Job Number: 2210-022 Financial Job Number: Date: February 14, 2024 BACKGROUND: Staff requests approval of SA No. 15 with the CONSULTANT to provide engineering and technical services for Keystone Heights WRF Facility Evaluation Expansion Project. CCUA operates and maintains the KH WRF that serves predominately commercial portions of the Keystone Heights service area. The KH WWTF has a permitted annual average daily flow (AADF) treatment capacity of 0.074 million gallons per day (mgd) and discharges secondarily treated water to rapid infiltration basins(RIBs)that have a permitted AADF capacity of 0.20 mgd. The Keystone Heights area is a prominent recharge area, so this water is considered beneficially reused through recharge. The plant consists primarily of horizontal steel package plant equipment and is in need of rehabilitation to the headworks, clarifier, and electrical components. In addition, CCUA's 2023 KHWRF Capacity Analysis Report identified the need for expansion of this facility within the next 36 months to serve requested service expansions in the area. Staff identified these needs in the five(5)year capital improvement plan and budgeted for an initial planning study and preliminary design report this fiscal year. Staff coordinated with the CONSULTANT to develop the attached proposal to provide planning services for the rehabilitation and expansion of the plant. This planning project includes evaluating the range of growth potential in the area on both 10-and 20-year terms, conducting a regulatory analysis, evaluating condition and rehabilitation needs of existing unit processes and equipment at the KH WRF, developing and evaluating improvement and expansion alternatives,and presenting the selected alternative in a preliminary design report sufficient to move directly to design. Staff negotiated this Supplemental Agreement for the professional services at a compensation which the agency determines is fair, competitive, and reasonable in compliance with F.S. s. 287.055. Purpose: The purpose of this Task Order (TO) is to authorize and direct the Ardurra Group, Inc. (CONSULTANT) to provide engineering and technical services for the Clay County Utility Authority (CCUA) Keystone Heights Wastewater Treatment Facility (KH WRF) Expansion Project (PROJECT). CCUA operates and maintains the Keystone Heights WRF that serves portions of the Keystone Heights wastewater service area,predominately commercial portions within the city limits. The KH WRF has a permitted annual average daily flow (AADF) treatment capacity of 0.074 million gallons per day (mgd) and discharges secondarily treated water to rapid infiltration basins (RIBs) that have a permitted AADF capacity of 0.20 mgd. The Keystone Heights area is a prominent recharge area, so this water is considered beneficially reused through recharge. The existing facility consists of a manual bar screen and grit system, three (3) horizontal steel tank aeration tanks, one (1) clarifier, two (2) chlorine contact chambers for disinfection and one(1) aerobic digester. The tanks are arranged in an MLE configuration with some internal recycle.Effluent is discharged to the in-plant reuse system or to the two (2)52,775-sqft RIBs. Short lean improvements should be considered at the headworks and clarifier where deterioration of the steel structure, mechanical, and electrical equipment was observed during a site visit to the facility on November 20,2023. CCUA's KH WRF Capacity Analysis Report dated 2023 references the Florida Office of Economic and Demographic Research predicting a population increase of the City of Keystone Heights of 5.73% from 2022 to 2025. This report also indicates a significant expansion to an existing Recreational Vehicle (RV) Park with a goal of developing 1,035 total RV slips by 2030. The AADF to the WRF through August of 2023 was 0.032 mgd which is about 43% of the permitted capacity of the facility.The demand from the RV park should exceed the AADF permitted capacity within the next 12 to 36 months, and total area demands will exceed the permitted AADF capacity of the RIBs in the next 10 years. JEA has advised the RV park that it will be working towards a plant expansion,and CCUA will limit new connections to remain below permitted capacity until new capacity is available. The airport authority has also expressed interest in developing capacity in the area. Accordingly,developing the range of capacity that is likely to be needed in both 10- 1 TASK ORDER-CLAY COUNTY UTILITY AUTHORITY KEYSTONE HEIGHTS WATER RECLAMATION FACILITY EXPANSION PROJECT and 20-year timeframes is a key first element. The purpose of this PROJECT is to evaluate the range of growth potential, conduct a regulatory analysis to ensure beneficial recharge, evaluate existing unit processes and equipment at the KH WRF, to develop and evaluate improvement and expansion alternatives,and to develop and present a findings and recommendations report. Article B. Scope of Services: CONSULTANT will perform the necessary tasks to complete the PROJECT as defined in this Scope of Services. The work associated with these engineering services is separated into the following tasks: • Task 1 -Project