BACKGROUND:
Currently, CCUA operates a total of ninety-five (95) tanks at Water, Wastewater, and Reclaimed
Water facilities. The Florida Department of Environmental Protection requires inspection of
potable water tanks every five (5) years. When inspecting, tanks should also be cleaned and
repaired while drained. CCUA's historical process had been cumbersome with taking tanks offline
• multiple times and facing challenges with procurement thresholds when trying to make repairs.
a The Board of Supervisors approved the selection of general contractors that specialize in tank
co inspection, cleaning, and repair at the May 17, 2022, meeting.

3 Staff advertised the above-referenced project on CCUA's Bonfire Procurement Platform to the
z two (2)prequalified contractors under the continuing contract on January 9, 2023.

EVALUATION:
On February 9, 2023, staff received two (2) responses to the ITB, which were subsequently
evaluated by the project bid committee. Bids received are as follows:

Razorback LLC $332,600
TankRehab.com, LLC submitted the lowest responsive bid for this project in the amount of
$296,000.
BUDGET:
Staff budgeted$525,000.00 for subcontractors inspection and tank repairs in the operating budget
for FY2022/2023. Currently, $212,169 has been invoiced against this line item.The remaining budget
of$312,831 is sufficient to cover the cost of this project.

Staff respectfully request the Board of Supervisors approve Supplemental Agreement No. 1 with
TankRehab.com, LLC, for the Water and Wastewater Tank Inspection, Cleaning and Repair.
Additionally, staff requests approval of the attached Bid Tabulation.
