BACKGROUND:
CCUA staff requests authorization from the Board of Supervisors to execute Change Order No. 2 to
the construction contract with Sawcross, Inc., for a deduction of materials purchased directly by
CCUA for the GP WTP Project.
As discussed at the last Board of Supervisors meeting, following completion of the new water supply
wells at the GP WTP, and after awarding the plant construction contract, water quality testing
indicated that source water sulfide levels are elevated (>1.5 mg/L). When sulfide levels are at this
level, the Florida Department of Environmental Protection (FDEP) requires additional or alternate
treatment to reduce sulfides in the finished water. CCUA staff and our engineer of record,Dewberry,
determined that the most reliable, effective, and cost-efficient treatment is to use a forced draft
aerator with upstream CO2 injection.
The Board authorized staff to execute Change Order No. 1 with Sawcross for $1,051,050.66 for the
materials, labor, and equipment necessary to implement the new sulfide removal system. A clause in
CCUA's contract with Sawcross permits the Utility to purchase the materials and equipment directly
from the distributor or manufacturer to save the sales taxes associated with the purchase. As
discussed at the same meeting, proposed Change Order No. 2 reflects a reduction in Sawcross'
contract of$810,331.24 which reflects the cost of the systems and materials as well as the associated
sales taxes.
BUDGET:
The current budget for the project is$10,000,000.00 and is sufficient to cover the cost of the proposed
change order.
RECOMMENDATION:
Staff respectfully requests authorization from the Board of Supervisors to execute Change Order No.
2 to reduce the construction contract with Sawcross, Inc., in the amount of$810,331.24 for owner
direct purchase of materials and equipment for the GP WTP Project.

TOMCO2 Systems is pleased to submit our Quotation covering the Liquid Carbon Dioxide storage
equipment, CO2 PSF feed panel, and retractable solution diffuser to be located at the Governor's
Park Treatment Plant.We have attached our detailed equipment scope of supply to this proposal.
Please read our scope carefully to be certain as to what TOMCO2 is proposing to supply. Please
note that this Quotation is based on detailed design collaboration with the Engineer and the bid
documents per our attached scope of supply.
We can send shop drawings and submittals for your review eight (8) weeks after our receipt of
your purchase order. Shipment of the equipment can be twenty to twenty-two (20-22) weeks
after our receipt of approved submittals and notice to proceed. Our price is based on a delivery
no later than June 2025, subject to acceptance of our terms of sale.
TOMCO2 Systems will warrant the equipment supplied,as described in the attached specification,
for a period of one (1) year from the date of start-up or eighteen (18) months from date of
shipment, whichever occurs first.
Please note that under no circumstances shall the CO2 gas feed piping be hydrostatically tested.
Hydrostatic testing may void the warranty. All pressure testing of the CO2 field piping shall be
pneumatic per ASME B31.3.
Field installation will require the following, not provided by TOMCO2:
1) Concrete foundation for the CO2 storage equipment and PSF panel.
2) Anchor bolts for the equipment.
3) Interconnecting CO2 pipe between the CO2 storage tank and PSF feed panel.This pipe can
be 1/2 inch seamless schedule 40 black, carbon steel or stainless steel, welded, or 1/2-
inch schedule 80 black, carbon steel or stainless steel, threaded, or 5/8" type "K"
seamless copper tube with silver soldered joints.

