Dear Heather,
This letter outlines R2T's request for time extension and use of the project allowance to recover
additional cost additional associated with unforeseen field conditions. The following is a summary and
background associated with additional time request.
1. LRE Material Delivery:
LRE scheduled start date was early January 2023. Due to material and equipment availability, LRE
mobilized on site on February 20, 2023. Additional equipment problems further extended their start
time till March 6. Total impact on schedule about 62 days. Daily reports reflecting LRE delays and
equipment issues are attached.
2. Pipe Material Delivery
The underdrain pipe manufacturer initially delivered the wrong material which was later replaced with
the correct pipe that needed to be drilled on site to meet the specification requirements. Pipe initial
partial delivery was April 6, 2023. The remaining pipe was delivered on April 18, 2023. Pipe delivered
was not predrilled. Core and Main mobilized on site May 4th to begin drilling the pipe. This issue
resulted in a delay of delivering the pipes which had 21 days delay for delivery and 7 days on drilling
pipes which pushed the schedule for 28 days more.
3. Field Conditions:
R2T has encountered significant delays with installation of the underdrain piping systems due to three
issues:
• Dewatering Operations: Dewatering operations were complicated by existing drain systems.
The existing drain system has resulted in an overall reduction in production rates for pipe
installation. An example of this issue is the existing underdrain we encountered at clarifier No. 2
near the splitter box and the 20-inch existing line that required additional sump pumps,
modification to the trench boxes and additional well points and resulted in a total of 7 days of
delays.
• Concrete Collar: R2T encountered concrete collar several feet below grade which appears to be
part of the original tank construction and was not reflected in the concrete documents. R2T has
provided some photos of the concrete encountered and removed. This has resulted in
additional time delays and loss of production rates. The presence of the concrete collar

Dear Heather,
This letter outlines R2T's request for a second time extension associated with completion of the punch
list provided at substantial completion. The punch list item with the status of each item is attached.
The request for additional time is driven by three items,the following is a summary and background
associated with additional time request.
1. As Built Drawings:
Draft as built were prepared late September 2023, field verification by a licensed surveyor has been
complete. We are coordinating final delivery. For other CCUA projects we were directed to submit the
as built directly by the surveyor to the County for final acceptance. Due to surveyor work load and
resource availability, we anticipate the signed and sealed drawings from the surveyor will not be
provided till November 8, 2023. Assuming a 2 weeks review process we expect the final as built to be
completed by late November, 2023.
2. Damaged Lid Replacement
R2T identified and placed an order for the damaged lid when we received the punch list. The
replacement lid will not ship till November 20, 2023. We will replace and complete this item by end of
November allowing for thanksgiving holiday and any delays in shipping.
3. Sod/Grass Installation:
In lieu of the original contract, R2T offered a deduct to modify the sod requirements to a mix of sod and
grass. The start date of the work was delayed till a final approval and credit value were completed.
The work is scheduled for tomorrow and will be complete by Monday. The grass and sod will be
watered and monitored to ensure its acceptable to CCUA in accordance with section 2921. Its
anticipated that about 2 to 3 weeks will be needed for the sod and grass to be established and accepted
by CCUA.
