(Ardurra) to provide Professional Services for the Peters Creek Water Reclamation Facility Expansion Project(Peters Creek WRF Project): Entrance Road Pipelines and Parkway Coordination. CCUA Project No.: 2211-0042 CCUA Financial Job No.: 22003SP Date: March 1, 2024 BACKGROUND: CCUA staff requests approval of Amendment No. 4 to RFQ 2020/2021-A14 for Ardurra to provide revised pipeline design services for the Peters Creek Entrance Road consistent with Reinhold Corporation's proposed future Parkway in the area designated the EW4 Parkway. The Clay County Utility Authority (CCUA) engaged Ardurra to provide professional engineering services for design, bid and construction administration services for the Peters Creek WRF project. CCUA awarded this work to Ardurra through a competitive RFQ process. The work on the three (3) project component packages itemized below continues to progress. • Peters Creek WRF & Pipelines • Site Civil work at the Governor's Park site • Governor's Park Lift Station and Reclaimed Water Storage and Pump Station. The Peters Creek WRF project construction contract includes pipelines from the Governor's Park site to the Peters Creek WRF site. This proposed amendment focuses on the section of the pipelines from Rosemary Hill Road to the Peters Creek WRF Plant site, shown in Attachment A of the Scope of Services. The existing design drawings and contractor's bid were based on an exclusive easement and roadway for CCUA along this corridor. The Reinhold Corporation approached CCUA in mid-2023 with a concept to modify the design to align with and incorporate a potential future parkway corridor over this area. Staff were amendable to the concept, but roadway plan and vertical concepts were not produced by the landowner that would be needed to facilitate that redesign until recently. As CCUA was moving to land acquisition, Reinhold produced draft plan and cross sections for the EW4 Parkway,which were subsequently reviewed by the County and revised to include the County's minor comments. The final typical cross section agreed to by CCUA, Clay County, and Reinhold Corporation is shown in Attachment A of the Scope of Services and will be formalized with a Centerline Agreement between the parties. The parties agree this is an efficient cross section to serve ratepayers and residents of the County. We consider time of the essence on the Peters Creek and Governors Park projects.We expect substantial completion by December 31, 2024. The pipeline contractor continues to progress from the Governor's Park site and working to the north. This redesign focuses on the final 1.1 mile of pipeline corridor. This Amendment authorizes Ardurra Group, Inc. (CONSULTANT) to perform additional design services for the Peters Creek Water Reclamation Facility (PC WRF) project to modify the pipeline section to conform to a future parkway as described above. The additional services could not have reasonably been anticipated at the time of the initial Agreement and are in response to the changed pipeline routing requested by the landowner. We do not know when the parkway will be built. We intend to leave the existing access road and adjacent easement lands as close to their current land surface elevations as practicable. The 20-foot- wide temporary road will be constructed as originally planned and bid in this project. We will master plan new and future pipelines according to the Reinhold Corporation roadway alignment. We show locations in the typical section described earlier. Ardurra met with CCUA staff and workshopped the draft elevations of the pipelines to work in the existing topography as well as the future parkway elevation sections. A summary of these services include: • Revision of the conformed pipeline drawings for the two (2) 16-inch Reclaimed Water Mains, 16-inch Force main, and 12-inch Water Main from the Peters Creek Plant site to the vicinity of Rosemary Hill Road along the future parkway corridor. • Design of the relocation of several existing power poles that run along the access road for the purpose of accommodating the temporary road and new pipelines. • Revisions to the wetland's maps and updates to the FDEP permit application. • Two (2) site visits to resurvey the gopher tortoises along the parkway route. • Provide revised survey and legal descriptions based on the centerline, easements and right- of-way limits shown in the section in Attachment A. • Review subsequent change order for consistency with existing contract approved amounts. We provide a summary of the Amendment components in the Cost Summary Table below. (CONSULTANT) to perform additional design services for the Peters Creek Water Reclamation Facility (PC WRF) Expansion and Effluent Management project. The additional services could not have reasonably been anticipated at the time of the initial Agreement and are in response to changed pipeline routing along the PC WRF access road that runs from Rosemary Hill Road to the Peters Creek WRF. These revisions accommodate a future parkway planned by the Reinhold Corporation that will run east/west from Rosemary Hill Road to the First Coast Expressway and being acknowledged by the County in a Centerline Agreement. New and future pipeline locations relative to the Parkway have been master planned with the Reinhold Corporation who is the adjoining landowner. Figures showing the plan and section view of the future parkway are included in Attachment A. CCUA has an existing 20-foot-wide trail road that will be constructed as originally planned as part of this project,with some alignment changes as part of this design modification. The modified design will retain most of the existing ground surface elevations,with minimal cut and fill relative to the previous design, and balancing the design depth of new pipelines so they have adequate cover