Management and Coordination • Task 2-Topographic Survey and Geotechnical Investigation • Task 3 -Keystone Heights WRF Evaluation • Task 4-30% Design Documents and Preliminary Design Report Task 1 - Project Management and Coordination 1.1 : Project Management CONSULTANT will perform general administrative duties associated with the Project, including project set-up, coordination with subconsultants, progress monitoring, scheduling, general correspondence with CCUA's Project Manager, and monthly status reports and invoices for engineering services in the format required by the contract.Status reports will include a summary of work completed during the previous month. This task will also include two (2) meetings with the Florida Department of Environmental Protection for permit application coordination. Consultant will perform an American Rescue Plan Act(ARPA)funding evaluation to determine if the project can be fast tracked to take advantage of remaining available ARPA funds in 2024. 1.2 :Project Initiation and Kickoff Meeting A Project Initiation Meeting will be conducted to confirm CCUA's goals and objectives, identify roles, responsibilities, and communication protocols for project team members, identify critical success factors,confirm concepts to be evaluated in the conceptual design, identify existing information in planning documents on the project,and discuss the overall Project Work Plan, deliverables, project schedule based upon CCUA Notice-To-Proceed (NTP) date and critical milestones. 1.3 : Organize,Attend and Document Design Phase Meetings This includes: • One (1) site visit with CCUA to determine the project scope and investigation of unit processes. 2 TASK ORDER-CLAY COUNTY UTILITY AUTHORITY KEYSTONE HEIGHTS WATER RECLAMATION FACILITY EXPANSION PROJECT • Two (2) meetings with CCUA to review the KH WRF preliminary flows and loading projections and to develop and review conceptual improvement and expansion alternatives and concepts. • One(1)meeting with CCUA to review the draft KH WRF Expansion Evaluation Report in Task 3.The preparation of meeting agendas and meeting minutes are included in this task. • One (1) meeting with CCUA to review the draft KH WRF Expansion 30% Design Document and Preliminary Design Report in Task 4. The preparation of meeting agendas and meeting minutes are included in this task. 1.4 : Quality Assurance/Quality Control Activities performed under this task consist of those general functions required to maintain the project schedule and budget and to control the quality of the work products defined within this scope to be consistent with CONSULTANT's standards and OWNER's expectations. QC procedures will include a technical review of the Expansion Evaluation Report deliverable. Task 2 - KH WRF Topographic Survey and Geotechnical Investigation 2.1: Topographic Survey CONSULTANT will perform a topographical survey for the entire project site which includes the Keystone Heights WRF site. Permanent control points based on available existing benchmarks to USGS NAVD 88 datum will be established. The following items will be included in the Survey scope: 1. Identification of the adjacent property for the purposes of establishing the existing property corners as necessary. 2. Location of all structures and above ground improvements for the purpose of establishing a base file for use in preparation of design documents. 3. Topographical survey of site within known boundaries and provide digital terrain model of the site. 4. Remobilization and location of Geotechnical borings upon completion of drilling. 2.2: Geotechnical Investigation CONSULTANT will subcontract the preparation of Geotechnical Report including design recommendations for the project, siting boring locations & depths, tailoring field investigation & laboratory activities to specific requirements of the project as necessary, customary & in keeping with best practices for the project type & requirements. The following items will be included in the Geotechnical Investigation Scope: 1. Nine (9)borings will be performed on the project. 2. Laboratory tests to determine subsurface conditions and provide recommendations for foundations and subsurface improvements to accommodate proposed structures and processes. 3 TASK ORDER-CLAY COUNTY UTILITY AUTHORITY KEYSTONE HEIGHTS WATER RECLAMATION FACILITY EXPANSION PROJECT 3. Coordination with geotechnical subconsultant and oversight of activities,including selection and marking of boring locations and determination of necessary depths. 4. Analysis of laboratory results and preparation of detailed geotechnical report including field data (documenting boring logs and groundwater depths),laboratory data and design recommendations. Design recommendations shall include foundation recommendations,yard piping recommendations (pipe bedding,backfill,flexible connections,etc.),pavement recommendations and general construction recommendations (site preparation,excavation, subgrade preparation, dewatering, site backfill,etc.). 5. This report data will also be used by the CONSULTANT to perform the necessary evaluations for the civil/sitework. 