4) Interconnecting water pipe and fittings between the high pressure service water system
and the PSF feed panel. This 2-inch pipe can be stainless steel, carbon steel, ductile iron
or PVC.
5) Interconnecting solution pipe between the PSF feed panel and the diffuser assembly.This
2-inch pipe can be stainless steel or PVC.
6) Single electrical power connection to the distribution block in the storage tank
refrigeration panel. This will be 480 volt, three phase, 60 Hz, 40 amps.
7) Electrical power to the PSF feed system local electrical panel. This will be 120 volt, single
phase, 60 Hz, 10 amps.
8) Any control or signal wiring required between our system and the plant process control
system or other control panels or components.
9) Installation of any components or materials shipped loose for field installation.
10) Liquid CO2 to fill the storage tank.
11) Unloading of the carbon dioxide equipment at the job-site.
12) Other items as noted in the attached equipment scope.
The price for our equipment as proposed in the attached TOMCO2 Equipment Scope of Supply is
Three Hundred Ninety Two Thousand dollars (US$392,000.00 total and includes freight
andstartupservices). The cost for freight is $4,000.00 and start up service is
$11,000.00.
Our price includes the following:
1) Equipment as specified herein.
2) Engineering submittals and shop drawings.
3) Freight to the jobsite.
4) Start-up of the equipment.
5) Training.
6) Operating and Maintenance Manuals.
7) One Year Limited Warranty.
Payment terms are Net 30 days from the date of invoice, which will be the date of completion and
availability with approved credit. Please note that, unless otherwise specified, a ten percent (10%)
deposit will be required and twenty percent(20%) due after receipt of approved submittals with sixty
percent (60%) balance due thirty (30) days from the date of invoice when equipment is completed
and ready to ship. A final ten percent (10%) retainage will be due after completion (start-up,training
and final O&M's).
Our price does not include Federal, State or local taxes.
This proposal is firm for Sixty (60) days and subject to the attached Terms and Conditions of Sale.
It is understood by your acceptance of the TOMCO2 terms and conditions of this letter, retainage is
to be paid in full no longer than 30 days from the date of start-up of our equipment. Payment of the
full invoiced amount less retainage is due after shipment and prior to start-up and commissioning of
the system.

SCOPE
A. Work Included: This section covers the work necessary to furnish the equipment and
materials required for the carbon dioxide storage, feed, and pH control system. The
system, as specified herein, shall be furnished by one supplier, with at least 25 years of
prior experience in supplying carbon dioxide systems of the type specified.
B. The basic system consists of the following equipment and materials:
1. One (1) TOMCO2 Model 1075CA 10 ton capacity Liquid Carbon Dioxide storage
tank system complete with refrigeration unit.
2. One (1) TOMCO2 Model M-259C1, 12 kW electric vaporizer.
3. One (1) TOMCO2 Model CVH-4SS CO2 vapor heater.
4. One (1) First stage CO2 pressure regulator.
5. One (1) TOMCO2 PSFTM Carbonic Acid Feed Panel.
6. One (1) TOMCO2 "SAF-T-FLO"TM style Carbonic Acid Solution Diffuser.
7. Instrumentation and control equipment, as specified herein.

TOMCO2 Systems meets or exceeds the following qualifications:
TOMCO2 Systems is the actual manufacturer of the equipment being supplied.
TOMCO2 Systems has successfully designed and manufactured similar equipment for the
proposed application for over 25 years.
TOMCO2 Systems has provided hundreds of similar systems designed, assembled and
furnished by the Manufacturer.
TOMCO2 Systems has the required financial capability to perform the scope of work as
specified.
TOMCO2 Systems maintains a qualified technical engineering staff and design office.
TOMCO2 Systems operates a physical plant and employs fabricating personnel to
complete the work specified.
TOMCO2 Systems operates an ASME Pressure Vessel Shop and employs certified
welders to manufacture the pressure vessel to ASME standards, inspection and testing
as required.
TOMCO2 Systems has and will maintain competent service personnel to start-up and
service the equipment furnished.
TOMCO2 Systems is an active member of CGA (Compressed Gas Association) and
AWWA (American Water Works Association).
Manufacturer of the carbon dioxide system shall be TOMCO2 Systems, Loganville, GA,
USA, no exceptions.
STATEMENT OF CONFORMANCE
The manufacturer of the carbonic acid feed system and carbon dioxide storage
equipment shall inspect the completed installation and provide written certification that the
system will operate as designed and specified herein.

