BACKGROUND:
PSCC has provided construction services for the Governor's Park Preliminary Civil Work Project.
Ardurra (Civil Engineer) issued Design Clarification No. 2 to relocate storm structures S-8 and S-9 and
associated piping beneath the eastern portion of the previous constructed loop road. The relocation was
-`a required to avoid conflict with the vertical and horizontal yard piping for the future Governor's Park Water

Description: PSCC will provide complete labor,equipment, and materials necessary to reconstruct a portion of the Eastern
Loop Road to accommodate the design change which moves Storm Structures S-8 and S-9,and associated piping,into a portion of
the road.
Justification for the request: PSCC received DCN No. 2 instructing us to move the storm structures S-8 and S-9 and
associated piping into the Eastern Loop Road.However,the road was already constructed prior to receipt of the DCN. As a result,
the road will need to be rebuilt in order to accommodate the move. The design clarification was issued after the road was
constructed and all work pertaining to the DCN will be rework on our end. This was not in the original contract documents and is an
additional scope of work to the contract.

Please allow this letter and supporting documentation to serve as Change Order Request #1 for the
above referenced project.
Background
to
On June 16, 2023 PSCC received Design Clarification No. 2 (DCN), attached herein, instructing PSCC to
move storm structures S-8, S-9 and the interconnecting pipe directly to the east to the center of Eastern
Loop Road.
PSCC informed Ardurra that the DCN would result in rework costs as the Eastern Loop Road had already
been completed. Moving the storm structures into the road would force PSCC to remove all material
currently installed in order to install the relocated storm piping and structures, and then rebuild the
road.
PSCC requests a change order to rebuild the road as designed. The below scope and pricing is provided
for clarification per DCN No. 2.
Scope of Work
PSCC will all furnish labor, equipment and material required to remove and rebuild the inverted crush
crete driveway on the eastern loop road, install storm structures S-8 and S-9, including all
interconnecting piping, and then reinstall the subgrade and base material. The work is expected to take
2 weeks. Pricing includes only the removal and reinstallation of the road. The installation of the storm
piping was carried in the base bid and thus, is not included in the cost for the rework.

Petticoat-Schmitt Civil Contractors, Inc. (PSCC) is providing construction services for the
to Governor's Park Preliminary Civil Work Project.
Change Order Request No. 1 is the proposed cost required for PSCC to finalize the project
due to Design Clarification No. 2. Design Clarification No. 2, submitted on June 16, 2023,
moved storm structures S-8 and S-9, and associated piping into a portion of the eastern
loop road to accommodate vertical and horizontal clearances of yard piping to be
installed for the Governor's Park Water Treatment Plant Project. The eastern portion of the
road was mostly constructed at the time of issuance of DC No. 2. The cost includes the
materials, equipment, and labor necessary to reconstruct the portion of road disturbed.
PSCC submitted a change order request on July 18, 2023 for a lump sum amount of
$31,728.00 and zero (0) additional days to the contract duration.
