AGENDA ITEM:
Request for financing of Developer Agreement charges for a wastewater service to 1947
Lakeshore Drive N, Fleming Island, Clay County, Florida.
BACKGROUND:
CCUA staff received the attached financing request from Mrs.Cynthia Horan,who is requesting
the Board of Supervisors' approval to finance the Developer Agreement charges of$9,701.72
for a wastewater service at the above-referenced property, under our normal financing
arrangements, for a period of ten (10) years. As stated in the request, Mr. and Mrs. Horan are
unable to afford such a large expense in one lump sum payment due to the other cost associated
with the extensive renovation to modernize the plumbing to their historical home.
RECOMMENDATION:
a)
Due to limited risk, staff respectfully recommends approval of Mr. and Mrs. Horan's request to

finance the Developer Agreement charges of$9,701.72. CCUA has granted similar terms to
other property owners. In addition,CCUA has lien rights as Mr. and Mrs.Horan hold title to the
rusubject property. This assures CCUA will recover the principal and accrued interest in the event
of a default.

To whom it may concern:
We are seeking hardship assistance regarding connecting to the city sewer. We are in the
process of renovating a 1945-year-old house while trying to maintain its historic beauty and
significance.
Due to the cost of that and modernizing the plumbing, we're requesting the hardship payment
plan option.
Our septic system is old, and the conversion needs to take place ASAP in order to accommodate
the renovations.