LIQUID CARBON DIOXIDE STORAGE TANK
One (1) New Liquid Carbon Dioxide storage tank shall be provided designed specifically
for liquid carbon dioxide service.
The storage tank shall consist of a welded SA-612 normalized carbon steel pressure
vessel designed and constructed in accordance with Section VIII, Division 1 of the ASME
"Code for Unfired Pressure Vessels" with a maximum allowable working pressure of 350
psig. A pressure vessel manufactured by a different manufacturer from the tank supplier
will not be accepted. It is the intention for the complete storage tank, pressure vessel, and
vaporizer to be fabricated by the same manufacturer in the same facility.
The storage tank shall be horizontal C-Series with I-beam frame and capable of holding
20,000 pounds of liquid carbon dioxide at 300 psig and 0°F. Storage tank capacities other
than specified will not be accepted. The tank shall have an elliptical manway installed on
the rear head for cleaning access and inspection of the pressure vessel as required. A
grounding lug shall be provided for release of static electricity to ground. Installation
including foundation, elevation, piping, wiring, and instrumentation must be performed
and strictly adhered to TOMCO2 recommendations and specifications. A storage tank
without a manway will not be accepted.
The tank shall be insulated with a minimum of 4 inches of urethane foam insulation,
which shall be covered with a 0.063" factory painted white aluminum shell. The ends
are to be covered with aluminum performed flanged and dished heads. The thermal
conductivity (overall U-factor) for the insulated tank wall shall not be greater than 0.04 Btu
per hour per square foot per °F. Cryogenic tanks with vacuum insulation will not be
accepted. A storage tank with a carbon steel outer skin will not be accepted.
The tank shall be complete with a level indicator calibrated to read in thousand pounds
and a 0 to 600 psig pressure gauge, both with 6-inch dials.
All necessary schedule 80 pipe connections for filling and withdrawal of CO2 from the
storage tank will be provided. Truck unloading capability consisting of CGA forged brass
fill and vapor balance fittings, isolation valves and hose blow down valves with pressure
reliefs will be provided with the fill fittings extending through the front of the tank
cabinet.
A complete environmentally safe refrigeration system utilizing refrigerant R-404A shall
be provided with each storage tank that will automatically maintain the storage tank at 0°F
and 300 psig. The evaporator coil of the refrigeration unit shall be located inside of the
top portion of the storage tank, with the compressor and air-cooled condensing coil
mounted on the frame at the end of the tank. The refrigeration unit shall be equipped with
a condensing unit driven by a 2 HP, 480 volt, 60 cycle, 3-phase scroll compressor and
provided with a circuit breaker disconnect switch, motor starter, power light and a 120-
volt control voltage transformer mounted in a NEMA 4X type 304 stainless steel
electrical enclosure. A fused disconnect will not be accepted. The condensing unit will
include a sight glass, refrigerant line, solenoid valve, expansion valve and a refrigeration

coil mounted internally in the storage tank. Automatic controls shall be provided to start
and stop the compressor, thereby controlling the pressure of the CO2 in order to maintain
the proper operating pressure (295 psig — 305 psig). A storage tank without a refrigeration
system will not be accepted.
The storage tank shall be protected from being subjected to pressures greater than the
maximum allowable working pressure (350 PSIG) by means of two ASME approved
spring actuated safety relief valves operating in conjunction with a three-way switching
valve and two bleeder type relief valves.
The tank shall be provided with a pressure switch to sound an alarm automatically in the
event of excessive high or low pressure in the tank. The alarm horn and indicating lights
shall be mounted on the refrigeration control panel located on the storage tank. The
panel shall be complete with an alarm silence circuit to shut off the audible alarm.
Contacts shall be provided for remote indication of high and low tank pressure alarms.
All nozzles penetrating the vessel shall be schedule 80, type 304 stainless steel. All
piping and fittings provided internal to the storage tank system shall be Schedule 80
carbon steel. All piping and fittings provided external to the vessel and supplied as part of
the storage system shall be Schedule 80 type 304 stainless steel, with 2,000 psi rated
threaded fittings. Stainless steel ball valves shall be provided where the connections for
the liquid fill, vapor return, process connect to the tank, and where needed to remove and
service the vaporizer, without emptying the tank. 1-1/2" liquid CO2 and 1" vapor balance
fill couplings shall be standard CGA brass threaded connections for CO2 service and
piped to the outside of the enclosure.
The storage tank shall be provided with an enclosure at one end, which shall provide
weather protection for the refrigeration unit, vaporizer, vapor heater, pressure regulator,
electrical panels, fill valves and other accessories. The enclosure shall consist of an
aluminum structural frame, which shall be covered with aluminum sheet, minimum
thickness of 0.04 inch (1 mm). The storage tank, enclosure, frame, and other exposed
ferrous metal surfaces shall be surface prepped and painted according to Manufacturers'
Standards. All stainless steel surfaces shall be left unpainted. A storage tank without an
equipment enclosure will not be accepted.
Adequate vent area shall be provided to allow cooling air circulation for the refrigeration
system. Three lockable, hinged doors to provide access to the enclosure shall be
provided. The approximate overall tank shipping dimensions are 15'-9" long x 7'-6" wide x
8'-6" high. The shipping weight (empty) is approximately 13,200 lbs. A storage tank
heavier than 18,500 pounds will not be accepted.
The storage tank shall be Model No. 1075CA as manufactured by TOMCO2 Systems of
Loganville, Georgia.

