Environmental Engineering Professional Service Agreement 2018/2019 RFQ No. 3 to provide
Radio Network High-Level Architecture Review

BACKGROUND:
The SCADA Master Plan with CDM was approved at the September 6, 2022, meeting. The plan
will serve as a roadmap for projects that will facilitate the successful expansion, upgrade, and
implementation of a SCADA system.
CDM recommends communication from remote sites to the Central Control Room at the CCUA
Administrative Building. The scope of services will include the evaluation of potential

ccommunications methods, for efficiency, capability, and cost for the consideration of the SCADA

a Master Planning Team. Due to the geographic expanse of CCUA facilities, it is neither feasible
.2 nor cost effective to use landlines or fiber optic lines to bring information back to the central

z operations control room. This project will evaluate radio and cellular options and recommend the
ce most feasible and cost-effective options for these remote sites.
BUDGET:
The budget for this project was approved in the FY 2022/2023 Capital Improvement Program.
Staff considers the fee of$48,500 reasonable and competitive for the scope of services provided.
RECOMMENDATION:
Staff respectfully recommends the Board of Supervisors approval of the Supplemental Agreement
No. 9 with CDM Smith, Inc., to provide Radio Network High-Level Architecture Review.

RADIO NETWORK HIGH-LEVEL ARCHITECTURE REVIEW
This Authorization, when executed, shall be incorporated in, and become part of the Agreement for
Professional Services between Clay County Utility Authority(AUTHORITY), and CDM Smith Inc.
(CONSULTANT), dated May 28, 2019, hereafter referred to as the Contract.
BACKGROUND
AUTHORITY is developing a SCADA Master Plan. A portion of the Master Plan will recommend
communications from remote sites to the Central Control Room at the AUTHORITY Administrative
Building. This Supplemental Agreement will evaluate potential communications methods, for efficiency,
capability, and cost for the consideration of the SCADA Master Planning Team (Project).
SCOPE OF SERVICES
The following tasks describe the scope of services.
to TASK 1SITE VISITS
CONSULTANT will conduct site visits over a one-week period (up to 5 days)to review internal network
connections, evaluate antenna or pole site locations, and estimate data throughput requirements. The
following sites will be included in the site visits:
■ Wastewater Treatment Plants: Miller Street, Fleming Island Regional, Ridaught Landing,
Mid-Clay, Spencer's, Keystone Heights, Peter's Creek
■ Water Treatment Plants: Meadowbrook(plant and remote well), Fleming Oaks,
Greenwood, Ravines, Peter's Creek, Oakleaf Plantation
■ Lift Stations: Lucy Branch WTP, Hollycrest, Pine Island, Meadowbrook 1, Fleming Oak
TASK 2 RADIO SURVEY REPORT
CONSULTANT will develop a Radio Survey Report that will outline the potential architecture of the radio
network at a high-level, including local network and radio aspects. The report will identify and list areas
that will require additional detailed design efforts (e.g. sites requiring a new antenna tower, sites that
could be covered by a local area network designed/deployed at another site, etc.) and will provide
suggested options for the new architecture. CONSULTANT will review the draft report with the
AUTHORITY at an in-person meeting. A final report will be submitted incorporating AUTHORITY's review
comments.
TASK 3 PROJECT MANAGEMENT AND QUALITY CONTROL
Activities performed under this task consist of those general functions required to maintain the project
on schedule, within budget, and that the quality of the work products defined within this scope is
consistent with CONSULTANT's standards and the AUTHORITY's requirements. Specific activities
included are identified below:
Subtask 3.1 -Project Management
CONSULTANT will provide project management to administer the production of work in accordance with
the Authorization scope, budget, and schedule.This task also includes internal monthly project status
review and periodic internal team progress meetings.
Subtask 3.2-Quality Management System (QMS)Activities and Technical Review
CONSULTANT will conduct the Project in compliance with its QMS requirements. The CONSULTANT's
QMS requires appropriate quality assurance (QA) and quality control (QC) activities for each type and
phase of project. CONSULTANT will conduct QA/QC activities as appropriate throughout the execution
of the Project including initial project quality management planning, senior technical reviews, and intra-
and inter-discipline quality review checking.

ASSUMPTIONS
1. AUTHORITY will provide access to all sites listed in Task 1 for assessment
2. AUTHORITY will provide authorized personnel to escort CONSULTANT while onsite
3. Up to 5 days of site assessment have been budgeted
4. One comment/revision has been budgeted for the Radio Survey Report
TIME OF COMPLETION/SCHEDULE
It is anticipated that the Project will take 8 weeks to complete, starting within two weeks of receipt of a
formal notice to proceed (NTP). The estimated schedule by task is shown below.

COMPENSATION AND PAYMENT
CONSULTANT will complete the work described in in this Supplemental Agreement on a time and
materials basis not to exceed $48,500 as shown in Exhibit A. Invoices will be submitted monthly based
on the percent complete. For invoice purposes only, the value of each task is as shown in Table 1.
