HomeMy WebLinkAboutEDB Professional Development Policy & Procedures EXECUTIVE SUMMARY AGENDA ITEM: Professional Development Policy& Procedures Date: December 6, 2022 BACKGROUND: Clay County Utility Authority (CCUA) Management intends to create a high performing, continuous learning environment through professional development&training. CCUA recognizes that for developmental purposes, employees may need to attend training seminars or workshops conducted off-site or join professional associations that will enable them to remain abreast of best practices in their respective fields. In support of this policy, CCUA provides an annual budget for cost associated with approved professional development,training,certifications and/or association memberships paid directly from CCUA to the vendor or through expense reimbursement. The attached policy has been developed to define CCUA's intent to foster a culture that is dedicated to the professional development of its employees through the advanced payment and es c reimbursement of fees associated to approved conferences, seminars,training,certifications and/or a association memberships. co 0 E RECOMMENDATION: 3 ce Staff respectfully recommends the Board of Supervisors' adoption and approval of the attached Professional Development Policy& Procedures as presented. Professional Development Policy&Procedures �fl '‘4YAU aioc's POLICY & PROCEDURES Professional Development Policy Effective Date: December 6, 2022 Revision Date: N/A PURPOSE Clay County Utility Authority (CCUA) Management intends to create a high performing, continuous learning environment through professional development&training.CCUA encourages employees to enhance their knowledge and skills and to network with other professionals in similar positions or organizations. POLICY CCUA recognizes that for developmental purposes, employees may need to attend training seminars or workshops conducted off-site or join professional associations that will enable them to remain abreast of best practices in their respective fields. In support of this policy, CCUA provides an annual budget for cost associated with approved professional development, training, certifications and/or association memberships paid directly from CCUA to the vendor or through expense reimbursement. CCUA Training & Development Program(s) CCUA may provide payment directly to an approved vendor for employees who participate in an approved training and development program. An approved training and development program shall be defined as a program approved by the CCUA Board of Supervisors, including but not limited to the Professional Development & Training Program (PDTP) and the Safety Training Program. Seminars, Conferences, &Workshops CCUA may provide payment directly to the approved event host for employees who have received prior approval from their department manager to attend off-site seminars, conferences, or workshops. The conference must have a direct relationship to the job the employee performs. For work scheduling purposes, the employee's request for attendance must be received at least one month in advance of the event. Elective Professional Development An employee may request reimbursement for voluntary training related to the enrichment of their current position or position in which they wish to be considered for in the future. This may include but not limited to: • Certificate programs, licensure, and credentials • Courses offered by an accredited institution, including e-learning • Professional exams (e.g., PMP, SHRM-CP/SCP, Six Sigma, CPA) and exam preparation courses Professional Memberships &Associations Employees may request reimbursement for memberships in professional organizations and/or associations. The organization or association selected must have a direct relationship to the job the employee performs. The employee must provide a Membership-Request form that outlines the Page 1 of 2 Professional Development-Policy&Procedures benefits to be gained by CCUA as a result of such membership, and the association application and supporting document must be presented to the employee's department manager for approval. The department manager shall forward the approved request to the Training & Development Coordinator"T&DC". Prior to final approval, the T&DC shall research if there is a benefit to an organization membership versus individual membership and maintain an ongoing list of all approved memberships. CCUA reserves the right to determine which training & development courses, certifications and association memberships are appropriate for payment and/or reimbursement. The T&DC shall review all requests and coordinate with the Chief Human Resources Officer to determine priorities and approve or disapprove requests based on the company's annual budget established for these programs. PRODEDURES & RESPONSIBILITIES To request funding under this policy, the employee must submit a request by completing a Professional Development Request form and forwarding it to their department manager. If approved, the depai tnient manager will send the form to the T&DC for review. The T&DC will then notify the employee and department manager when the request is approved or denied. The employee may incur expenses only after receiving approval from the T&DC. The employee must then submit the following documents to the finance department: • Copy of the approved Professional Development Request form • Verification of course completion(if applicable) • Expense Reimbursement form • Receipt CCUA will not pay for an employee to retake any training course. Travel expenses may be permitted if the training is not available locally. Reference the CCUA Expense Reimbursement Policy &Procedures for additional details.