CARBON DIOXIDE ELECTRIC VAPORIZER
The tank shall be provided with one complete electric vaporizer unit, capable of
vaporizing 325 lbs of liquid carbon dioxide per hour at 300 psig. Automatic controls shall
be provided to control the vaporizer to maintain the tank pressure above 245 psig. An
adjustable differential pressure switch shall activate the vaporizer at 245 psig and shall
deactivate the unit at 255 psig. Liquid carbon dioxide shall be drawn off of the bottom
tank, with the resulting vapor returning to the top of the tank. A purging valve for
easy removal of accumulated impurities, safety controls consisting of a safety relief valve,
a thermostat for overheat protection and a fused control circuit for coil protection shall be
provided. Electrical requirements shall be 12 kW, 480-volt, 3-phase, 60-Hz, and shall be
provided with a circuit breaker with operating handle and power light in a NEMA 4X type
304 stainless steel electrical enclosure pre-wired from the Refrigeration panel. The
vaporizer shall be supplied as an integral part of the storage tank; pre-piped, pre-wired
and pre-insulated and located in the storage tank equipment enclosure.
The vaporizer shall be Model No. M-259CI as manufactured by TOMCO2 Systems of
Loganville, Georgia.
CARBON DIOXIDE VAPOR HEATER
The tank shall be provided with a 4 kW carbon dioxide vapor heater to heat the 0°F CO2
gas to near room temperature. The vapor heater shall be rated for operation at 480
volts single phase, 60 Hz., pre-wired from the Refrigeration panel. The vapor heater
shall be supplied complete with electronic temperature control. Operating control range
shall be adjustable from 30° to 110°F. Solid high conductivity aluminum pressure castings
containing the electrical resistance heaters and aluminum castings containing the
stainless steel tubing for the CO2 vapor shall be provided. An overheat device shall be
supplied to shut off the heating element should the temperature reach 200°F. A manual
reset button shall be supplied for restarting the heater after the overheat temperature
controller has tripped out. The vapor heater shall be pre-piped and pre-wired with a thru-
the-door disconnect switch, power light and NEMA 12 type 304 stainless steel cover
inside the storage tank equipment enclosure. Access to the vapor heater shall be through
a door on the side of the storage tank equipment enclosure. A storage tank without a
vapor heater and separate cabinet door access will not be accepted.
Vapor heater shall be Model No. CVH-4SS as manufactured by TOMCO2 Systems of
Loganville, Georgia.
FIRST STAGE PRESSURE REGULATOR
A. One (1) carbon dioxide pressure reducing regulator will be supplied, pre-installed in
the CO2 pipeline after the carbon dioxide vapor heater inside the storage tank
equipment enclosure. The regulator shall be used to reduce the pressure from
approximately 300 psig to 120 psig. The regulator shall have a malleable iron body,

aluminum spring case and lower case, nitrile and aluminum valve disc and holder, nylon
fabric coated with nitrile diaphragm, stainless steel valve stem and valve stem guide. The
outlet pressure of the regulator shall be easily adjusted through the use of an adjustment
screw.
B. One (1) pressure gauge, 2-1/2" dial, 0 to 600 psig range, complete with isolation valve,
shall be provided for indication of the CO2 pressure downstream of the regulator.
C. One (1) pressure relief valve shall be provided installed in the pipeline prior to the
pressure regulator. Relief valve shall be set for 450 psig.
PSFTM CARBONIC ACID FEED SYSTEM (Patent Numbers: 5487835 & 5514264)
Design Conditions:
CO2 Feed Rate (Max.): 75 lb/hr
CO2 Feed Rate (Min.): 7 lb/hr
Carrier water required: 40 gpm
Minimum Carrier Water Pressure: 75 psig
One (1) TOMCO2 PSFTM Carbonic Acid feed panel will be provided. All CO2 piping and fittings
will be 1/2 inch Type 304 stainless steel, threaded. All water piping and fittings will be 2 inch
Schedule 10 Type 304 stainless steel, welded. The enclosed style panel will be free-standing
and constructed of type 304 stainless steel. The carbon dioxide at 75 psig, minimum, will be
diffused into the carrier water. The reasonably clean carrier water supply (taken from high
pressure service water) shall be capable of providing a minimum 40 gpm at a minimum constant
pressure of 75 psig (55 psi above the treated water pressure) and approximately 5° C to 25° C
to the feed panel. Automatic control of the system shall be by standard pH control as
described herein. A manual by-pass valve shall be provided for local by-pass control of the
CO2 control valve for manual redundancy. A feed panel without a manual by-pass valve will not
be accepted. Electrical supply to the NEMA 4X type 304 stainless steel control panel, located on
the door of the PSF panel shall be 120 volts, 60 Hertz. The panel shall be 48 inches wide x 60
inches tall x 32 inches deep. The feed panel will contain the following:
One (1) stainless steel "Y" strainer provided on the inlet side of the CO2 feed panel to
remove any debris that might pass through the CO2 vapor line from the storage tank and
piping system.
One (1) second stage pressure tracking regulator, will be supplied. The regulator will
reduce the CO2 pressure from the first stage regulator at the tank to the desired
differential operating pressure between the CO2 and the carrier water (typically 15 psi
differential). The regulator will allow the CO2 pressure to "track" the changing carrier water
pressure (75-85 psig). The regulator will have a malleable iron body, pilot valve, sensing
tube, aluminum spring case and lower case, nitrile and aluminum valve disc and holder,
nylon fabric coated with nitrile diaphragm, stainless steel valve stem and valve stem