2.3: Groundwater Mounding Analysis CONSULTANT will perform a groundwater mounding analysis of the existing RIB site to determine whether there is available additional capacity in the existing RIB system to accept additional effluent discharges. This analysis does not include evaluating other RIB sites unless they are adjacent to the existing system. The following tasks will be included in the scope: 1. Project Initiation and Geotechnical evaluation of the four (4) borings designated to the RIBs. 2. Data collection, data analysis, and model development including reviewing rainfall data,historic groundwater elevations,and general hydrogeological conditions. 3. Keystone Heights WRF RIBS Effluent Evaluation Technical Memorandum 4. Permit Coordination The Subconsultants proposals are included in Attachments B,C,&D. Task 3 - Keystone Heights WRF Evaluation In general, the scope of this evaluation is to describe the existing facilities and unit processes at the WRF,review the potential near and mid-term growth in the service area, document the condition and capacity of the existing unit processes and equipment, develop alternatives for improving the facilities and expanding the capacity of the WRF, and recommending the proposed improvements and upgrades,as well as the operational control strategies. This report will document the basis of design(BOD)for a future design and construction project to implement the recommendations of the report and will provide a 10% level of design with enough detail to serve as a reference to guide detailed design for the KH WRF improvements. The evaluation will include drawings and figures, as needed,to illustrate the preliminary design layout. The evaluation will be in report format and will describe the BOD criteria.Type,number, capacity,and size of all major facility components will be identified.Design objectives and criteria for the new headworks and expansion with the new tanks will be developed, including draft project schedules and consideration of external funding opportunities via ARPA. 4 TASK ORDER-CLAY COUNTY UTILITY AUTHORITY KEYSTONE HEIGHTS WATER RECLAMATION FACILITY EXPANSION PROJECT The evaluation in general will consist of the following work: 3.1:Review Existing Information and Data CONSULTANT shall collect and review pertinent information and data regarding the PROJECT and make this information and data available to the CCUA. Information and data that may be reviewed includes,but is not limited to,the following: • Existing design information • Existing operations data including influent and effluent flow and loading characteristics. • CCUA planning data and land use projections • Existing geotechnical reports • Existing permits and correspondence with Florida Department of Environmental Protection (FDEP) 3.2: Wastewater Flow and Load Projections A range of wastewater flow and loadings were provided by CCUA in its recent Capacity Analysis Report. The information will be evaluated to determine future capacity needs for the facility. The current system serves a small, mainly commercial corridor and an RV park. Immediate future needs will include a large RV park expansion. Continued expansion to include septic to sewer conversion in areas most immediately adjacent to existing collection system infrastructure is envisioned, and CCUA has periodically received requests to provide an unquantified level of service to the airport. CONSULTANT will utilize the data provided by CCUA and other industry approved methods to make recommendations on KH WRF permitted capacity and peaking factors using an envelope approach. Based on data from the existing KH WRF and recent typical wastewater characteristics in CCUA's service territories,wastewater loadings will be developed for use as the basis for evaluation of the facility. Carbonaceous oxygen demand (CBOD), total suspended solids (TSS), total Kjeldahl nitrogen (TKN), total Nitrogen (TN), ammonia (NH3N), and total phosphorus(TP)will be the primary wastewater constituents of concern.The data will be analyzed for potential infiltration and inflow(I&I)issues that may exist at the facility. This task will include one(1)site visit to discuss areas of the collection system where inflow and infiltration (I&I) sources may exist, an initial consultation (one hour) with the Executive Director and Chief Engineer,and a summary workshop presentation of the envelope range of potential flows and loads identifying the range of years to fully utilize the existing site. The analysis will be performed with the goal of producing effluent standards below the permit requirements for disposal to RIBs with recharge of the surficial aquifer. 3.3: Condition Assessment CONSULTANT,in collaboration with the CCUA,shall conduct a condition assessment of facility assets. Facility assets will be assigned a physical condition (negligible, minor, moderate,major,and severe condition). This task will include two (2) site visits to inspect all assets of the facility and confirm the asset's condition. Recommendations for replacement or rehabilitation of the asset will be provided in this Subtask. 