BACKGROUND:
CCUA will construct a new WTP to serve the Governor's Park service area. CCUA solicited bids for
construction of the plant from the four (4) continuing services general contractors engaged under
Master Contract 2021/2022-A03. At the January 3, 2023, meeting, staff recommended and received
authorization to reject all bids received as they exceeded the maximum contract value of$4 million.
Subsequently, staff interviewed the contractors to ascertain the reasons that the bids exceeded the
Engineer's Opinion of Probable Construction Cost and the maximum contract value. Based on these
as interviews, staff deemed it necessary to modify the drawings, develop specifications, and re-advertise
a the project to any qualified bidder in the open market. A Request for Qualifications (RFQ) was
co advertised on CCUA's Bonfire Procurement Platform on February 10, 2023, and in the Florida Times
o Union on February 15,2023.A single submission was received from Dewberry Engineers,Inc.,by the

3 closing date, March 3, 2023.

EVALUATION:
The single RFQ submission was evaluated and scored by the project Evaluation Committee. Dewberry
Engineers, Inc., ranked 94.0 for the proposal received. Reviewers noted that this Firm and the
Subcontractors identified in the submittal are well qualified to support CCUA in the subject
professional services area.
RECOMMENDATION:
Staff respectfully recommends the Board of Supervisors approval and authorization to negotiate and
execute the contract with Dewberry Engineers, Inc., for the engineering services identified above.
Additionally, staff requests approval of the attached Bid Documents.

REQUEST FOR QUALIFICATIONS
NOTICE IS HEREBY GIVEN THAT Clay County Utility Authority (CCUA), Clay County,
Florida, will be accepting sealed Statements of Qualifications (SOQs) for RFQ# 22/23-A17
Governor's Park Water Treatment Plant (WTP) Construction Bid Update, which will be
received until 2:00 P.M. (EST), March 3, 2023.

Submissions must be posted to the Clay County Utility Authority Bonfire Procurement Portal
located at https://clayutility.bonfirehub.com. (Hard-copies will not be accepted).
CCUA is seeking Statements of Qualifications (SOQs) from Florida Licensed Engineering Firms
to efficiently and effectively modify existing water treatment plant design and specifications. The
Successful Contractor will provide CCUA with bid documents demonstrating a timeous path to
bidding and construction of a plant that will serve CCUA with both the best long-term value while
remaining within the existing project budget of$6 million.
A Mandatory Pre-Submission Meeting and Site Tour will be held on Friday, February 17,
2023, at 1:00 P.M. (EST) at the following location:

All questions or concerns regarding this Solicitation must be submitted on the CCUA Bonfire
Procurement portal https://clayutility.bonfirehub.com prior to 12:00 P.M. (EDT) on Wednesday,
February 22, 2023. Late questions may be answered at the discretion of CCUA. All responses to
questions will be uploaded to the Portal and issued in an Addendum on Friday, February 24,
2023.
CCUA reserves the right to change the time and date of the Pre-Submission Meeting and Site Tour,
the Submittal Due Date and Time, to waive formalities in any solicitation, to reject any or all
submittals with or without cause, and/or to accept the submittal or any portion thereof that, in
CCUA's sole and absolute judgment, will be in the best interest CCUA.
