,consultants, CCUA staff,and other stakeholders. c. Review contracts,scopes of services,and fee proposals. d. Review and comment on deliverables. e. Review and comment on schedules. f. Review and process invoices and payment applications. g. Distribute deliverables and route other documents for review by CCUA staff. Compile comments and return CCUA comments to contracted parties. h. Process requests for information by contractors and consultants and coordinate the provision of requested/ available documentation. i. Track schedule and budget of contractor and consultant contracts on behalf of CCUA. j. Attend meetings, both internal to CCUA as well as with consultants and contractors. When appropriate,lead meetings and distribute meeting minutes. k. Perform site visits to observe CCUA facilities,operations,and construction progress. Article C. Compensation As compensation for providing the services described within this Task Order, CCUA shall pay CONSULTANT in accordance with the current Agreement. The CONSULTANT shall be compensated for actual work performed on an hourly not to exceed basis for the services listed in this Task Order.The cost not to exceed for the Task Order is$135,660.40. Payment for fees will be paid monthly based on actual labor time and the hourly billing rates in accordance with negotiated and approved "Rates of Clay County Utility Authority for the Civil and Environmental Engineering Professional Services RFQ 18/19 No. 3 Agreement", plus project related reimbursable expenses. The cost not to exceed budget for this Task Order was developed from estimates of the level of effort required to perform the proposed services based on CONSULTANT's experience and engineering judgment. A breakdown of the proposed fee is provided as Attachment A. 2 Article D. Ms. Davalos has been responsible for the engineering management and planning of over 100 wastewater pump stations, ranging from 5 to 100 HP in pump motor size. N EDUCATION * RELEVANT EXPERIENCE Bachelor of Science, Project Manager, $215M Pump Station Improvement Program (PSIP), Miami Environmental Engineering Dade County, FL- Ms. Davalos was the Design Consultant Project Manager and Florida International University, Engineering Manager for the upgrade of the Wastewater Collection and Transmission 2014 System (WCTS) including pump stations and force mains. Each pump station must be certified as capable of meeting a nominal average pump operating time (NAPOT) of S LICENSES/CERTIFICATES less than or equal to 10 hours per day. The program aims to bring into compliance 118 sewage pump stations that do not comply with the NAPOT and Peak Flow Criterion. Professional Engineer: There are 153 projects, including 118 pump stations and 35 force mains. Ms. Davalos Florida (92515) was responsible for the preliminary design of pump stations and force mains, including Envision Sustainability pump motor selection, hydraulic analysis, review of pump station requirements and Professional (ENV SP) appurtenances as well as the interpretation of SCADA Data for I/I analysis and monitoring. Ms. Davalos also managed multiple pump station and force main design 6 YEARS OF EXPERIENCE projects. Her role included management of four design consultant firms, plans review at 30%, 60%, 90%and 100% project milestones, review of technical specifications, 9 coordination with utilities, permitting and regulatory agencies, invoice processing, quality control of project deliverables, among others. Project Manager,Journey's End Pump Station and Force Main, City of Coral to Gables, FL- Project Manager for the pump station upgrades and new discharge force main design forJourney's End Pump Station.The project involves the design and construction for the upgrade of the Pump Station Journeys End which includes a new valve vault, new pumping equipment, new electrical control panel as well as flood mitigation components.The project also involves the design and Construction of a new 4-inch discharge force main of approximately 1,600 LF. Services include Engineering Assessment and Feasibility Study, Planning, Engineer of Record Services, Opinion of Probable Cost, Permitting, and Procurement Support Services. Project Manager,Water Distribution System Analysis, Upgrades Recommendations and Constructability Review, Port of Miami, FL- Project Manager for the update of the hydraulic model for the Port Miami water distribution system. Ms. Davalos provided services including, but not limited to, project management, cost estimating, field inspection, scheduling,AutoCAD (CAD) services, GIS services, hydraulic modeling assistance,As-built review, structural analysis, water distribution network analysis, SCADA data analysis, constructability review and utility coordination. The project encompasses four (4) phases: 1) Data collection and review for records from Port Miami, including As-built survey and record drawings for water and metering systems, CAD (.dwg) files, GIS shapefiles and project(.mxd) files, flow and pressure information, among others; 2) Desktop verification and field investigations; 3) Review of 8-inch water Line along the Cruise Terminal Wharf to evaluate the possibility of upgrading this 6,000 LF of 8-inch water line;and, 4) Opinion of Probable Construction Costs Class 5 for the improvements identified within the Port Miami area.The objectives of these services are to address comprehensive planning objectives which will be used to meet regulatory requirements.
