AGENDA ITEM:
Request for financing of Developer Agreement charges for wastewater service to 235
Whispering Woods Drive, Fleming Island, Clay County, Florida.
BACKGROUND:
CCUA staff received the attached financing request from Mr. Robert Cates, who is requesting
the Board of Supervisors' approval to finance the Developer Agreement charges of$10,016.18
for wastewater service at the above-referenced property, under our normal financing
arrangements, for a period of ten (10) years. As stated in the request, Mr. and Mrs. Cates are
unable to afford such a large expense in one lump sum payment due to the recent purchase of
their home and living on a fixed income due to retirement.
° RECOMMENDATION:
Due to limited risk, staff respectfully recommends approval of Mr. & Mrs. Cates request to
° finance the Developer Agreement charges of$10,016.18. CCUA has granted similar terms to

3 other property owners. In addition, CCUA has lien rights as Mr. & Mrs. Cates hold title to the
subject property. This assures CCUA will recover the principal and accrued interest in the
ce
event of a default.

My name is Robert Cates, my wife and I just recently purchased this property at 235 Whispering Woods Drive Fleming
to Island. Currently we are having issues with our septic system not properly working. I received a quote from The Clay
County Utilities Authority to connect to county waste water system. Me and my wife are both retired and live on a
fixed income. Unfortunately due to a financial hardship we can not afford to pay for both the county waste water
connection and the plumbing cost at the same time. I am graciously requesting that the County grant us the opportunity
to enroll in Clay County's program to finance the cost of connecting.