now and minimize excessive depth after construction of the future parkway which will have fill in some areas. A summary of these services include: • Revision of the conformed pipeline drawings for the two (2) 16-inch Reclaimed Water Mains,16-inch Force main, and 12-inch Water Main from Station 250+00 to Station 307+00 • Relocation of several of the existing power poles that run along the access road for the purpose of accommodating the trail road and new pipelines shown in Attachment A • Revisions to the wetlands maps and update of the FDEP permit application • Perform two (2) site visits to resurvey the gopher tortoises along the parkway route • Provide revised survey and legal descriptions based on the revised easements and right-of-way limits shown in the section in Attachment A to facilitate detailed design and land rights acquisition with the landowner. AMENDMENT NO.4 TO RFQ 2020/2021-A14 • The redesign will be utilized to finalize a change order with Wharton-Smith,Inc (Contractor). Ardurra will review the change order and provide comments. Costs such as materials and labor associated with the trail road are generally included in the original bid price and this is not anticipated to result in a significant change order. Additional Scope of Services: CONSULTANT will perform necessary tasks to complete the additional services as described herein. The work associated with these additional services is separated into the following tasks: • Task 1 -Additional Project Management • Task 2-Additional Pipeline Design • Task 3-Additional Ecological Services • Task 4-Additional Survey Services Task 1 Additional Project Management CONSULTANT shall provide project management services for the duration of the work described herein. The work under this task includes: Task 1.1-Additional Project Management CONSULTANT will manage and monitor the progress of subconsultants. CONSULTANT will perform miscellaneous project management and coordination duties scope and fee development, tracking budget, maintaining the project schedule, preparing monthly invoices and monthly status reports. This task includes quality control of the deliverables within this scope of services. Task 2 - Additional Pipeline Design Task 2.1-Additional Pipeline Design CONSULTANT shall perform additional pipeline design work for the the two (2) 16-inch Reclaimed Water Mains, 16-inch Force main, and 12-inch Water Main from Station 250+00 to Station 307+00. The pipe alignments were provided by another Consultant as part of the negotiations with Reinhold Corporation. The pipeline redesign is necessary to accommodate future roadway and stormwater utilities that has been closely coordinated with the Developers Engineer. The redesign will also accommodate future transmission mains that will convey raw wastewater to the PC WRF and reclaimed water from the PC WRF. Power poles that run parallel to the future parkway that are in conflict with the pipeline alignment or trail road will be relocated as part of the redesign. The stormwater system that conveys water from the southern basin to the northern basin across the trail road will be evaluated and redesigned. The design will not include the future 24-inch transmission mains shown in Attachment A. Task 3 - Additional Ecological Services CONSULTANT shall perform additional ecological services work. This work includes revisions to the Florida Department of Environmental Protection (FDEP) Environmental Resource Permit (ERP) that includes wetland mitigation and coordination with the Florida Wildlife Commission (FWC) and resurvey of gopher tortoises to determine gopher tortoise populations within the proposed pipeline limit boundary and implementing necessary mitigation procedures ahead of 2 AMENDMENT NO.4 TO RFQ 2020/2021-A14 construction. The revisions will include updated maps, figures and permit applications for submission to the regulatory agencies. The Subconsultants proposal is included in Attachment B. Task 4 - Additional Survey Services Additional Survey Services to be performed are as follows: 1. Perform additional survey and develop the legal descriptions for the future parkway within the limits shown in the section in Attachment A. The additional survey is needed to encompass the new pipeline routing along the trail road. The Subconsultants proposal is included in Attachment C. Compensation Provisions: As compensation for providing the services described within Amendment#4, CCUA shall pay CONSULTANT a not to exceed amount of$78,260.00,this amount shall not be exceeded without a revision to this Agreement.A breakdown of the proposed fee is provided as Attachment D. Period of Service: No change to the overall project schedule. Authorized Representatives: The Authorized Representatives designated below are authorized to act with respect to this Task Order. The cost for this work includes up to one (1) request, per additional permit,for additional information (RAI)from FDEP. The cost for this work does not include any permit application fees. Client is responsible for payment of applicable filing fees. Any Regulatory Agency meetings required either in the field and/or the office will be an additional line item fee. Phase 1, Task 14: Additional Gopher Tortoise Surveys - SWCA will conduct up to 2 additional site visit to surveys of 100% of the subject area and locate gopher tortoise burrow according to Florida Fish and Wildlife Conservation Commission (FWC) guidelines. The number and location of gopher tortoise burrows will be located by GPS and a map will be sent to the Client. Gopher tortoise burrows will be identified in the field with pink flagging tape or pink pin flags. The map will be suitable for submitting to the Client's surveyor to assist them in locating the gopher tortoise burrows. The results of this survey are valid for 90 days.
