AGENDA ITEM:
Request for financing of Developer Agreement charges for a wastewater service to 350 Oriole
Street, Keystone Heights, Clay County, Florida.
BACKGROUND:
CCUA staff received the attached financing request from Ms. Maegan Blumberg on April 12,
2024. She is requesting the Board of Supervisors' approval to finance the Developer Agreement
charges of $11,226.67 for a wastewater service at the above-referenced property, under our
normal financing arrangements, for a period of ten(10)years. Ms. Blumberg expressed that she
cannot afford to pay the full cost of connection up front, and she will need financing
arrangements for the charges associated with the wastewater connection to her property.
RECOMMENDATION:
Due to limited risk, staff respectfully recommends approval of Ms. Blumberg's request to
finance the Developer Agreement charges of$11,226.67. CCUA has granted similar financing
arrangements for other property owners. In addition, CCUA has lien rights as Ms. Blumberg
holds title to the subject property. This assures CCUA will recover the principal and accrued
interest in the event of a default.

Hello,
My name is Maegan Blumberg, I live at 350 Oriole St, Keystone Heights FL. I recently learned that I must tie into Clay
County Sewage. I am a single mom of 3 who works from home, and I simply cannot not afford the out of pocket cost for
the work that needs to be done regarding the sewage line. I want to be in this home for years to come, so the work is
necessary. I have applied to homestead this property for it is owned by my sister and I. I would appreciate any help you
can provide.

I'm working on your Developer Agreement now,however in order to apply for financing, I will need to be
provided with a statement from you requesting financing due to hardship.The statement will be presented at
our next board meeting for approval before I am able to release the Developer Agreement to you. If you have
