Proposed Approval of Contract Renewal for the Wastewater Residual Disposal Contract

BACKGROUND:
The Wastewater Residual Disposal Agreement with Residual Management Services, LLC (RMS)
contract is scheduled to expire on December 31, 2022. However, the terms of this contract allow
for the renewal of an additional one (1) year term, contingent upon mutual agreement of both
parties. Staff engaged RMS which is interested in renewing the contract with a requested rate
increase of 7.7% of the current pricing effective January 1, 2023. The new price for liquid sludge
will be$0.127 per gallon and$67.18 per cubic yard for cake sludge to the landfill.Per the Contract,
if both parties agree to renew the agreement, CCUA may consider a price increase in either of the
es renewal years based on verifiable changes in the marketplace. Staff compared the rates and have

BUDGET IMPACT:
The budget impact will increase by $3,107.02, based on the amount used in the past fiscal year.
RECOMMENDATION:
Staff respectfully requests the Board of Supervisors approval of the contract renewal for the
Wastewater Residuals Disposal, ITB #12/13-Al to be extended for an additional one-year term
with rate increase.

Residual Management Services, LLC would like to request an annual price adjustment for the
upcoming contract renewal of 7.7% of the current pricing effective January 1, 2023. The new price for
liquid sludge would be $0.127 per gallon and $67.18 per cubic yard for cake sludge to the landfill. The
adjustment is based on the U.S. Department of Labor, Bureau of Labor Statistics, all items index, CPI

CONSUMER PRICE INDEX-OCTOBER 2022
The Consumer Price Index for All Urban Consumers (CPI-U) rose 0.4 percent in October on a
seasonally adjusted basis,the same increase as in September,the U.S. Bureau of Labor Statistics
reported today. Over the last 12 months,the all items index increased 7.7 percent before seasonal
adjustment.
The index for shelter contributed over half of the monthly all items increase,with the indexes for
gasoline and food also increasing. The energy index increased 1.8 percent over the month as the gasoline
index and the electricity index rose,but the natural gas index decreased. The food index increased 0.6
percent over the month with the food at home index rising 0.4 percent.
The index for all items less food and energy rose 0.3 percent in October, after rising 0.6 percent in
September. The indexes for shelter, motor vehicle insurance,recreation,new vehicles, and personal care
were among those that increased over the month. Indexes which declined in October included the used
cars and trucks, medical care, apparel, and airline fares indexes.
The all items index increased 7.7 percent for the 12 months ending October,this was the smallest 12-
month increase since the period ending January 2022. The all items less food and energy index rose 6.3
percent over the last 12 months. The energy index increased 17.6 percent for the 12 months ending
October,and the food index increased 10.9 percent over the last year; all of these increases were smaller
than for the period ending September.
