BACKGROUND:
PSCC has provided construction services for the Governor's Park Preliminary Civil Work Project.
Ardurra (Civil Engineer) issued Design Clarification No.1 (DC-01) to add additional tree protection, as
required by the Development Review Committee (DRC) Building Permit. DC-01 was issued after this
contract was awarded to PSCC.

On August 1st, 2023, PSCC submitted a change order to add approximately 1,660 LF of tree protection
fencing. Staff negotiated the cost with PSCC.

Change Order No. 2 consists of increasing the contract value by the lump sum amount of$7,490.00. There
are no additional days added to the contract time.

Please allow this letter and supporting documentation to serve as Change Order Request #2 for the
above referenced project.
Background
to
On May 22, 2023 PSCC received Design Clarification No. 1 (DCN), attached herein, instructing PSCC to
provide approximately 1660 LF of additional tree protection.
PSCC informed Ardurra that the DCN would result in additional costs as this change is beyond our scope
of work and original bid.
PSCC requests a change order to hire a subcontractor to provide labor, equipment, and material
necessary for approximately 1660 LF additional tree protection associated with the design change
clarification 1.
Scope of Work
PSCC received DCN No.1 instructing us to provide additional tree protection. PSCC is happy to provide
with additional tree protection with a thorough assessment of the associated costs and time
implications. PSCC will hire a subcontractor to furnish labor, equipment and material required for the
tree protection.

replacement will be billed on a per linear feet basis.

Silt Fence(Type III)Installed by Hand with 4'Wood Stakes on 6'centers $1.75 per If.
Wire Back(Type IV)with 5'T-Posts on 8'/10' centers $6.50 per lf.
Staked Turbidity with 5'Wood Stakes on 6'centers $6.50 ner If.
Tree Protection with Orange Tree Save and 5'Wood Stakes on 8'/10' centers $2.50 per lf.

Note: The above prices are based on the following:
By PSCC :1. Perimeter being surveyed and brought back to grade/raked clear of all tree debris and
refilling of stump holes.
By PSCC 2. All trees should be flagged before protection can be installed.
3. Downstream Company cannot mobilize without proper MOT set up prior to work beginning.
4. A stand-by charge of$40.00 per hour,per man,per day,will be charged to the
CONTRACTOR if Downstream Company,Inc.personnel are delayed on site.
5. Additional tractor/clearing work is$175.00 per hour with a 4-hour minimum.
6. Erosion control installed by hand will be priced accordingly.
7. If Downstream Company,Inc.is obligated to use rental equipment due to site conditions,
it will be at the Contractors expense.
8. Removal is not in the above pricing.Removal of any environmental control is an additional
charge.

10. Permitting is not in the above pricing.
11. Any required jobsite training/meetings will be at the expense of the CONTRACTOR.
12. Tree protection signs not supplied.
13. Cost for extra insurance will be passed to the CONTRACTOR.
14. Performance,payment and/or lien bonds are not included in the above prices.
15. A 1500 linear foot minimum or$350 mobilization will be charged per trip to Clay
County.
16. There should be no retainage withheld on this project.
17. This price quote will be made part of any agreement.
18. The Silt Fence prices are good for 60 days and are subject to revision.
19. Any of the specialty service prices are good for 7 days and are subject to revision.
20. Payments are to be made within 30 days of receipt of invoice.

23. If for any reason,Downstream Company,Inc.finds it necessary to go through any legalities to

Petticoat-Schmitt Civil Contractors, Inc. (PSCC) is providing construction services for the
Governor's Park Preliminary Civil Work Project.
Change Order Request No.2 is the proposed cost required for PSCC to finalize the project
due to Design Clarification No. 1. Design Clarification No. 1, submitted on May 22, 2023,
added tree protection as by required by the Development Review Committee (DRC)
Building Permit and corresponding standards such as the Clay County Land
Development Code Article VI-Tree Protection and Landscaping Standards. The cost
includes the equipment and labor necessary to install approximately 1,660 LF of tree
protection and to repair any damaged silt fence caused by the installation of the tree
protection. The materials cost was absorbed by PSCC.
PSCC submitted a change order request on July 24, 2023 for a lump sum amount of
$7,490.00 and zero (0) additional days to the contract duration.
Schedule:
Substantial Completion contract time was 120 days
Substantial Completion contract time is 120 days
Budget:
The project construction budget was $1,905,000.00
The project after Change Order No. 1 was $1,936,728.00
The project after Change Order No. 2 is now $1,944,218.00