5 TASK ORDER-CLAY COUNTY UTILITY AUTHORITY KEYSTONE HEIGHTS WATER RECLAMATION FACILITY EXPANSION PROJECT 3.4: Site Master Planning The OWNER has available existing horizontal cylindrical steel tanks currently housed at the Peters Creek WRF. These tanks will be incorporated into the KH WRF treatment process to expand the treatment capacity of the facility using the influent flow and loading projection from Task 2.2. Under this subtask,a site plan for locating and incorporating the tanks into the treatment process and phasing alternatives in transitioning the relocated cylindrical steel tanks into the treatment process will be provided.Up to two(2)alternative configurations of the tanks and the relative costs associated with their relocation will be considered in this evaluation. The consultant will also provide an alternative configuration and order of magnitude cost for a full AWT configuration. 3.5:Process and Effluent Management Evaluation CONSULTANT will perform a process and effluent management evaluation of the KH WRF to evaluate the existing facility operation and the most effective and economical long- term treatment options utilizing the Peters Creek WRF cylindrical steel tanks as part of the expansion treatment process. The facility is currently operating below its permitted capacity. Each unit process will be evaluated to optimize treatment, and improvements recommended based on economic, regulatory, and operation and maintenance parameters. The current approach for effluent management is to discharge to RIBs because this is an area of outstanding recharge. Accordingly, CCUA does not plan to incorporate public access reuse (PAR) at this facility. This evaluation will include the RIB system condition assessment and consider the RIB capacity for disposal of projected future flows. A geotechnical investigation of the existing RIBs will be required to obtain groundwater elevations and confirm percolation requirements are being met. It may be necessary to expand the RIB disposal capacity to meet the future influent flows. One alternative that will be considered is to increase rated capacity of the existing RIB system.Presently,the RIB system is permitted at the minimum hydraulic loading rate of 1.9 gallons per day per square foot (gpd/SF) of RIB bottom area. DEP allows disposal discharge rates of 5.6 gpd/SF,and higher,if these rates can be justified.We propose to perform a groundwater mounding analysis of the existing RIB system to determine the available additional capacity in the existing RIB system. This analysis does not include physically evaluating other RIB sites but will identify from a desktop perspective potential RIB or plant locations for further evaluation if the existing RIB sites are insufficient for anticipated future flows. 3.6:Major Equipment Selection and Considerations Under this subtask, assets recommended for rehabilitation or replacement in Task 2.3 and 2.5 will be evaluated. Up to two (2) alternatives for each recommendation will be evaluated. Electrical and I&C concepts will also be discussed in the evaluation,as well as any special structural considerations that may be identified. Costs for each option will be developed as part of this evaluation. 6 TASK ORDER-CLAY COUNTY UTILITY AUTHORITY KEYSTONE HEIGHTS WATER RECLAMATION FACILITY EXPANSION PROJECT Task 4 - 30% Design Documents and Preliminary Design Report (PDR) 4.1:30% Design Documents and PDR A preliminary design report will be prepared addressing the CCUA approved alternative from the Conceptual Evaluation report in Task 2. The Preliminary Design Report will be developed through the steps described in the tasks below. The PDR will constitute the 30% level design effort and will be enough detail to serve as a reference to guide detailed design of Keystone Heights WRF Expansion Project. The PDR will include drawings and figures, as needed, to illustrate the preliminary design layout. The PDR will describe the basis of design criteria. Type, number, capacity and size of all major facility components will be identified. Design objectives and criteria for the pump station will be developed. In general,the PDR will include the following topics: • Project Summary and Description • Site Layout • Summary of Design Parameters • Electrical one-line diagram • P&IDs • Major equipment listing • Plan views and major elevation drawings • List of specifications • Survey results • Maintenance of plant operation considerations and sequencing • Class 3 OPCC per the AACE Recommended Practice No.17R-97A,and with-20% to+30% expected accuracy level. • Project Schedule • Summary of Required Permits CONSULTANT will develop a draft 30% design documents and project design report, conduct an internal quality control review, address quality control comments, and then submit the final 30% design documents and project design report to CCUA for review. Deliverables (issued via electronic delivery in PDF format) • Topographic Survey (Draft/Final) • Geotechnical Engineering and Investigation report, (Draft/Final) • KH WRF Evaluation Report (Draft/Final) • 30% design documents and project design report, (Draft/Final) 7 TASK ORDER-CLAY COUNTY UTILITY AUTHORITY KEYSTONE HEIGHTS WATER RECLAMATION FACILITY EXPANSION PROJECT Assumptions The following assumptions were used in the development of this task order