guide. The outlet pressure differential of the regulator will be easily adjusted through the
use of an adjustment screw.
Two (2) Pressure gauges, 2-1/2" dial, 0-200 psi range, complete with isolation valves,
shall be provided for indication of the CO2 pressure upstream and downstream of the
second stage pressure regulator.
One (1) indicating electronic Coriolis CO2 flow meter/transmitter shall be provided. The
body and wetted parts will be Type-316 stainless steel. The meter will be designed for
mass flow and will transmit an analog signal to the plant control system. Accuracy of the
meter will be one percent of full scale. The flow meter shall be sized to correspond with
the design rate of carbon dioxide per hour; 7-75 lb/hr. A local LCD display shall provide
readout of local flow rate or total flow. The sensor housing shall be type 316 stainless
steel. The meter housing shall be rated NEMA 4X. Flow meter to be Micro-Motion Elite-
Series.
One (1) Solenoid valve shall be provided for initiating or stopping CO2 flow to the PSF
panel. The valve shall have a brass body and 120 volt AC coil. The valve shall be
normally closed (energize to open - fail closed). In case of loss of power, the CO2

provided to by-pass flow around the solenoid valve for manual operation.
One (1) pH indicating PID controller will be provided. The controller will be complete with
proportional band, integral, transit time, reset functions, set point, output indication,
remote pH transmission, manual/automatic selection and hi/low pH alarms. The controller
will receive an electronic signal from the pH probe. The controller will transmit a
proportional 4-20 mA D.C. signal to the electro-pneumatic transducer and a 4-20 mA D.C.
signal representing pH to the plant control system. The pH controller shall be a Series 56
controller specially designed for TOMCO2 by Rosemount.
One (1) pH electrode assembly will be provided. The electrode assembly will include a pH
glass electrode, a reference electrode, a thermo-compensator and a preamplifier, all
enclosed in a corrosion-proof PEEK body. The electrode assembly will located 60 to 90
seconds downstream of the CO2 application point for measurement of the pH, and then
transmits the pH measurement signals to the pH controller. The electrode assembly will
be complete with 10 meters of cable and submersion hardware for mounting in the filter
influent stream. The pH electrode shall be Rosemount.
One (1) Electronic, microprocessor based, linear actuated CO2 flow control valve
assembly and electronic actuator will be provided. The electric motor operated actuator is
controlled via an electronic, proportional 4-20 mA D.C. signal from from the pH controller.
The valve body shall be 316 stainless steel. Valve and actuator shall be Badger SEVA or
equal depending upon availability.
One (1) manually operated by-pass CO2 flow control valve will be supplied. The valve will
be stainless steel construction and designed for positive control of CO2 flow.

