BACKGROUND:
CCUA Staff is seeking approval to execute Amendment No. 1 to Supplemental Agreement No. 6 with
Jacobs Engineering Group for professional services. The fee for these services is $10,357.00 and is
described in the attached Scope and Fee proposal. Under the existing supplemental agreement, Jacobs
Engineering staff and their sub-consultants have and will provide services resulting in the installation of
approximately 4,500 feet of new water main interconnecting two service areas and includes a horizontal
directional drill beneath Black Creek at Blanding Boulevard and a jack and bore subsurface crossing of
Blanding Boulevard at Long Bay Road. CCUA Staff worked diligently but unsuccessfully to secure
easements with landowners along the most efficient alignment. Staff and its consultant have identified a

new alignment which does not require new easements and to which the FDOT has given preliminary
aa) approval. This alignment is unlikely to encounter additional hurdles. To complete the project design along
ci this alignment, additional survey and design services are necessary. Funds included in the original
, supplemental agreement related to easement acquisition will be used to pay for the added survey work.

iii CCUA serves the Ravines and Middleburg areas from the Ravines Water Treatment Facility. This facility
ce operates independently without supporting or redundant connections. CCUA has experienced water main
breaks and extreme weather events that have impacted service to these customers. A 2020 Risk and
Resiliency Assessment of CCUA's potable water system by Reiss Engineering identified interconnection
of the Ravines facility with CCUA's other plants as a high value countermeasure to mitigate the possibility
of widespread disruptions to the homes and businesses within the service area. This is one of two potential
interconnection opportunities identified - the extension of a new water main from the north end of the
Ravines service area in Middleburg to connect the system to CCUA's North Clay Grid which is comprised
of eleven(11) interconnected water plants.
BUDGET:
The current project budget is $260,554.67. Jacobs expects to invoice $324,442.91 through the end of the
fiscal year. Including the $10,357.00 being requested today, $63,888.24 will be transferred to the project
budget from contingency to fund the project through the current fiscal year.The proposed 2023/2024 capital
budget includes an increase in the project budget to$2,752,049.51.This will fully fund the project including
the estimated$1.96 million construction costs.
RECOMMENDATION:
Staff respectfully recommends the Board of Supervisors' approval of the attached Amendment No. 1 to
Supplemental Agreement No. 6 with Jacobs Engineering Group, Inc. in the amount of $10,357.00 for
engineering design services for the North Middleburg 12-inch Water Main Extension.

Water Main Extension
Amendment No. 1 —Additional Survey and Engineering Services for Blanding
Blvd. Crossing
The Supplemental Agreement No. 6 scope of work presented herein will be performed in accordance
with the terms and conditions set forth in the Civil and Environmental Engineering Services RFQ 18/19
No. 3 Agreement executed on May 28, 2019.This scope gives no rights or benefits to anyone other than
Clay County Utility Authority (CCUA) and Jacobs Engineering Group Inc. (Jacobs) and has no third-party
beneficiaries.
Purpose and Scope of Work
The purpose of this amendment is to add Task 8 to Supplemental Agreement No. 6. Specifically,this task
will include additional survey and engineering services for the proposed 12" water transmission main
crossing of Blanding Blvd at Long Bay Road.The initial alignment from the scoping phase through the
30% deliverable was to be on the northeast side of Long Bay Rd and perpendicular to Blanding Blvd.
After the 30%deliverable,this crossing alignment was determined to not be feasible.
The intersection at Long Bay Rd and Blanding Blvd was recently updated as part of an FDOT Blanding
Blvd widening project.This work included changes to the alignment of Long Bay Rd, a new stormwater
to pond, changes to the alignment of Lazy Acres Rd, and new traffic signaling features.
Jacobs will develop an alternate crossing alignment south of Long Bay Rd, along Lazy Acres Rd and going
around the newly installed stormwater pond.This revised alignment will aim to use existing CCUA
easements and FDOT right-of-way(ROW)to avoid any ROW acquisition.
Task 8— Project Management and Project Meetings
Task 8.1 Additional Engineering Services (Lump Sum)
1. Revised Blanding Blvd crossing alignment utilizing existing right-of-way and easements for auger
bore installation. Including development of 2 new alignment sheets up to 60%design.
2. Coordination with FDOT on revised alignment, including one additional pre-application meeting.
3. Coordination with CCUA on revised alignment.
Assumptions
This scope of services includes the following Assumptions.The Assumptions are not intended to alter,
change, conflict with, or modify in any way whatsoever, the terms of the Agreement dated May 28,
2019. In the event of a conflict between the Assumptions and the Agreement,the Agreement shall take
precedence over these Assumptions:
• All established assumptions included in the original Supplemental Agreement No. 6.
• Previous authorized Surveyor fee for potential easement descriptions and boundary survey will
be utilized to fund additional survey for this Amendment's scope of work for$7,340.

Task 8.1—Lump Sum Services
Compensation for the amendment scope of services described above will be paid for under a lump sum
basis with progress payments payable in proportion to the percentage of work completed. Estimated
budget of services for this amendment is $10,357.
