HomeMy WebLinkAboutEDB ITB 21-22-A26 Governor's Park WTP Supply Well Drilling EXECUTIVE SUMMARY AGENDA ITEM: Proposed award of contract to Complete Services Well Drilling, Inc. for the Governor's Park Plant Site Well Construction Project Bid No. 21/22-A26 CCUA Project No. 1127-003 Date: October 27, 2022 BACKGROUND: CCUA is constructing a new water treatment plant to serve the Governor's Park service territory. The first step in the process is drilling two new water supply wells. Staff previously engaged Dewberry- Hydro to design the wells. Staff advertised the project on CCUA's Bonfire Procurement Platform and Florida Times Union on August 26, 2022. At the October 11, 2022, Bid Opening, CCUA received (3) three bids from the following Contractors: Company Well#1 Well#2 Contingency Total Bid A.C. Michael Simmons, P.G. of Dewberry-Hydro, Inc., and staff evaluated the bids for conformance with the solicitation requirements and determined Complete Well Drilling, Inc. L submitted the lowest, responsive bid at a total lump sum bid price of$1,087,490.00. BUDGET: Complete Well Drilling,Inc. submitted a lump sum bid of$1,087,490.00 which includes$100,000.00 of contingency funds which are subject to use only with prior CCUA authorization. The bid is nearly 18% less than the Engineer's opinion of probable construction cost of$1,312,100.00. Staff budgeted $9.4 million for this project in the Capital Improvement Program.. RECOMMENDATION: Staff respectfully requests the Board of Supervisors' approval of the award of the Governor's Park Water Treatment Plant Site Well Construction Project to Complete Services Well Drilling, Inc. Additionally, Staff requests approval of the attached Bid Documents. Submissions must be posted to the Clay County Utility Authority Bonfire Procurement Portal located at https://clayutility.bonfirehub.com. (hard-copies will not be accepted). Clay County Utility Authority "CCUA" is seeking bids for those qualified to construct two 20-inch diameter supply wells, Well No. 1 and Well No. 2 Total Depth [TD] up to approximately 1,200 feet. The wells shall be completed with a final carbon steel casing set to approxi- mately 400 feet and cemented to surface. A Pre-Bid Meeting will be held on Thursday, September 1, 2022, at 10:00 A.M. (EDT) at the following location: Mid-Clay Facility, 2926-1 Jubilee Lane, Green Cove Springs, Florida 32043 All questions or concerns regarding this Solicitation must be submitted on the CCUA Bonfire Procurement portal https://clayutility.bonfirehub.com prior to 5:00 P.M. A total of three(3)bids were received,which ranged from a low of$1,087,490.00 to a high of$2,893,840.40,as shown in Table 1. The Engineers' Estimate for constructing both production wells was $1,312,100.00. The low bidder for the project was Complete Services Well Drilling, Inc., and we have verified that they have the requisite experience and resources to complete the project.We recommend that the CCUA's Governors WTP Supply Well Drilling project be awarded to Complete Services Well Drilling, Inc. in the low bid of$1,087,490.00.