Seven (7) CO2 isolation ball valves will be supplied; one for the panel, two for the control
valve by-pass, three for the flow meter by-pass, and one for the solenoid valve by-pass.
The valve bodies will be of Type-316 stainless steel construction with stainless steel trim.
The ball valves will be designed specifically for CO2 service.
Two (2) Pressure gauges, 2-1/2" dial, 0 - 160 psig range, complete with isolation valves,
shall be provided for indication of the water pressure upstream and downstream of the
mixer.
Two (2) in-line mixers designed to continuously mix carbon dioxide with the water will be
supplied. The CO2 vapor will be injected upstream of the mixers though a stainless steel
injector. The mixers shall be constructed of PVC.
One (1) Hand/Auto/Off switch and power light will be provided on the control panel door.
The switch will provide 120 Volt AC power to the electronics in the panel.
One (1) stainless steel ball check valve will be provided in the CO2 injection line.
One (1) carrier water drain valve will be supplied. The valve body will be of stainless
steel construction with stainless steel trim.
One (1) carrier water low pressure switch shall be provided. A low water pressure signal
(dry contact) shall be provided to the plant control system.
One (1) pressure relief valve shall be provided for protection of the PSF Panel
components. The valve shall have a brass body and stainless steel spring. Pressure relief
valve shall be set to relieve at 150 psig.
All necessary panel valves, safeties, gauges, pipe, pipe fittings, etc. will be included as part of
the PSF Carbonic Acid feed system panel. All materials in contact with the carrier water or
solution shall be NSF 61 Certified materials.
CARBONIC ACID DIFFUSER (Patent Numbers: 6637731 & 6767008)
One (1) TOMCO2 Carbonic Acid "Safe-T-Flo"TM retractable, heavy service, flanged,
injection quill style solution diffuser will be supplied to inject carbonic acid into the 16-inch
raw water pipe. The 1-inch diffuser tube will be constructed of type 316 stainless steel
and provided with a 1-1/2-inch 150# flanged connection and full port stainless steel ball
valve. The diffuser shall be designed for the full flow of solution — 40 gpm clean carrier
water. The diffuser shall be FL-150 or similar and to be field installed by others.

One (1) Pressure gauge, 2-1/2" dial, 0 - 160 psig range, complete with isolation valve,

days total on site, will be provided. Detailed drawings, parts list and operating manuals are
provided as part of the equipment package. A One-year equipment warranty will be provided
from the date of start-up and acceptance of this equipment.

Features and Benefits
A counter-current flow of air, supplied by a forced draft type blower, continuously sweeps through the
aerator oxidizing the ferrous iron and carrying away released gases that may be present. Dissolved
solids such as iron are transformed to their oxidized states, enabling them to be removed by
downstream equipment. In addition, unwanted dissolved gases (e.g., carbon dioxide, hydrogen sulfide,
VOCs, etc.) are removed to reduce chemical requirements, stabilize pH, or eliminate objectionable
tastes and odors.

• Note: Fabricated items are shipped loose for field installation by the contractor.
• Due to the aluminum alloy used, exposed surfaces may have a dull or uneven appearance, and
water staining is possible.
• It is recommended that a delay timer be used to keep the blower running for at least 10 minutes
after the pump stops. This is to dry the unit out to prevent icing of the outlet screens in colder
climates.
• It is also recommended that a soft start motor starter be provided in the Motor Control Center
(MCC)for the forced draft blower motors with V-belt drives. This is to reduce the load on the
drive system when starting up the drive. Aerator controls and timers are not by WesTech.
• It is recommended that the installing contractor provide an appropriate coating or product
barrier for aluminum surfaces in contact with concrete or mortar to prevent corrosion.
• Aerator influent flanged connection is not designed to support the weight of the influent piping.

