The Governor's Park Lift Station will transmit wastewater to the expanded Peters Creek Water Reclamation Facility(WRF). The Governor's Park Reclaimed Water Storage and Pump Station will receive reclaimed water from the Peters Creek WRF to serve the future customers in the Governor's Park and surrounding developments. The other components of the Peters Creek WRF expansion were or are being presented under separate a executive summaries for the Board's consideration and approval. The Board of Supervisors approved the site civil portion of the Governor's Park site at the January 3,2023,Board meeting. The main Peters Creek WRF and pipelines are being presented at today's meeting. Staff advertised the GP LS/RWPS Project on CCUA's Bonfire Procurement Platform on October 20, cc 2022, and in the Florida Times Union on October 24, 2022. At the February 17, 2023, Bid Opening, CCUA received(3)three bids from the following Contractors: Contractors Submitting Bids I Bid Amount 'Petticoat-Schmitt Civil Contractors, Inc_ S8.551,000 Wharton-Smith S7.880.000 Sawcross_ Inc. S7,683,000 The Clay County Utility Authority's (CCUA's) consultant and Engineer of Record (EOR), David Rasmussen, P.E., QEP, BCEE of Ardurra Group, Inc. along with CCUA staff evaluated the bids for conformance with the solicitation requirements. Both the EOR and staff and determined Sawcross, Inc. submitted the lowest, responsive bid at a total lump sum bid price of$7,683,000. BUDGET: Staff continues to work through the Capital Improvement Program (CIP) contingencies and project delays to accommodate the Peters Creek and Governor's Park Projects. Staff identified$20,609,249.82 in CIP contingency and $75,249,273.06 in potential projects in the current and next fiscal year that could be delayed to accommodate construction of these projects. Staff itemized the intended project budgets and contracts below. Staff will present an updated CIP at an upcoming Board of Supervisors meeting. Based on the interest from three contractors, Ardurra Group, Inc. believes the project was well advertised.Three base bids ranged from$7,683,000.00 to$8,551,000.00.The bid tabulation form is attached. Sawcross,Inc. submitted the lowest base bid for$7,683,000.00. Ardurra Group, Inc. has reviewed the Sawcross, Inc. bid package provided by CCUA with the following findings: • The Addendums were acknowledged on the Bid Form. • The Bid Bond was provided,and the Bid Bond surety is licensed in Florida. • Sawcross,Inc. is not a federally debarred contractor. • Ardurra Group, Inc. ran a Dunn & Bradstreet report on Sawcross, Inc.which indicated no high-risk concerns for the company. • Ardurra Group, Inc. investigated the Contractor's experience, reputation, performance, past projects, and outstanding projects and finds the Contractor appears capable to perform the scope of work for this project. While the final determination of which contractor will be awarded this project will be made by CCUA,Ardurra Group, Inc. believes the bid to be responsive and, based on the findings above, does not take exception to awarding the 1 February 20,2023 project to the low bidder,Sawcross, Inc. for the total contract amount of$7,683,000.00.