agreement. • CCUA will require a minimum of two(2) weeks to review. CCUA Responsibilities Below is a list of items that are not included in this Authorization and shall be provided by CCUA unless an additional authorization for said services is agreed upon by CCUA and CONSULTANT. • CCUA to provide available record/as-built drawings and/or available documents related to the improvements proposed in this TO. Article C. Compensation Provisions: As compensation for providing the services described within this Task Order,CCUA shall pay CONSULTANT in accordance with the current 2018-2019 RFQ No 3 - Engineering Professional Services Agreement, based on the estimated completion of the Project. The total fee proposed for all Tasks is$311,057.76. These fees shall not be exceeded without a revision to this Agreement. A breakdown of the proposed fee is provided as Attachment A. Article D. Period of Service: The schedule for the Project within this Task Order is anticipated to be complete within six (6)months from Notice to Proceed. Article E. Authorized Representatives: The Authorized Representatives designated below are authorized to act with respect to this Task Order. Scope of Work Limits of the Project—the approximate project limits is the CCUA Property at 730 SW Nightingale St. Topographic Survey—A topographic survey will be performed on the site. Topographic data will be collected on a 50' grid and will include, but not limited to: roads, sidewalks, drainage structures, swales/ditches, above ground indicators of utilities, mailboxes, street signs, endangered species habitats (as designated by others), trees (6" DBH and up), etc. The Vertical Datum NAVD88 will be used. Wetlands and Borings, if flagged or performed before we commence our survey, will be collected in coordination with DRMP field work schedule, at no additional fee. DRMP will establish a minimum of 3 Survey Control Points. Boundary Survey—A boundary will not be performed of the site. SUE —Designation DRMP will provide Subsurface Utility Engineering (Utility Designation), Level `B" for the above referenced site. 811 Design Ticket has been created. DRMP will designate the underground utilities within the project limits and perform GPR scans at several locations along the route to determine if there are any additional underground utilities within the project limits. Designation flags will contain detailed information on utilities such as type of facility, size, material, if know. This information will be included in the information collected during the survey process. Efforts will be performed in accordance with Section 472.027, Florida Statutes Underground Facility Damage Prevention and Safety Act, Chapter 556, Florida Statutes. All work shall conform to ASCE C-1 38 -02 utilizing quality level B. : DRMP Designation flags/marks will contain discernable information on utilities such as type of facility, size, material, and owner identification that will need to be attributed to the survey data collected. Efforts will be performed in accordance with Section 472.027, Florida Statutes Underground Facility Damage Prevention and Safety Act, Chapter 556, Florida Statutes. All work shall conform to ASCE 38 -02 utilizing quality level B. Please note, Ground Penetrating Radar is effective in identifying subsurface disturbances, however there are limitations. The depth, range and thus clarity of the returned image are limited by the electrical conductivity of the ground. Optimal penetration is achieved in drier, sandier soils. Adversely, with wetter, clay laden soils with higher electrical conductivity,penetration is reduced, sometimes to only a few centimeters. Depending on the nature of the soil for the areas shown on the Exhibits, there could be varying results. SUE—Vacuum Test Holes DRMP will perform Vacuum Test Holes (Soft Dig Holes or VVHs), to determine the horizontal and vertical location of any existing underground utility lines at the locations determined by Mott McDonald. Our staff will coordinate this effort with the engineering Project Manager before the commencement of this work effort, if needed. During the process of the field work DRMP will prepare a detailed report utilizing a subsurface utility form to describe the utilities and provide detailed information as to the size, type, material, owner(if known) and the depth from an iron pin marking the utility location at the surface. All efforts will be performed in accordance with the Underground Facility Damage Prevention and Safety Act, Chapter 556, Florida Statutes. All work shall conform to CIIASCE 38-02 utilizing quality level A. For the purposes of budgeting, an estimated 10 VVHs is used. Project Scope — We understand that the project consists of expanding the existing CCUA Keystone Heights Wastewater Treatment Facility(WWTF) capacity to meet the demand of the predicted population increase of its service area. Additional features will include a 28-ft diameter Clarifier, two Cyclical Process Tanks, and a Chlorine Contact Basin. In addition, two existing Rapid Infiltration Basin (RIB) systems will also be expanded. Field Exploration — As requested, our geotechnical investigation will consist of Standard