BACKGROUND:
CCUA Staff is seeking approval to execute Amendment No. 1 to Supplemental Agreement No. 11 with Jacobs
Engineering Group for professional services. Supplemental Agreement No. 11 previously authorized Jacobs
to design,permit, and bid the interconnection project and included funding for additional services including
surveying and geotechnical and environmental investigation. To finalize the design, the engineer of record
requires a small amount of additional topographic and subsurface survey to include areas that were not
previously surveyed. The details of the survey work are defined in the attached Scope and Fee Proposal. The
additional services required will be provided by Jacobs' surveying subconsultant for a fee of$1,600.00.

coc A 2020 Risk and Resiliency Assessment of CCUA's potable water system by Reiss Engineering identified
o vulnerabilities of the Fleming Island water service area including flooding and other extreme weather events.
3 The report identified the interconnection of the Fleming Island system with CCUA's mainland plants by
interconnecting the systems across Swimming Pen Creek as a valuable countermeasure to mitigate the
possibility of disruptions to the homes and businesses within the service area.
BUDGET:
The current project budget is $3.25 million. To date, $389,967.50 of$797,607.00 of committed funds have
been invoiced. The engineer's estimated construction costs for the project are$2,886,000.00. Therefore,total
expected expenditures are$3,683,607.00. The proposed 2023/2024 capital budget includes an increase in the
project budget to $3,704,215.15. This increase results in a contingency of$20,608.15.
RECOMMENDATION:
Staff respectfully recommends the Board of Supervisors' approval of the attached Amendment No. 1 to
Supplemental Agreement No. 11 with Jacobs Engineering Group, Inc. for additional surveying related to
engineering design services for the Swimming Pen Water Main Interconnect.

Water Main Interconnect — Design, Bidding, and Construction
Amendment No. 1 —Additional Survey Services for CR220
The Supplemental Agreement No. 11 scope of work presented herein will be performed in accordance
with the terms and conditions set forth in the Civil and Environmental Engineering Services RFQ 18/19
No. 3 Agreement executed on May 28, 2019.This scope gives no rights or benefits to anyone other than
Clay County Utility Authority(CCUA) and Jacobs Engineering Group Inc. (Jacobs) and has no third-party
beneficiaries.
Purpose and Scope of Work
The purpose of this amendment is to add additional survey area and test hole along CR220 Task 2.3 to
Supplemental Agreement No. 11. Specifically,this amendment will add100 feet of additional
survey/topo west of the original area and increase the in-pavement test hole quantity by 1 to 21.
Task 2.3 Site Survey/SUE(Time& Materials)
1. A topographic survey shall be performed and include the road right-of-way along the project route,
existing and proposed easement areas, and shall include all utility locates within the project area
(ASCE 38-02 Quality Level B).
2. A subsurface survey in accordance with ASCE 38-02 Quality Level A will be performed. One
to additional in-pavement test hole will be completed (revised total of 21).
Assumptions
This scope of services includes the following Assumptions.The Assumptions are not intended to alter,
change, conflict with, or modify in any way whatsoever, the terms of the Agreement dated May 28,
2019. In the event of a conflict between the Assumptions and the Agreement,the Agreement shall take
precedence over these Assumptions:
• All established assumptions included in the original Supplemental Agreement No. 11.
Payment for Services
Task 2.3—Site Survey/SUE Services(Time& Materials)
Compensation for the amendment scope of services described above will be paid for under a time and
materials based on billing rates established in in the original Supplemental Agreement No. 11 and
subconsultant budgetary hour/unit breakdowns (per survey/SUE scopes). Estimated budget of services
for this amendment is$1,600.
