Update to Board of Supervisors Regarding Recent and Historical Construction Bids vs Opinions of
Probable Construction Cost(Bid/OPCC ratio).
Date: March 16,2023
BACKGROUND:
The water utility heavy construction market has become saturated with projects in the past year. Capacity
constraints on contractors are resulting in fewer bids on publicly bid projects,and higher bid prices relative
to the Engineers Opinion of Probable Construction Cost(OPCC).
Staff will review the most recent 3 years of bidding trends to show this recent departure in the Bid/OPCC
ratio. Staff will continue to manage the CIP and associated projects accordingly.
