HomeMy WebLinkAbout08.h EDB Dewberry RFQ Amendment 1 Governors Park EXECUTIVE SUMMARY AGENDA ITEM: Proposed Amendment 1 to RFQ 2022/2023-A17 with Dewberry Engineers, Inc. to Provide Additional Professional Services for Design and Services During Construction for the Governor's Park Water Treatment Plant(GP WTP) CCUA Project No.: 1127-002 CCUA Financial Job No.: 21026WP Date: February 15,2024 BACKGROUND: CCUA staff requests authorization from the Board of Supervisors to execute Amendment 1 to RFQ 2022/2023-A17 with Dewberry, Inc., to provide additional professional services for design and services during construction(SDC) for the GP WTP. Dewberry Engineers,Inc.is currently under contract with CCUA via competitive RFQ to provide design,bid, and SDC services for the GP WTP,a new water plant that will independently serve a new CCUA service area, Governor's Park. CCUA bid the construction of the plant as two separate projects — drilling two (2) new supply wells and construction of the treatment, storage, and distribution elements. As bid,the designed plant treatment process to reduce sulfides in the raw water includes natural tray aeration. This is standard at every other CCUA water plant because sulfide levels are low and tray aeration is the most cost-effective method to reduce sulfides. Following completion of the wells, and after awarding the plant construction contract,water quality testing indicated that source water sulfide levels are elevated(>1.5 mg/L). When sulfide levels are at this level,the Florida Department of Environmental Protection requires additional or alternate treatment to reduce sulfides in the finished water. CCUA staff and our engineer of record, Dewberry, determined that the most reliable, effective, and cost-efficient treatment is to use a forced draft aerator with upstream CO2 injection. The CO2 injection lowers the pH of the water and allows the sulfides to be removed more effectively. The design modifications include changes to the storage tank,yard piping, and addition of CO2 storage and controls and a forced draft aerator and controls. The proposed amendment will authorize Dewberry to perform additional design services and SDC for these sulfur removal system changes on the GP WTP project as detailed in the attached Scope and Fee Proposal. The cost for these services is $57,826.61 which includes necessary work by their subconsultants. The additional services could not have reasonably been anticipated at the time of the original agreement. BUDGET: The current budget for the project, $9,375,000.00, includes sufficient funds to cover the cost of the proposed amendment. The contracts in this project currently total$8,729,456.53. This change order will bring the total contracts to $8,787,283.14. RECOMMENDATION: Staff respectfully requests the Board of Supervisors approve Amendment 1 to RFQ 2022/2023-A17 with Dewberry Engineers, Inc. for$57,826.61 for additional professional services for design and SDC for the GP WTP. Project Background and Description Dewberry Engineers (CONSULTANT) is under contract with the Clay County Utility Authority (AUTHORITY) to provide engineering services to provide design and construction services for the GPWTP. The project was bid using natural draft aeration of the raw water, as is the standard on the AUTHORITY's other water treatment plants. The majority of the raw water wells in the AUTHORITY's system have low dissolved sulfide levels, suitable for natural draft aeration. This includes the two closest water treatment plants to the GPWTP. Well drilling of the two new water production wells at the GPWTP site was completed after the WTP was bid. Water testing indicated that the sulfide levels exceeded the FDEP threshold that requires using forced draft aeration in lieu of the natural draft aeration that was the basis of the Contractor's bid and the CONSULTANT's engineering services proposal. In addition, the well testing conducted indicated that the aquifer levels are higher than the assumed levels based on nearby wells. Discussion with the CONSULTANT's process specialist and the AUTHORITY's staff indicated that the pH of the raw water will need to be lowered to air strip the excess sulfide from raw water. Two process equipment manufacturers for forced draft aeration equipment were contacted and pricing obtained. The selected forced draft aerator manufacturer had pricing significantly lower than the alternative. The pH adjustment of the raw water will be by injection of liquid carbonic acid (CO2), which provides significant safety improvements over mineral acid, and which is the typical method of making this pH adjustment. The dissolved CO2 is also reduced in the forced draft aerator, making post-aeration pH adjustment using sodium hydroxide unnecessary. The scope of services for the change of aeration will include the following: • Revise project plans to replace the natural draft aerator with a forced draft aerator. • Design a liquid carbonic acid storage and metering facility to include a 10-ton CO2 storge tank, liquid panel to produce carbonic acid from CO2 and carrier water, injection vault and field piping of the CO2, solution water and feed water. • Modification of the yard piping to provide PVC piping downstream of the CO2 solution injection to the forced draft aerator and elimination of below slab piping at the ground storage tank. • Structural design of the foundation slabs associated with the CO2 system, design of a weather shed over the CO2 panel and design of a CO2 injection vault. • Electrical and I&C changes associated with the project modifications. B. Deliverables The CONSULTANT shall prepare and submit to the Authority, including electronic format when applicable, deliverables including supplemental drawings, shop reviews, and RFI responses. C. Schedule The CONSULTANT will proceed with the services identified herein immediately upon receipt of an executed copy of this Consultant Purchase Order and a formal Notice-to-Proceed (NTP) from the AUTHORITY. The proposed additional work will be accomplished in accordance with the current schedule for the GPWTP. D. Compensation This AGREEMENT establishes a lump sum cost of$57,826.61. Compensation for the services performed under this Agreement shall include all personnel services, any reimbursable expenses, which may include, but are not necessarily limited to, such items as reproduction, travel, communication expenses, and postage and shipping. Attachment A-1 shows the breakdown by task. E. The AUTHORITY's Responsibilities The AUTHORITY will provide the following information for the CONSULTANT and / or perform the following services related to the Project: • Allow CONSULTANT scheduled access to the project site. • Provide one representative by the AUTHORITY to coordinate, schedule, and receive comments/information related to this project. • The AUTHORITY will furnish the CONSULTANT with readily available studies, reports, and other data pertinent to the CONSULTANT's services. All documents and data provided by the AUTHORITY shall be provided in digital format (e.g., PDF, database files, spreadsheet, etc.) to the greatest extent feasible and practical. F.
