UPCOMING Executive Director's Message
EVENTS Happy New"Fiscal"Year! With October,we begin our new fiscal year. We accomplished a lot
last year, I commended you all for your hard work and dedication.
Holidays We will be welcoming two new members to the Board of Supervisors. Ms.Amber Taylor and
Mr. Drew Petty were recently appointed to the Board of Supervisors by the Clay County
Veterans Day Board of County Commissioners. Both lead successful organizations here in Clay County.

We should be nearly complete with annual evaluations. While we accomplished a lot last
year, we have significant efforts this fiscal year. We will continue advancing the ERP project
SpookyOffice Door Contest to transition our information systems to Workday, SpryPoint, and Invoice Cloud. We also
Thursday,10/26/2023 continue to advance major construction projects at the Peters Creek and Governors Park
facilities. These projects lay the foundation for efficiently and effectively serving Clay
Hall-O-Ween County's growing population.
Trick or Treat Event
Friday,10/27/2023 We recently concluded our annual benefit enrollment process. As many of you are aware,
6:30PM to 8:00PM CCUA offers an excellent benefits package that includes a variety health, dental, vision, life,
and disability insurance options. CCUA also offers a great retirement benefit. While CCUA
continues contribute towards all eligible employee's retirement accounts, we want to
encourage everyone to participate in the Deferred Compensation plan. CCUA offers the
*r opportunity to contribute via Pre-tax and/or a Roth.You can only benefit from planning and

The CCUA Wellness Committee is organizing a Spooky Door Decorating Contest on October
li' a 26th and a Hall-O-Ween event October 27th at the CCUA main office for employees and iti
their families to enjoy. Many of you have already joined the fun in decorating your office

doors, and I must say,they look amazing! The event is sure to be a good time. We hope you
and your family can attend.
The holidays are upon us, as of October 2nd, we have 84 days until Christmas... Please
coordinate with your supervisors if you are planning on taking time off during the holiday
season.

Clay County Utility Authority
Board of Supervisors EMPLOYEE
As many of you are aware, the Clay County Utility Authority ("CCUA") is governed by a seven- SPOTLIGHT
member Board known as the Board of Supervisors. The Board members are required to be
registered voters in Clay County and ratepayers of the CCUA utility system. Individual
Supervisors may serve no more than two consecutive 3-year terms, not including the initial Promotions
term of the members which were appointed in the act of the Legislature which formed the Michael Murrhee
CCUA. Six of the Board members are appointed by the Clay County Board of County Water Treatment Plant
Commissioners ("BCC") and one is appointed by the Governor of the State of Florida Trainee
("Governor").
Congratulations New Employees
Jim Starnieri - We are pleased to announce Mr. Starnieri was elected Chairman for the Welcome:
2023/2024 Fiscal Year. He was initially appointed October 2018 to his first 3-year term to Seat
#6. He will complete his second 3-year term, effective September 2024.
Liam Benton
Dr. Anna Lebesch - We are pleased to announce Dr. Lebesch was elected to serve as Vice- Meter Retrofit Tech
Chairman. She was initially appointed May 2021 to Seat 3 to complete former Board member
Walter Kloss' term. Her request for reappointment was recently approved by the BCC. As
such,this will be her first 3-year term and she shall be eligible for one additional 3-year term.

Bid Farewell
Wendell Davis - Mr. Davis was initially appointed October 2017. He served two consecutive 3-
year
terms, in various roles, most recently Chairman. Mr. Davis' term ended and he vacated
Seat 4, effective September 30th.
Dan Hodges - Mr. Hodges was initially appointed by the Governor July 2020. He served in various roles, including Vice-Chairman
and Audit/Finance Committee Chairman. He will not be seeking reappointment and has vacated Seat 1, effective September
30th.
We appreciate their many contributions.They will certainly be missed.
Please Welcome CCUA's Newest Board Members
Amber Taylor - Mrs. Taylor was appointed to her first 3-year term, effective 10/01/2023. She holds an Associate of Science in
Radiology from St.Johns River State College as well as a Florida Real Estate License. She is currently part owner of Herron Real
Estate and also serves in various professional organizations and committees throughout Clay County, such as Northeast Florida
Association of Realtors, MDA for the Orange Park Fire Department, and the Chamber of Commerce
Andrew Petty- Mr. Petty was appointed to his first 3-year term, effective 10/01/2023. He holds a Bachelor of Science in Business
Management from University of Florida. He is currently a Commercial Insurance Producer for Partridge Petty Insurance Agency
and his professional affiliations include serving as Vice President and Committee Chair of the Clay County Ducks Unlimited
Chapter.
Continuing On..
David Gardella was initially appointed October 2021 to Seat#7. He
will be continuing his first 3-year term this fiscal year, and is eligible for ,
reappointment. " r
Michael "Chris" McNees was initially appointed to Seat #5 October _
2021 he will be continuing his first 3-year term this fiscal year, and is 92 =: _
also eligible for reappointment in 2024. _ - -
