Proclamation naming the Clay County Utility Authority(CCUA) administration complex the Ray
O. Avery Administration Complex

BACKGROUND:
In September, The Board of Supervisors authorized staff to prepare a proclamation for
consideration that would name the CCUA administrative complex after Ray O.Avery. Ray served
as CCUA's Executive Director from 1994 until his retirement in 2013. He served CCUA and the
Clay County community faithfully by leading dedicated professionals the laid the foundation for
the utility you see today. Staff recommends the attached proclamation to honor the man who set
the standards and expectations we remain committed to in protecting public health and safety,
affordable utility rates, customer service, and sound business practices with a forward-looking
vision. Staff attached the proposed proclamation for the Board of Supervisors approval.

Staff respectfully requests the Board of Supervisors approve the attached proclamation officially
naming the administrative complex the Ray O. Avery Administrative Complex.

PROCLAMATION
WHEREAS, Clay County Utility Authority (the "Authority") on this date formally places into
service its new warehouse and storage facility, in the continued expansion of its main
administrative campus located at 3176 Old Jennings Road, Middleburg, FL 32068; and
WHEREAS,the Authority was led in its earliest years by its long-time Executive Director, Ray O.
Avery ("Ray"), who tirelessly and faithfully served at the pleasure of the Board of Supervisors of
the Authority from 1994 until his retirement in 2013; and
WHEREAS, Ray, and his team of dedicated professionals, set the expectation and standard for
the Authority, focused on public health and safety, affordable utility rates, customer service,
and sound business practices with a forward-looking vision; and
WHEREAS, Ray and his team led the effort to develop and establish the initial phase of the
Authority's main administrative campus, which was placed into service in 2001; and
WHEREAS,the Board of Supervisors of the Authority wishes to honor Ray and his exceptional
leadership, and in doing so set forth the expectation for current and future colleagues of the
Authority to always do our best to advance the standards and forward-looking vision for the
to Clay County community that Ray began and maintained throughout his distinguished career.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the Clay County Utility
Authority does hereby recognize and name the Authority's main administrative campus and
facilities located at 3176 Old Jennings Road, Middleburg, FL 32068, as the
RAY O. AVERY
ADMINISTRATIVE COMPLEX
in Clay County, Florida, and reminds individuals of the importance of this most dedicated public
servant in the establishment and development of the Authority.
PASSED AND DULY ADOPTED in regular session this 20th day of December, 2022.