Penetration Test (SPT) borings. The SPT borings for the Clarifier, Cyclical Process Tanks and Chlorine Contact Basin will be sampled continuously to a depth of 10 feet and then at 5-foot intervals thereafter. The SPT borings for the RIB systems will be sampled continuously to the boring termination depths. Upon completion, each boring will be grouted from bottom to top with a lean cementitious grout. In addition, field-cased permeability tests will be performed at each RIB boring location to determine the soil's vertical and horizonal permeability rates within the existing RIB systems. Soil samples collected will be classified, containerized, marked in the field and returned to the laboratory for visual inspection and classification by the geotechnical engineer using the Unified Soil Classification Systems (USCS). Clay County Utility Authority (CCUA) operates and maintains the KH WWTF which requires immediate facility improvements in addition to the need for an expansion. The facility serves the Keystone Heights wastewater service area, which is predominantly comprised of commercial users, with an intended Recreation Facility (RV) Park expansion by 2030. The KW WWTF presently has a permitted annual average daily flow (AADF) treatment capacity of 0.074 million gallons per day (mgd) and discharges to rapid infiltration basins (RIBs) with a permitted AADF capacity of 0.20 mgd. The existing facility consists of a manual bar screen and grit system, three (3) aeration tanks, one (1) clarifier, two (2) chlorine contact chambers for disinfection and one (1) aerobic digester with the effluent being discharged to the in-plant reuse system or to the two (2) 52,775 square feet RIBs. Currently, the RIB system is permitted at the minimum hydraulic loading rate of 1.9 gallons per day per square foot (gpd/SF) of RIB bottom area. Ther Florida Department of Environmental Protection (FDEP) allows for disposal discharge rates of 5.6 gpd/SF (potentially higher) if the rates can be justified. The Effluent Evaluation will determine the hydraulic feasibility of increasing the effluent loading to the existing RIB system to ensure the KH WWTF can meet the future needs of the service area. This will be evaluated by means of groundwater hydraulic modeling utilizing the ICPR 4 (Interconnected Channel Pond Routing) computer program developed by Streamline Technologies. Should it be determined that the existing RIB system can meet the future hydraulic loading rate, 4Waters has included a task to assist with FDEP permitting for a Substantial Modification to the Facility Permit or Activity Permit. 324 6th Avenue North I Jacksonville Beach, Florida I www.4WEng.com I 904-414-2400 January 5th, 2024 Page 2 4Waters will not be responsible for the physical condition assessment of the existing RIB system and the analysis does not include evaluating other RIB sites. Should it be determined the existing RIB system is insufficient for the anticipated future flows, 4Waters can prepare a separate proposal to identify potential RIB locations. 4Waters proposes the following four tasks to complete the requested project scope: Task 1.0 - Project Initiation and Geotechnical Evaluation Task 1.1:Project Initiation, Meetings and Site Visit: It is understood that as part of Ardurra's Task Order 15, there will be a Project Initiation Meeting, on-site Design Phase Meeting and final Review Meeting. 4Waters proposes to attend each of the three (3) meetings as they will assist with confirming project goals and objectives, schedules, communication protocols, concepts to be evaluated, available data, projected flow and loading projections, conceptual and expansion alternatives and deliverables. In addition,the on-site meeting will allow 4Waters to observe the existing RIB system and gather physical data that may not be available from as-built or permit information. If available, Ardurra will provide 4Waters with any data relating to the existing RIB system prior to the on- site Design Phase Meeting. This data could be in the form of as-builts drawings, plans and supporting documents, geological literature, soil survey reports, aerials, digital elevation models (DEM), past annual Discharge Monitoring Reports (DMR), any previous evaluations of the sites and other available pertinent data. Task 1.2: Geotechnical Evaluation: Per Task Order 15, Ardurra will separately subcontract for the preparation of a Geotechnical Report to include nine (9) soil boring, analysis of laboratory test to determine subsurface conditions and recommendations concerning the soil properties. It is requested that information relating to porosity and vertical/horizontal conductivity at the boring locations in the vicinity of the RIBs be collected with the geotechnical evaluation. As well as providing information for the subsurface conditions, the data gathered from the geotechnical evaluation will be utilized during the creation of the hydrogeologic model of the effluent disposal system under Task 2.2. Task 2.0 - Data Collection, Data Analysis and Model Development Task 2.1:Data Collection and Data Analysis The Data Collection and Data Analysis task will incorporate the following: • Document Examination: Review available topographic maps, as-builts, geological literature, Natural Resource Conservation Survey soil survey reports, aerials and previous data collected in Task 1.1. • Wastewater Flow Projections: A critical element in the evaluation of any effluent disposal site involves an understanding of the existing and future flow projections. For this portion of the task, 4Waters will review past annual DMR effluent flow data and any CCUA planning data and flow projections relating to the service area. Projection data will additionally be collected at the on-site Design Phase Meeting. 