BACKGROUND:
The three (3) ton split system is the primary HVAC for the Server Room and the RTU No. 2 is a
rooftop package unit providing limited HVAC in the Administration Building. This unit has
suffered a compressor failure. Due to the age of the unit and obsolete freon (R-21), that unit
requires replacement. Staff engaged Brooks under the Continuing Services Contract for Electrical
Troubleshooting, Repair, and Installation RFQu 2020/2021-A17. Brooks developed the attached
scope and fee recommending replacement of the unit with a current model that utilizes R-410 for
cooling and an evaporator coil replacement for RTU No. 2. Both HVAC replacements will require
the use of a crane.

Staff did not budget for these repairs. We intend on transferring the $21,945.25 from the Facilities

Staff respectfully requests Board of Supervisors' approval of the attached Supplemental
Agreement No. 6 to the Continuing Services Contract RFQu 2020/2021-A17 with Brooks Building
Solutions, Inc., for the Administration Building HVAC Installation & Repair. Staff also requests
the Board of Supervisors' approval of deductive change orders and owner direct purchase orders
for the express purpose of saving sales taxes on major materials and equipment, as authorized by
the Executive Director, or his designee.

The Contract time shall commence on the needed date. This document, along with the attached scope and
fee proposal dated July 11, 2023, shall become an amendment to the existing Agreement for Electrical
Troubleshooting, Repair, and Installation RFQu 2020/2021-A17 dated October 19, 2021. All provisions,
terms and conditions of the existing Agreement will apply to this Supplemental Agreement.

Split System Replacement & RTU#2 Repairs
July 24, 2023
We propose to furnish the following equipment and services for the above referenced project. Upon
approval of Customer's credit check,Brooks Building Solutions(BBS)will invoice 50% of the project
amount for material purchase and mobilization. The project will not commence until the payment of the
50% invoice has been deposited by BBS. Brooks Building Solutions standard TERMS AND
CONDITIONS apply to this proposal and price quotation.
Split System project scope
- Replace (1) 3-ton heat pump split system. The new unit will be Goodman Brand.
Included scope of work typical for split system:
• Lock out/tag out circuit to existing qty. (1) 3-ton heat pump outdoor unit(CU-1)and qty. (1) 3-ton air
handler(AHU-1)
• Disconnect low voltage and high voltage wiring to existing qty. (1) 3-ton heat pump outdoor unit(CU-1)
and qty. (1) 3-ton air handler(AHU-1)and hold wiring and conduit in reserve for reuse.
• Recover refrigerant charge from refrigeration circuits into authorized recovery cylinder and deliver to
authorized recycling center.
• Disconnect refrigeration piping to existing qty. (1) 3-ton heat pump outdoor unit(CU-1)and qty. (1) 3-
ton air handler(AHU-1) (refrigerant piping to remain for reuse).
• Flush existing refrigeration piping in preparation of new R-410 application.
• Disconnect PVC Schedule 40 condensate piping to existing qty. (1) 3-ton air handler(AHU-1) and hold
in reserve for reuse.
• Unfasten and disconnect all mounting hardware to existing qty. (1) 3-ton heat pump outdoor unit(CU-1)
and Qty. (1) 3-ton air handler(AHU-1)
• Disconnect duct work to existing qty. (1)3-ton air handler(AHU-1)
• Remove existing qty. (1)3-ton air handler(AHU-1)from existing duct plenum,remove from site and
dispose of legally.
• Hoist existing qty. (1)3-ton heat pump outdoor unit(CU-1) from equipment pad,remove from site, and
dispose of legally.
• Provide qty. (1) 3-ton Goodman heat pump outdoor unit(CU-1) and qty. (1) 3-ton Goodman air handler
(AHU-1)with electric heater.
• Bring qty. (1) 3-ton Goodman air handler(AHU-1)with electric heater into mechanical mezzanine and
set-in place on existing duct plenum and fasten.
• Hoist qty. (1) 3-ton Goodman heat pump outdoor unit(CU-1)and set-in place on existing equipment pad
and fasten.
• Using electrical held in reserve for reuse connect electrical to qty. (1) 3-ton Goodman heat pump outdoor
unit(CU-1) and qty. (1)3-ton Goodman air handler(AHU-1)with electric heater. to existing disconnect
switches.
• Provide and install all necessary sheet metal duct transitions to connect new qty. (1) 3-ton Goodman heat
pump outdoor unit(CU-1)and qty. (1)3-ton Goodman air handler(AHU-1)with electric heater to
existing duct.
• Provide and install all necessary new copper pipes,fittings,and hardware,to connect between qty. (1) 3-
ton Goodman heat pump outdoor unit(CU-1)and qty. (1) 3-ton Goodman air handler(AHU-1)with
electric heater.
• Make all solder joint connections with 13% silver solder.
• Evacuate and leak check all new piping connections.
• Insulate all new suction lines with 1/2"Armaflex insulation.
• Provide and install the necessary schedule 40 PVC pipe and fittings to connect existing condensate to new
qty. (1) 3-ton Goodman air handler(AHU-1)with electric heater.
• Remove lock out/tag out and restore power to unit.
• Charge systems with virgin R-410a refrigerant
• Perform equipment start system and complete recommended factory startup procedures of new
equipment,check operation, and make initial adjustments.
• Work will require a crane lift to get the condenser to the roof. (Included in total price)
RTU#2 Repair project scope:
• Mobilize material to site.
• Lock out tag out circuit to ensure safety to the technician.
• Provide labor and material to remove the existing refrigerant.
• Provide labor and material to demo defective coil.
• Provide labor and material to install new coil.
• Provide labor and material to evacuate the circuit and check for any leaks.
• Provide labor and material to charge unit with new refrigerant per the data plate.
• Provide labor and material to start unit up and adjust refrigerant charge as necessary.
Exclusions and Conditions:
• This proposal includes only the items listed on the scope of work, all work deemed necessary but is not
included in this original scope of work will be considered extra and will be invoiced to the customer by
BBS and at the standard BBS customer service rates.
• Work beyond the original scope of work is not included and will commence only after the customers have
expressed consent.
• Does not include work on life safety or fire protection systems or devices of any kind.
• Reusing existing temperature control and wiring
• Reusing existing refrigeration piping.
• Reusing existing high voltage wiring and circuit protection.
• Temporary cooling or utilities are not included.
Split System Replacement $13,997.00
RTU#2 Repairs $7,948.25
Total: $21,945.25
• This proposal is only valid for Fifteen(15)days from the date of issue.
• Full freight is allowed, and all applicable taxes are included.
TERMS AND CONDITIONS
This agreement is subject to the TERMS AND CONDITIONS included in this Proposal.