General Clarifications
Terms&Conditions:This proposal, including all terms and conditions contained herein, shall become
part of any resulting contract or purchase order. Changes to any terms and conditions, including but not
limited to submittal and shipment days, payment terms, and escalation clause shall be negotiated at
order placement, otherwise the proposal terms and conditions contained herein shall apply.
Paint: If your equipment has paint included in the price, please take note to the following. Primer paints
are designed to provide only a minimal protection from the time of application (usually for a period not
to exceed 30 days).Therefore, it is imperative that the finish coat be applied within 30 days of shipment
on all shop primed surfaces. Without the protection of the final coatings, primer degradation may occur
after this period,which in turn may require renewed surface preparation and coating. If it is impractical
or impossible to coat primed surfaces within the suggested time frame,WesTech strongly recommends
the supply of bare metal,with surface preparation and coating performed in the field. All field surface
preparation, field paint,touch-up, and repair to shop painted surfaces are not by WesTech.
Escalation: If between the proposal date and actual procurement and through no fault of the Seller, the
relevant cost of labor, material, freight,tariffs, and other Seller costs combined relating to the contract,
increase by greater than 2.5%of the overall contract price,then the contract price shall be subject to
escalation and increased. Such increase shall be verified by documentation and the amount of contract
price escalation shall be calculated as either the actual increased cost to the Seller or, if agreed by the
Parties, the equivalent increase of a relevant industry recognized third-party index, and in both cases
without any additional profit or margin being added.
USA Tariffs and Current Trade Laws:All prices are based on current USA and North America tariffs and
trade laws/agreements at time of bid. Any changes in costs due to USA Tariffs and trade laws/
agreements will be passed through to the purchaser at cost.
The Infrastructure Investment and Jobs Act of 2021 (IIJA) includes potentially significant changes to
historical "Buy American" or"American Iron and Steel" (AIS) requirements for federally funded projects,
including water-related infrastructure projects as administered by the Environmental Protection Agency
(EPA). The IIJA was signed into law on Nov 15, 2021. However the EPA has yet to issue additional
information and guidance clarifying the application and interpretation of these changes. Although
WesTech makes every effort to source the steel for our equipment and products domestically, not
everything is reasonably or commercially available to meet all project specific
constraints. Consequently, any proposal or offer for sale by WesTech, including any resulting equipment
order, does not guarantee compliance with the Buy American provisions of the Infrastructure
Investment and Jobs Act of 2021 at this time.
Aluminum Forced Draft Aerator Clarifications
• Availability of equipment components specified may dictate substitutions of equal quality at the
discretion of WesTech.
• All hardware is crated and shipped to the jobsite for assembly by the contractor.

• Percent removal of H2S is dependent on pH and water temperature. Percent Reduction estimate
assumes a minimum water temperature of 68 degrees Fahrenheit and an influent pH adjusted
to 6.2.
• Loose fill should not be used in applications where iron concentration exceeds 0.5 mg/L. We are
assuming the iron in the water will not exceed 0.5 mg/L; raw water quality shows 0.2 mg/L.
• Precipitation of minerals may occur requiring cleaning of media.
• Proposed unit is based on WesTech's standard configuration of the blower inlet/outlet.
• Aerator influent and effluent connections are not designed to support the weight of connecting
piping. Pipe supports are by others.

Equipment manufactured or sold by WesTech Engineering, LLC, once paid for in full, is backed by the
following warranty:
Subject to the terms below, WesTech warrants all new equipment manufactured or sold by
WesTech Engineering, LLC to be unencumbered and free from defects in material and workmanship,
and WesTech will replace or repair, F.O.B. its factories or other location it chooses, any part or parts
returned to WesTech which WesTech's examination and analysis determine have failed within the
warranty period because of defects in material and workmanship.The warranty period is either, one
calendar year immediately following start-up, or eighteen (18) months from when WesTech sent its
ready-to-ship notification to the purchaser,whichever expires sooner.All repair or replacement
parts qualifying under this warranty shall be free of charge. Purchaser will provide timely written
notice to WesTech of any defects it believes should be repaired or replaced under this warranty.
WesTech will reject as untimely any warranty defect claim that purchaser submits more than thirty
(30) days after the possible warranty defect first occurred. Unless specifically stated otherwise,this
warranty does not cover normal wear or consumables. This warranty is not transferable.
This warranty shall be void and shall not apply where the equipment or any part thereof
a) has been dismantled, modified, repaired or connected to other equipment, outside of a
WesTech factory, or without WesTech's written approval, or
b) has not been installed in complete adherence to all WesTech's or parts manufacturer's
requirements, recommendations, and procedures, or
c) has been subject to misuse, abuse, neglect, or accident, or has not at all times been operated
and maintained in strict compliance with all of WesTech's requirements and recommendations
therefor, including, but not limited to, the relevant WesTech Operations & Maintenance Manual
and any other of WesTech's specified guidelines & procedures, or
d) has been subject to force majeure events; use of chemicals not approved in writing by WesTech;
electrical surges; overloading; significant power, water or feed supply fluctuations; or non-
compliance with agreed feedwater or chemical volumes, specifications or procedures.
In any case where a part or component of equipment under this warranty is or may be faulty and the
component or part is also covered under the warranty of a third party then the purchaser shall provide
reasonable assistance to first pursue a claim under the third party warranty before making a claim under
this warranty from WesTech. WesTech Engineering, LLC gives no warranty with respect to parts,
accessories, or components purchased other than through WesTech.The warranties which apply to such
items are those offered by the respective manufacturers.

normal wear and tear, corrosion, or any contingent, incidental, or consequential damage or expense due