324 6th Avenue North I Jacksonville Beach, Florida I www.4WEng.com 1904-414-2400 January 5th, 2024 Page 3 • Rainfall Data:Gather and analyze general meteorological data (rainfall,temperature, etc.)to gain knowledge of the climatic site conditions. • Historic Groundwater Elevations: If available review any previously conducted hydrogeological evaluations. • General Hydrogeological, Groundwater and Subsurface Conditions: Review and evaluate the results from the geotechnical exploration soil borings to characterize the index and engineering properties (permeability/hydraulic conductivity, porosity, grain distribution, etc.) and groundwater levels of the representative soil samples. Any necessary data requiring payment will be at Ardurra's expense. Task 2.2 -Model Development and Analysis All the data collected and analyzed in the previous tasks will be utilized to develop a hydrogeologic model to determine whether there is available additional capacity in the existing RIB system to accept the future effluent discharges.The simulations will be performed in ICPR 4,which is a computer simulation program that predicts, using elapsed time scenarios, the response of the water table and the soil water regime above it to rainfall, intensities of surface/subsurface drainage and surface effluent application. The existing conditions simulations will provide information on the aquifer properties and validate the design values/assumptions for the groundwater model prior to analysis of the proposed effluent flow loadings. Once the model is validated and calibrated, 4Waters will use a trial-and-error procedure along with best engineering judgement of the site conditions to determine allowable percolation/natural recharge rates for the RIB system.The hydrogeologic model results will also be used to approximate water table depth, surface and subsurface drainage volumes and accumulative periods when the water table would be above a predetermined depth.The results of the alternatives,with engineer's recommendations will be presented in the Effluent Evaluation Technical Memorandum as discussed below in Task 3.0. Task 3.0 - Preparation of Effluent Evaluation Technical Memorandum Once the above tasks are completed,4Waters will develop an Effluent Evaluation Technical Memorandum for the existing RIB system. The report will summarize the regional and site-specific data collected from the document review, present the results of the field exploration and laboratory investigations, address the hydraulic feasibility of increasing the effluent loading to the existing RIB system, discuss model scenario results and potential for increased effluent loading and document the analysis. The Effluent Evaluation Technical Memorandum will be supplemented by figures and tables. The deliverable for the Effluent Evaluation Technical Memorandum will include an electronic copy of the final report and appendices with supporting documentation. Task 4.0 - Permitting Task 4.1:Pre-application Meeting with FDEP If it is determined that the existing RIB system can meet the future hydraulic loading rate, 4Waters will prepare for and attend a pre-application meeting with the FDEP regional office. The purpose of the meeting will be to present the findings of the Effluent Evaluation and to elicit any FDEP concerns or constraints that will need to be addressed in the permitting process. Task 4.2 Florida DEP Wastewater Facility or Activity Permitting- Substantial Modification Application Increasing the hydraulic loading rate at the existing RIB will require an application for a substantial revision to the wastewater facility permit application through FDEP. 4Waters will prepare and submit the required permit application and supporting documentation for approval. Included in the application will be: • FDEP Form 62-620.910(1) and 62-620.901(2) • Effluent Evaluation Technical Memorandum • If required, Signed and Sealed Contract Drawings provided by Ardurra Permit fees are not included in this proposal. Task 4.3 Permit Modification Request for Additional Information 4Waters will respond to up to two (2) Request for Additional Information (RAI) on elements of the wastewater permit modification application. Task 4 will not be completed should a new RIB site be required. Schedule and Professional Service Fees We anticipate the Tasks 1 through 3 can be completed within four (4) months from Notice to Proceed (pending receipt of Geotechnical Evaluation Data). A schedule for permitting will be defined once it is determined if it is necessary. We are available to begin work immediately upon written approval.
